BUDGET OVERVIEW BY COUNTY ADMINISTRATOR, JASON E. BROWN 20-1965 Budget Ad 2021 Attachments: Budget Ad 2020-21 20-1966 Total proposed budget and millage rates Attachments: Total Proposed Budget and millage rates County Administrator Jason Brown gave a brief overview of the proposed budget in the amount of $393,634,815 for FY 2020/21, which included a tax roll increase of 5.3% countywide. He noted an estimated countywide revenue decrease due to COVID-19 in the amount of $5.5 million and pointed out there was an increase of $1.9 million in the Sheriff s funding, as agreed to by the Sheriff. Administrator Brown then detailed the other factors which increased the budget: Children's Services funding, health insurance claims, the retirement rate, deferred maintenance, and capital renewal and replacement expenses. 5. AD VALOREM FUNDS 5.A. Ad Valorem Millage and Ad Valorem Budget General Fund 20-1952 Proposed millage is 3.5475 and is 3.28% above rolled back rate of 3.4349. The proposed budget is $99,408,492. Indian River County Florida Page 1 Board of County Commissioners Meeting Minutes - Final September 23, 2020 Recommended Action: Approve and Adopt the Resolution Attachments: General Fund Budget Director Kristin Daniels announced the proposed millage rate for the General Fund. Chairman Adams opened the Public Hearing. There being no speakers, the Chairman closed the Hearing. There were no proposed amendments to the budget. A motion was made by Vice Chairman Flescher, seconded by Commissioner Zorc, to approve the millage rate of 3.5475 for the General Fund, 3.28% above the rollback rate of 3.4349, and to approve Resolution 2020-073, establishing the tax millage rate to be levied upon all real and personal taxable property in Indian River County, Florida, for Fiscal Year 2020-2021 for the General Fund. The motion carried by the following vote: Aye: 5- Chairman Adams, Vice Chairman Flescher, Commissioner Zorc, Commissioner O'Bryan, and Commissioner Solari A motion was made by Commissioner Solari, seconded by Commissioner O'Bryan, to approve the General Fund Budget in the amount of $99,408,492, and Resolution 2020-074, amending the County Budget Officer's estimates of receipts other than taxes and of balances to be brought forward for Fiscal Year 2020-2021 and adopting a final budget for the General Fund. The motion carried by the following vote: Aye: 5- Chairman Adams, Vice Chairman Flescher, Commissioner Zorc, Commissioner O'Bryan, and Commissioner Solari M.S.T.U. 20-1953 Proposed millage is 1.1506 and is 3.35% above rolled back rate of 1.1133. The proposed budget is $34,598,979. Recommended Action: Approve and Adopt the Resolution Attachments: MSTU Budget Director Kristin Daniels announced the proposed millage rate for the Municipal Service Taxing Unit (MSTU). Chairman Adams opened the Public Hearing. There being no speakers, the Chairman closed the Hearing. There were no proposed amendments to the budget. Indian River County Florida Page 2 Board of County Commissioners Meeting Minutes - Final September 23, 2020 A motion was made by Commissioner O'Bryan, seconded by Vice Chairman Flescher, to approve the millage rate of 1.1506 for the Municipal Service Taxing Unit (MSTU), 3.35% above the rollback rate of 1.1133, and to approve Resolution 2020-075, establishing the tax millage rate to be levied upon all real and personal taxable property in Indian River County, Florida, for Fiscal Year 2020-2021 for the Indian River County General Purpose Municipal Service Taxing Unit. The motion carried by the following vote: Aye: 5- Chairman Adams, Vice Chairman Flescher, Commissioner Zorc, Commissioner O'Bryan, and Commissioner Solari A motion was made by Commissioner Solari, seconded by Commissioner Zorc, to approve the budget in the amount of $34,598,979, and to approve Resolution 2020-076, amending the County Budget Officer's estimates of receipts other than taxes and of balances to be brought forward for Fiscal Year 2020-2021 and adopting a final budget for the Indian River County General Purpose Municipal Service Taxing Unit. The motion carried by the following vote: Aye: 5 - Chairman Adams, Vice Chairman Flescher, Commissioner Zorc, Commissioner O'Bryan, and Commissioner Solari Transportation Fund (No Millage) 20-1954 Proposed budget is $17,252,990 Recommended Action: Approve and adopt the resolution Attachments: Transportation Budget Director Kristin Daniels announced the proposed Transportation Fund Budget. Chairman Adams opened the Public Hearing. There being no speakers, the Chairman closed the Hearing. There were no proposed amendments to the budget. A motion was made by Vice Chairman Flescher, seconded by Commissioner O'Bryan, to approve the budget in the amount of $17,252,990 for the Transportation Fund, and to approve Resolution 2020-077, amending the County Budget Officer's estimates of receipts other than taxes and of balances to be brought forward for Fiscal Year 2020-2021 and adopting a final budget for the Transportation Fund. The motion carried by the following vote: Aye: 5 - Chairman Adams, Vice Chairman Flescher, Commissioner Zorc, Commissioner O'Bryan, and Commissioner Solari Emergency Services District 20-1955 Proposed millage is 2.23531 and is 2.78% above rolled back rate of 2.2895. The proposed budget is $43,831,495. Chairman Adams opened the Public Hearing. There being no speakers, the Chairman closed the Hearing. There were no proposed amendments to the budget. A motion was made by Commissioner O'Bryan, seconded by Vice Chairman Flescher, to approve the millage rate of 2.23531 for the Emergency Services District, which is 2.78% above the rollback rate of 2.2895, and to approve Resolution 2020-078, establishing the tax millage rate to be levied upon all real and personal taxable property in Indian River County, Florida, for Fiscal Year 2020-2021 for the Indian River County Emergency Services District. The motion carried by the following vote: Aye: 5 - Chairman Adams, Vice Chairman Flescher, Commissioner Zorc, Commissioner O'Bryan, and Commissioner Solari A motion was made by Commissioner Solari, seconded by Vice Chairman Flescher, to approve the dollar amount of $43,831,495 for the Emergency Services District, and to approve Resolution 2020-079, amending the County Budget Officer's estimates of receipts other than taxes and of balances to be brought forward for Fiscal Year 2020-2021 and adopting a final budget for the Emergency Services District. The motion carried by the following vote: Aye: 5 - Chairman Adams, Vice Chairman Flescher, Commissioner Zorc, Commissioner O'Bryan, and Commissioner Solari Clerk's Note: The State of Florida requires governments to announce the proposed Aggregate millage at each budget hearing. 20-1896 Proposed millage is 6.1195 and is 3.12% above rolled back rate of 5.9342. INDIAN RIVER COUNTY BOARD OF COUNTY COMMISSIONERS SITTING AS SOLID WASTE DISPOSAL DISTRICT BOARD Indian River County Florida Page 4 Board of County Commissioners Meeting Minutes - Final September 23, 2020 The Board of County Commissioners reconvened as the Board of Commissioners of the Solid Waste Disposal District. The minutes will be approved at an upcoming Solid Waste Disposal District meeting. Solid Waste Disposal District Budget (Non -Ad Valorem Special District) 20-1956 SWDD Resolution Recommended Action: Approve and adopt the resolution Attachments: SWDD A. Announce 2020/2021 Proposed Charge and Budget 1. $78.37 per Residential Waste Generation Unit ($125.39/House) (3.72% increase from current year) $44.52 per Commercial Waste Generation Unit (6.00% increase from current year) Readiness -to -Use Fee $27.42 (11.06% increase from current year) 2. $17,926,067 Budget Budget Director Kristin Daniels announced the proposed Residential and Commercial Waste Generation Unit and Readiness -to -Use fee charges and budget for the Solid Waste Disposal District. Chairman Adams opened the Public Hearing. There being no speakers, the Chairman closed the Hearing. There were no proposed amendments to the budget. A motion was made by Commissioner O'Bryan, seconded by Vice Chairman Flescher, to approve the Non -Ad Valorem assessment rates of $78.37 per Residential Waste Generation Unit ($125.39/House), a 3.72% increase from current year; $44.52 per Commercial Waste Generation Unit, a 6% increase from current year; and Readiness -to -Use Fee of $27.42, a 11.06% increase from current year, for the Solid Waste Disposal District (SWDD); and to approve Resolution 2020-080, establishing the assessment rate to be levied upon all real taxable property in Indian River County, Florida, for Fiscal Year 2020-2021 for the Solid Waste Disposal District. ADOPTION OF NON -AD VALOREM ASSESSMENT CHARGES A. 2020/2021 proposed charge for each Non -Ad Valorem Assessment 20-1957 Non -Ad Valorem Resolution Recommended Action: Approve and Adopt the Resolution Attachments: Non -Ad Valorem Funds Chairman Adams read into the record, the 2020-2021 proposed charge for each Municipal Services Benefit Unit (MSBU), and for each Street Lighting District as follows: M.S.B.U. 1. A motion was made by Commissioner O'Bryan, seconded by Commissioner Zorc, to approve the charges read into the record for each of the above mentioned Non -Ad Valorem Assessment Districts, and to approve Resolution 2020-082, establishing the assessment rates to be levied upon certain real property in Indian River County for Fiscal Year 2020-2021 for all the Non -Ad Valorem assessments. There being no speakers, the Chairman closed the Hearing. There were no proposed amendments to the budget. A motion was made by Commissioner O'Bryan, seconded by Vice Chairman Flescher, to approve the Other Special Revenue Funds in the amount of $54,002,630; Other Debt Service Funds in the amount of $500,000; Capital Projects in the amount of $25,961,764; Enterprise Funds in the amount of $58,567,528; and Internal Service Funds in the amount of $41,584,870, and to approve Resolution 2020-083, adopting a final budget for Fiscal Year 2020-2021 for certain Non Taxing Funds of Indian River County.
