WHEREAS, the Board of County Commissioners of Indian River
County, Florida, desires to express to said JOE HENRY EARMAN its
gratitude, the gratitude of the people of Indian River County, Florida,
for the great service rendered by him as the Director of Civil Defense
for Indian River County, Florida, NOW, THEREFORE:
BE IT RESOLVED on this, the 17th day of April, A. D. 1963, by
the Board of County Commissioners of Indian River County, Florida, that
said Board for itself, as well as for the people of Indian River County,
Florida, expresses appreciation to JOE HENRY EARMAN for his many years
of immeasurable service as the Director of Civil Defense for Indian
River County, Florida, and for the many long hours of work and effort
that he has expended in behalf of the citizens of Indian River County,
Florida, .
BE IT FURTHER RESOLVED that a certified copy of this Resolution
be forwarded to JOE HENRY EARMAN.

Colonel Beech and Colonel Troutman appeared before the Board
with regard to the vacancy created by Mr. Earman's resignation as
Director of Civil Defense. After considerable discussion, Motion was
made by Commissioner Waddell. seconded by Commissioner McCullers and
unanimously carried, that Colonel Beech be appointed to succeed Joe
Henry Earman who has tendered his resignation, effective May 1, and that
Colonel Beech be paid a salary of $250.00 a month for his services and
be given authority to expend the other funds available in the Civil
Defense Account, with the approval of the Board, for such clerical ser-
vices and other items that are necessary to operate his office and
also be paid the sum of $100.00 for his services as assistant to Mr.
Earman during the month of April.
Motion was made by Commissioner Waddell, seconded by Commis-
sioner Macdonald and unanimously carried, that $4,000.00 tax money is
authorized to be paid to the City of Vero Beach and $20,000.00 is
authorized to be paid to the Indian River County Board of Public
Instruction. _
