Dear Monique,
This letter is in response to the requested proposal in work order format for the
above referenced project in Indian River County, Florida, for environmental services
as generally required for Industry Standards and/or State and Federal Environmental
Resource / Individual Permits. G. K. Environmental, Inc. (GKE) will be pleased to
provide this scope of service under this contract, which is outlined below:
TASK I
1.0 PHASE I AUDIT / ENVIRONMENTAL SITE ASSESSMENT (38.0 ac. site)
(Lump Sum $4,975.00)
GKE will be pleased to provide a Phase I Audit / Environmental Site
Assessment (ESA) service (in accordance with ASTM -1527-13 standards) and a
report of findings. This report will address any known recorded historic impacts to the
subject property related to potential / existing hazardous waste concerns associated
with this property, including the following items:
1.1 Preliminary site inspection of readily accessible property and adjacent
property(s) for apparent above ground hazardous waste conditions.
1.2 Site review with the Indian River County Community Development
Office staff and Indian River County Health Department Office Staff
(readily available) regarding historic site usage and any recorded
contaminations / violations.
1.3 Review of current and historical aerials regarding existing and historic
site usage.
1.4 Provide a comprehensive Federal and State historical records review
and written report (through the Environmental Data Resources, Inc.) of
a one -mile radius of the property, which will provide information on
recorded environmental hazards.
1.5 Discussions / interviews with adjacent, existing, and/or previous
property owner(s), if readily available, and contact information is
provided by client.
1.6 Review of Indian River County soil survey for site with onsite
comparisons of soils.
1.7 Provide two (2) hard -bound copies (and email copy) of a written report
concerning the apparent condition of the property resulting from the
above site investigation and research.
NOTE: The western half of the 38.0 acres is heavily overgrown and will require
some cutting for access for inspection.
TASK II
2.0 PRELIMINARY ENDANGERED & THREATENED SPECIES SURVEY AND
WETLAND SURVEY
(Lump Sum $3,980.00)
GKE will provide a preliminary State and Federal wetland and endangered &
threatened species surveys on the subject property and/or immediately adjacent to
the subject property, including a discussion of environmental permitting and potential
concerns / issues and associated costs if needed.
This property has the high potential of having listed species onsite or utilizing
the subject site. The preliminary listed species surveys will include the following:
2.1 Preliminary gopher tortoise survey with GPS location of burrows (not a
100% survey; only a good estimate of onsite gopher tortoise population
and locations). 100% gopher tortoise survey would be completed at a
later date if needed.

2.2 Review of recorded caracara nests and their history of use in the area
and preliminary inspection for potential nesting trees / palm trees for
nests and observations of utilization by individuals.
2.3 Other listed species that are observed onsite or could utilize the site will
also be addressed in the report.
2.4 The 38.0 acre site will also be surveyed for any State and Federal
regulatory wetlands and located (approximately) on an aerial.
NOTE: Due to large size of the property (38.0 acres) and the density of
vegetation growth onsite (unmaintained for years), the above
referenced field surveys will require approximately 3.5 days to
complete.
TOTAL COST AS OUTLINE ABOVE FOR TASKS I AND II above.... $8,955.00
TASK III
3.0 MODIFIED PHASE II SOIL & GROUNDWATER SAMPLING & ANALYSES
(Lump Sum $10,820.00)
Due to the historic past usage of the subject site (i.e. citrus grove), it is
reasonable to assume that pesticides and herbicides were used onsite for years,
including potentially harmful products. It is our recommendation to install 8 PVC
shallow groundwater wells (similar to the ones we did on 45th Street in 2019) and
sample the soil and groundwater at these 8 locations.
3.1 Installation of eight temporary monitoring wells.
3.2 Collection and analysis of groundwater samples for Chlorinated
Pesticides and Arsenic.
3.3 Collection and analysis of soils samples for Chlorinated Pesticides and
Arsenic.
3.4 Preparation of a report.
Duplicate groundwater samples for the Arsenic will be collected to compare
filtered and unfiltered analyses if this compound is present at concentrations in
excess of state standards.
TOTAL COST FOR THE ABOVE TASK III ABOVE .................. $10,820.00
TOTAL COST FOR TASKS I, II, AND III ABOVE .................... $19,775.00
NOTE: TASK III — Soil and groundwater analyses can be separated from
this proposal and completed at a later date if needed.

OWNER / CLIENT RESPONSIBILITIES
Please provide an explanation of the proposed / intended use if known.
Please provide the property owner's name and phone number(s), or
name of someone knowledgeable about the property's history and their
phone number(s), if an interview is needed and/or access to the
property is necessary.
Please provide any additional (current or historic) information / reports
you may have and/or seller / purchaser / user may have, regarding this
site as it relates to this Phase I audit and scope of services.
Please provide a copy of property survey(s) / location map.
NOTE: Phases I & II will be completed within 15 days of receipt of written approval.
Phase III may require an additional week to schedule, set up, collect
samples, analyze, and complete report of findings.
GKE FEES / COMPENSATION
Invoices will be submitted following work completed at GKE hourly rates or as may
be noted for each Task are payable within 30 days of date of invoice(s). GKE hourly
rates (2020/2021) are $150.00 / hour for Principal Ecologist and $55.00 / hour for
administrative / staff assistance, and if needed $95.00 / hour for CAD operator and
$100.00 / hour for field biologist / chemist / field assistant, and $75.00 per hour for
field assistant.
If additional related work beyond the above scope is required, an additional proposal
will be provided.
Your endorsement below will serve as agreement by client to compensate G. K.
Environmental, Inc. for services rendered in connection with this agreement within
thirty (30) days of date of invoice(s).
