Supplemental Budget Message 20-1903 Attachments: Supplemental Budget Message Through the use of a PowerPoint Presentation, County Administrator Jason Brown announced that the fiscal year (FY) 2020/21 proposed budget for the County is $393,634,815, a decrease of $36,864,116 from the current year budget as of March 31, 2020. Administrator Brown provided an overview of the major impacts to the budget for FY 2020/21, which included a tax roll increase of 5.3% Countywide. He noted an estimated county -wide revenue decrease due to COVID 19 in the amount of $5.5 million and pointed out there was an increase of $1.9 million in the Sheriffs funding, as agreed to by the Sheriff (a reduction from the initial request of $2.6 million increase). He detailed the other impacts to the budget were increases to: the Children's Services funding, health insurance claims costs, the retirement rate, deferred maintenance, capital and renewal and replacement expenses. 4.B. Total Proposed Budget 20-1905 Attachments: Total Proposed Budget and millage rates 5. AD VALOREM FUNDS General Fund 20-1892 Proposed millage is 3.5475 and is 3.28% above rolled back rate of 3.4349. The proposed budget is $99,408,492. M.S.T.U. Attachments: General Fund Budget and Management Director Kristin Daniels stated the General Fund proposed millage is 3.5475, 3.28% above the rolled back rate of 3.4349. The proposed budget for the General Fund is $99,408,492. Chairman Adams opened the floor for public comments; there were no speakers, and the Chairman closed the public comments session. A motion was made by Vice Chairman Flescher, seconded by Commissioner O'Bryan, to adopt the tentative millage rate of 3.5475, 3.28% above the rolled back rate of 3.4349, for the General Fund. The motion carried by the following vote: Aye: 5 - Chairman Adams, Vice Chairman Flescher, Commissioner Zorc, Commissioner O'Bryan, and Commissioner Solari A motion was made by Commissioner Solari, seconded by Commissioner Zorc, to adopt the tentative budget of $99,408,492 for the General Fund. The proposed budget is $34,598,979. A motion was made by Commissioner O'Bryan, seconded by Vice Chairman Flescher, to adopt the tentative millage rate of 1.1506, 3.35% above the rollback rate of 1.1133, for the Municipal Service Taxing Unit. The motion carried by the following vote: Aye: 5 - Chairman Adams, Vice Chairman Flescher, Commissioner Zorc, Commissioner O'Bryan, and Commissioner Solari A motion was made by Commissioner Solari, seconded by Commissioner Zorc, to adopt the tentative budget in the amount of $34,598,979 for the Municipal Service Taxing Unit. The motion carried by the following vote: Aye: 5 - Chairman Adams, Vice Chairman Flescher, Commissioner Zorc, Commissioner O'Bryan, and Commissioner Solari Transportation Fund (No Millage) 20-1894 Proposed budget is $17,252,990. Attachments: Transportation Director Daniels announced the proposed Transportation Fund budget is $17,252,990. Chairman Adams opened the floor for public comments; there were no speakers, and the Chairman closed the public comment session. A motion was made by Commissioner O'Bryan, seconded by Commissioner Zorc, to approve the tentative budget of $17,252,990 for the Transportation Fund. The motion carried by the following vote: Aye: 5 - Chairman Adams, Vice Chairman Flescher, Commissioner Zorc, Commissioner O'Bryan, and Commissioner Solari Emergency Services District 20-1895 Proposed millage is 2.3531 and is 2.78% above rolled back rate of 2.2895. The proposed budget is $43,831,495. A motion was made by Vice Chairman Flescher, seconded by Commissioner Zorc, to adopt the tentative millage rate of 2.3531, 2.78% above the rolled back rate of 2.2895 for the Emergency Services District. The motion carried by the following vote: Aye: 5 - Chairman Adams, Vice Chairman Flescher, Commissioner Zorc, Commissioner O'Bryan, and Commissioner Solari A motion was made by Commissioner Solari, seconded by Commissioner O'Bryan, to adopt the tentative budget in the amount of $43,831,495, for the Emergency Services District. The motion carried by the following vote: Aye: 5 - Chairman Adams, Vice Chairman Flescher, Commissioner Zorc, Commissioner O'Bryan, and Commissioner Solari Aggregate 20-1896 Proposed millage is 6.1195 and is 3.12% above rolled back rate of 5.9342. Director Daniels announced that the proposed aggregate millage is 6.1195 and is 3.12% above the rollback rate of 5.9342. She explained that the rate is used for comparison purposes and does not require adoption by the Board. 6. INDIAN RIVER COUNTY BOARD OF COUNTY COMMISSIONERS SITTING AS SOLID WASTE DISPOSAL DISTRICT BOARD The Board of County Commissioners reconvened as the Board of Commissioners of the Solid Waste Disposal District. The minutes will be approved at an upcoming meeting. 20-1897 Solid Waste Disposal District Attachments: Solid Waste Disposal District Director Daniels disclosed that the FY 2020/21 Solid Waste Disposal District proposed budget is $17,926,067. The FY 2020/21 proposed charges for the Solid Waste Disposal District were outlined by Director Daniels as follows: Indian River County Florida Page 4 Board of County Commissioners Meeting Minutes - Final September 16, 2020 $78.37 per Residential Waste Generation Unit ($125.39/House) (3.72% increase from current year) $44.52 per Commercial Waste Generation Unit (6.00% increase from current year) $27.42 Readiness -to -Use Fee (11.06% increase from current year) Chairman Adams opened the floor for public comments; there were no speakers, and the Chairman closed the public comment session. A motion was made by Commissioner O'Bryan, seconded by Vice Chairman Flescher, to approve the Non -Ad Valorem assessment rates of $78.37 per Residential Waste Generation Unit ($125.39/House), a 3.72% increase from current year; $44.52 per Commercial Waste Generation Unit, a 6.00% increase from current year; and Readiness -to -Use Fee of $27.42, a 11.06% increase from current year, for the Solid Waste Disposal District (SWDD). The motion carried by the following vote: Aye: 5 - Chairman Adams, Vice Chairman Flescher, Commissioner Zorc, Commissioner O'Bryan, and Commissioner Solari A motion was made by Commissioner Solari, seconded by Vice Chairman Flescher, to adopt the budget in the amount of $17,926,067 for the Solid Waste Disposal District. The motion carried by the following vote: Aye: 5 - Chairman Adams, Vice Chairman Flescher, Commissioner Zorc, Commissioner O'Bryan, and Commissioner Solari The Board of Commissioners adjourned the Solid Waste Disposal District meeting, and reconvened as the Board of County Commissioners of the Budget Workshop meeting, continuing with the adoption of Non -Ad Valorem Assessment Charges. 7. ADOPTION OF NON -AD VALOREM ASSESSMENT CHARGES 7.A. ANNOUNCE TIME AND PLACE OF FINAL BUDGET HEARING Chairman Adams announced that the Final Budget Hearing will be held at 5:01 p.m. on Wednesday, September 23, 2020, at the County Administration Building A, Commission Chambers, 1801 27th Street, Vero Beach, Florida. 10.
