Through the use of a PowerPoint Presentation, County Administrator Jason Brown
announced that the fiscal year (FY) 2021/22 proposed budget for the County is
$428,052,912, a decrease of $56,043,112 from the current year budget as of March
31, 2021.
County Administrator Brown provided an overview of the major impacts to the
budget for FY 2021/22, which included a tax roll increase of 5.19% Countywide
and 5.09% in the unincorporated area. He pointed out there was an increase of
$2.9 million, as agreed to by the Sheriff (a reduction from the initial request of $3.6
million increase) and continued funding of School Resource Officer at 501/o/50%
split with the School District. He detailed the other impacts to the budget included:
Senate Bill 712 (Water Bill), increases in the Building Division Permit Fee
Changes, Children's Services Funding, the Florida Retirement System rate, and
continued focus on deferred maintenance, capital and renewal and replacement
expense, and the additional full-time positions for the increased workload.

5. AD VALOREM FUNDS
5.A. Ad Valorem Millage and Ad Valorem Budget
General Fund
21-0882 Proposed millage is 3.5475 and is 3.54% above rolled back rate of 3.4262. The
proposed budget is $105,771,570.
Recommended Action: Approve and Adopt the Resolution

Management and Budget Director Kristin Daniels announced the proposed millage rate for
the General Fund.
Chairman Flescher opened the public hearing. There being no speakers, the Chairman
closed the hearing.
There were no proposed amendments to the budget.
- Make a motion to approve the millage rate and adopt the millage resolution.
A motion was made by Vice Chairman O'Bryan, seconded by Chairman
Flescher, to approve the millage rate of 3.5475 for the General Fund, 3.54%
above the rollback rate of 3.4262, and to approve Resolution 2021-055,
establishing the tax millage rate to be levied upon all real and personal
taxable property in Indian River County, Florida, for Fiscal Year 2021-2022 for
the General Fund. The motion carried by the following vote:

Commissioner Moss

- Make a motion to approve the dollar amount and adopt the budget resolution.
A motion was made by Vice Chairman O'Bryan, seconded by Chairman
Flescher, to approve the General Fund Budget in the amount of $105,771,570,
and Resolution 2021-056, amending the County Budget Officer's estimates of
receipts other than taxes and of balances to be brought forward for Fiscal
Year 2021-2022 and adopting a final budget for the General Fund. The
motion carried by the following vote:

21-0883 Proposed millage is 1.1506 and is 2.81% above rolled back rate of 1.1191. The
proposed budget is $38,727,142.
Recommended Action: Approve and Adopt the Resolution

Management and Budget Director Kristin Daniels announced the proposed millage rate for
the Municipal Service Taxing Unit (MSTU).
Chairman Flescher opened the public hearing. There being no speakers, the Chairman
closed the hearing.
There were no proposed amendments to the budget.
- Make a motion to approve the millage rate and adopt the millage resolution.
A motion was made by Commissioner Earman, seconded by Chairman
Flescher, to approve the millage rate of 1.1506 for the Municipal Service
Taxing Unit (MSTU), 2.81% above the rollback rate of 1.1191, and to approve
Resolution 2021-057, establishing the tax millage rate to be levied upon all
real and personal taxable property in Indian River County, Florida, for Fiscal
Year 2021- 2022 for the Indian River County General Purpose Municipal
Service Taxing Unit. The motion carried by the following vote:
Aye: 4 - Chairman Flescher, Vice Chairman O'Bryan, Commissioner Earman, and
Commissioner Moss
Absent: 1 - Commissioner Adams
- Make a motion to approve the dollar amount and adopt the budget resolution.
A motion was made by Commissioner Earman, seconded by Chairman
Flescher, approve the budget in the amount of $38,727,142 and to approve
Resolution 2021-058, amending the County Budget Officer's estimates of
receipts other than taxes and of balances to be brought forward for Fiscal
Year 2021-2022 and adopting a final budget for the Indian River County
General Purpose Municipal Service Taxing Unit. The motion carried by the
following vote:
Aye: 4 - Chairman Flescher, Vice Chairman O'Bryan, Commissioner Earman, and
Commissioner Moss

A motion was made by Commissioner Moss, seconded by Chairman
Flescher, to approve the budget in the amount of $18,513,052 for the
Transportation Fund, and to approve Resolution 2021-059, amending the
County Budget Officer's estimates of receipts other than taxes and of
balances to be brought forward for Fiscal Year 2021-2022 and adopting a final
budget for the Transportation Fund. The motion carried by the following
vote:

Emergency Services District

Flescher, to approve the millage rate of 2.3531 for the Emergency Services
District, which is 3.52% above the rollback rate of 2.2730, and to approve
Resolution 2021-060, establishing the tax millage rate to be levied upon all
real and personal taxable property in Indian River County, Florida, for Fiscal
Year 2021-2022 for the Indian River County Emergency Services District.

Flescher, to approve the dollar amount of $45,833,727 for the Emergency
Services District, and to approve Resolution 2021-061, amending the County
Budget Officer's estimates of receipts other than taxes and of balances to be
brought forward for Fiscal Year 2021-2022 and adopting a final budget for the
Emergency Services District. The motion carried by the following vote:

Proposed millage is 6.1226 and is 3.44% above rolled back rate of 5.9191

6. INDIAN RIVER COUNTY BOARD OF COUNTY COMMISSIONERS SITTING AS SOLID
WASTE DISPOSAL DISTRICT BOARD

The Board of County Commissioners reconvened as the Board of Commissioners of
the Solid Waste Disposal District. The minutes will be approved at an upcoming Solid
Waste Disposal District meeting.

Management and Budget Director Kristin Daniels announced the proposed Residential
and Commercial Waste Generation Unit and Readiness -to -Use fee charges and budget
for the Solid Waste Disposal District.
Chairman Flescher opened the public hearing. There being no speakers, the Chairman
closed the hearing.
There were no proposed amendments to the budget.
D. Make a motion to adopt a resolution to approve non -ad valorem Residential and Commercial Waste
Generation Unit Charge and Readiness -to-Use-Fee.
A motion was made by Commissioner Earman, seconded by Chairman Flescher, to
approve the Non- Ad Valorem assessment rates of $84.76 per Residential Waste
Generation Unit ($135.62/House), a 8.15% increase from current year; $47.64 per
Commercial Waste Generation Unit, a 7.01 % increase from current year; and
Readiness to Use Fee of $29.51, a 7.62% increase from current year, for the Solid
Waste Disposal District (SWDD); and to approve Resolution 2021-062, establishing
the assessment rate to be levied upon all real taxable property in Indian River County,
Florida, for Fiscal Year 2021-2022 for the Solid Waste Disposal District. The motion
carried by the following vote:
Aye: 4 - Chairman Flescher, Vice Chairman O'Bryan, Commissioner Earman, and
Commissioner Moss

E. Make a motion to approve the dollar amount and adopt the budget resolution
A motion was made by Commissioner Earman, seconded by Chairman Flescher, to
approve the Solid Waste Disposal District (SWDD) Budget of $19,375,997 and to
approve Resolution 2021-063, amending the County Budget Officer's estimates of
receipts other than taxes and of balances to be brought forward for Fiscal Year
2021-2022 and adopting a final budget for the Solid Waste Disposal District. The
motion carried by the following vote:

A motion was made by Vice Chairman O'Bryan, seconded by Chairman Flescher, to
approve the charges read into the record for each of the above mentioned Non- Ad
Valorem Assessment Districts, and to approve Resolution 2021-064, establishing the
assessment rates to be levied upon certain real property in Indian River County for
Fiscal Year 2021-2022 for all the Non- Ad Valorem assessments. The motion carried
by the following vote:

approve the Other Special Revenue Funds in the amount of $49,393,179; Other Debt
Service Funds in the amount of $500,000; Capital Project Funds in the amount of
$30,863,393; Enterprise Funds in the amount of $74,563,999; and Internal Service
Funds in the amount of $44,510,853, and to approve Resolution 2021-065, adopting a
final budget for Fiscal Year 2021-2022 for certain Non Taxing Funds of Indian River
County. The motion carried by the following vote:
