HomeMy WebLinkAbout2022-040WORK ORDER 23 Indian River County Emergency Services Operations Complex Master Plan Development This Work Order Number13 is entered into as of this I ) day of MA LK 2022, pursuant to that certain Continuing Consulting Engineering Services Agreement for Professional Services entered into as of this 17t6 day of April, 2018 (collectively referred to as the "Agreement"), by and between INDIAN RIVER COUNTY, a political subdivision of the State of Florida ("COUNTY") and MBV Engineering, Inc. ("Consultant"). The COUNTY has selected the Consultant to perform the professional services set forth on Exhibit A (Scope of Work), attached to this Work Order and made part hereof by this reference. The professional services will be performed by the Consultant for the fee schedule set forth in Exhibit B (Fee Schedule), attached to this Work Order and made a part hereof by this reference. The Consultant will perform the professional services within the timeframe more particularly set forth in Exhibit C (Time Schedule), attached to this Work Order and made a part hereof by this reference all in accordance with the terms and provisions set forth in the Agreement. Pursuant to paragraph 1.4 of the Agreement, nothing contained in any Work Order shall conflict with the terms of the Agreement and the terms of the Agreement shall be deemed to be incorporated in each individual Work Order as if fully set forth herein. Smith, Clerk of Circuit Court and Comptroller or. —Ij Deputy Clerk EXHIBIT A - SCOPE OF WORK It is understood the COUNTY Emergency Services Department desires to develop a Master Development Site Plan for the existing EOC complex that will focus on a training area that will be supported by an interior roadway to the west, training pads and a future storage warehouse building. It is understood the Master Development Site Plan will assist the EOC in analyzing future build -out of the site in phases and what the anticipated site costs may be for each phase. The CONSULTANT will conduct meeting(s) with the EOC staff to discuss the details of the plan and the phases for each desired improvement. A Master Development Plan will be designed from the information collected during the meeting(s) and presented to EOC staff for review. It should be noted the CONSULTNAT shall develop the Existing Conditions Plan pursuant to the latest aerial imagery reflected on the Indian River County Property Appraisers website. Alternatively, should the COUNTY have access to the EOC complex existing conditions survey in either AUTOCAD or pdf formats, then a copy of said file can be provided to CONSULTANT for use in development of the Master Plan. The CONSULTANT proposes to provide the COUNTY the below scope of work associated with the Master Development Plan and as further described below. Task 1— Master Plan Development MBV will coordinate with the COUNTY, or COUNTY's survey consultant, as required, on the existing conditions survey data and information. It is understood COUNTY will provide all necessary topographic survey data in CAD format to MBV for utilization in the design plans. It is also understood all vertical and horizontal locates will also be provided by the COUNTY or COUNTY's survey consultant. MBV shall review provided survey data and shall provide in writing to the COUNTY comments for any areas requiring further data collection needed to assist in the proper project design. MBV shall utilize final existing conditions data for the base line information for the project. Task 2 - Cost Estimates The consultant will produce three (3) Engineer's Opinion of Probable Cost (EOPC) at the 100% design milestone of the project based on a 3 -phased construction build -out. The final plan and estimates will be provided to COUNTY based upon English units and provided in digital and PDF formats. NOTE: The cost estimates will be for site development only. Building cost estimates will require the services of an architect or general contractor for estimated pricings. EXHIBIT B - SCHEDULE Upon authorization to proceed by the COUNTY, the above described services will be provided based on the following schedule: • SO% Master Development Site Plan • 100% Master Development Site Plan 30 days from the latter of the issuance of Notice to Proceed 30 days from receipt of IRC review comments from 50% Review Phase EXHIBIT C - DELIVERABLES The CONSULTANT shall provide the COUNTY with the following: o Three (3) sets of the Master Development Plan in 24" x 36" format o One electronic version of plans set including the Cost Estimates and Plan in PDF format EXHIBIT D - FEE SCHEDULE The COUNTY agrees to pay and the Consultant agrees to accept for services rendered, pursuant to this Agreement, fees inclusive of expenses in accordance with the following: Task Fee Task 1: Master Plan Development $ 4,750 Task 2: Cost Estimates $ 2,750 LUMP SUM TOTAL ADDITIONAL SERVICES When required by the COUNTY or the Contract Documents, where circumstances exist beyond the Consultant's control, Consultant shall provide or obtain from others, as circumstances required, those additional services not listed as part of the Work Order, the Consultant shall notify the COUNTY promptly prior to commencing said Additional Services, and if agreed upon, will be paid for by County in accordance with the Master Agreement, Professionals and vendor intended to provide additional services shall first be approved by the COUNTY, in writing, by the COUNTY's Project Manager. The COUNTY has selected the Consultant to perform the professional services set forth on this Work Order. The professional services will be performed by the Consultant for the fee schedule set forth in this Work Order. The Consultant will perform the professional services within the timeframe more particularly set forth in this Work Order in accordance with the terms and provisions set forth in the Agreement. Pursuant to paragraph 1.4 of the Agreement, nothing contained in any Work Order shall conflict with the terms of the Agreement and the terms of the Agreement shall be deemed to be incorporated in each individual Work Order as if fully set forth herein.
