Geosyntec Consultants, Inc.

The purpose of this Work Order approval request is to engage the technical services of Geosyntec
Consultants, Inc. to assist the County in working with the Florida Department of Environmental
Protection (FDEP) on validation and calibration efforts related to the FDEP's use of the Applied
Ecology Spatial Watershed Iterative Loading (SWIL) model and its' application in the Central
Indian River Lagoon's Basin Management Action Plan (BMAP).
Geosyntec Consulting Inc. was selected for this task based on their demonstrated experience
used for other clients involved in similar activities in requesting outputs from models be compared
against real world scenarios prior to adoption by the FDEP for nutrient (Total Nitrogen and Total
Phosphorus) allocations and reductions imposed upon entities within BMAP areas.
Funding of Work Order #8 will be provided from Indian River Lagoon/Other Professional Services
Fund, Account #00128337-033190.
Staff recommends that the County Administrator approve Work Order No. 8 to Geosyntec
Consulting Inc., for the amount of $19,545.00. Two copies of Work Order No. 8 are attached for
execution.

Central Indian River Lagoon TMDL BMAP Support
This Work Order Number o is entered into as of this day of �0 \ 2020, pursuant to that
certain Continuing Consulting Engineering Services Agreement for Professional Services entered into as of this
17th day of April, 2018 (collectively referred to as the "Agreement'), by and between INDIAN RIVER COUNTY,
a political subdivision of the State of Florida ("COUNTY") and GEOSYNTEC CONSULTANTS, INC.
("Consultant').
The COUNTY has selected the Consultant to perform the professional services set forth on
Exhibit A (Scope of Work), attached to this Work Order and made part hereof by this reference. The
professional services will be performed by the Consultant for the fee schedule set forth in Exhibit B
(Fee Schedule), attached to this Work Order and made a part hereof by this reference. The Consultant
will perform the professional services within the timeframe more particularly set forth in Exhibit C
(Time Schedule), attached to this Work Order and made a part hereof by this reference all in
accordance with the terms and provisions set forth in the Agreement. Pursuant to paragraph 1.4 of
the Agreement, nothing contained in any Work Order shall conflict with the terms of the Agreement
and the terms of the Agreement shall be deemed to be incorporated in each individual Work Order as
if fully set forth herein.

SCOPE OF WORK
BACKGROUND
The Florida Department of Environmental Protection (FDEP) is in the process of moving forward with
pollutant load reduction allocations for the Central Indian River Lagoon (CIRL) under the Total Maximum
Daily Load (TMDL) Basin Management Action Plan (BMAP). The County is concerned that the current
allocation assigned to the County is possibly excessive based on questions and/or uncertainties associated with
the data the allocation is based on including calibration and ground trnthing for this portion of the lagoon.
SCOPE OF WORK:
Based on the foregoing, Geosyntec proposes to perform the following:
1. Initial FDEP Meeting Support — Prepare for and attend FDEP meeting on October 21, 2020 with
representatives of the County to discuss the proposed load allocations and question regarding the model
data, methodology, and potential updates.
2. Project Data Development & Review - Geosyntec will identify and collect pertinent and available data
related to the CIRL TMDL BMAP and its watershed. Note that some of this information has already been
obtained from the County as of the writing of this scope of services. Relevant model, GIS and other
compiled data and information will be assimilated into a project specific GIS geodatabase and data folder
for cataloging, data management, data processing, and mapping purposes. Water quality data and reports
will be consolidated in the project directory.
3. FDEP Draft TMDL Model Review — Geosyntec will peer review the model information for any issues,
errors, misrepresentation, or assumptions in the model that may impact the TMDL and pollutant loading
allocations associated with the County. Items considered unreasonable, incorrect, or cause undue
uncertainty in the model results will be identified and their relative impact to the overall load allocation
qualitatively assessed.
4. Initial Draft TMDL Technical Memorandum Peer Review and Comment Memorandum - Geosyntec
will develop a draft technical memorandum incorporating the findings from the above tasks. This report
will be provided to the County, including any recommended comments related to the implementation of
the draft TMDL information. The draft technical memorandum will be prepared and provided to the
County in electronic PDF format.
5. Final Draft TMDL Technical Memorandum Peer Review and Comment Memorandum — After
incorporating any comments from the County, a final technical memorandum will be provided to the
County in electronic PDF format.
This current scope is limited to a review and evaluation based on available data and no numerical assessment
or calculations will be performed. The report may provide recommendation for addition detailed analysis,
assessment, and/or calculations to confirm identified issues, deficiencies or errors. These potential additional
services can be provided in a supplemental scope.

SCOPE ASSUMPTIONS
i. The County will make all pertinent data available to Geosyntec,
ii. The information and data provided by the County will be assumed correct and representative,
including the County GIS data,
iii. No engineering improvement alternatives, sketches or design plans are included herein.
iv. No surveying, ecological, environmental sampling, or geotechnical services are included herein.
v. It is assumed that the draft report will be reviewed and commented solely by the County, and not other
parties or regulatory entities.

The work will be conducted in accordance with the terms and conditions specified herein and pursuant to our
2018 Contract for Continuing Engineering Services. The contract amount is based on our estimated budget for
performing these services, which includes the labor, subconsultant fees, and other direct costs necessary to
complete the work scope described in the proposal.
Project efforts will be billed to the County's Project Manager for work performed during each calendar month.
Invoicing shall be accompanied by a brief description of the work completed and man-hours charged during
the billing period. Any reimbursable costs shall be itemized, and supporting documentation provided.
Individual subconsultant will be billed based on a percent complete basis.
