A RESOLUTION OF INDIAN RIVER COUNTY,
FLORIDA, BY AND THROUGH ITS BOARD OF
COUNTY COMMISSIONERS, CONTINUING TO
RECOGNIZE THE INDIAN RIVER COUNTY
EMERGENCY MANAGEMENT SERVICES DEPARTMENT
TO ACT IN ACCORDANCE WITH THE STATE
EMERGENCY OPERATIONS PLAN AND PROGRAM.
WHEREAS, Chapter 252, Florida Statutes, State Emergency
Management Act, establishes a Division of Emergency
Management (DIVISION) and prescribes the powers and
responsibilities thereof; and
WHEREAS, §252.38, F.S., authorizes and directs each
county of the state, through Its Board of Commissioners, to
establish a county organization for emergency
management and prescribes the power and responsibilities
thereof; and
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF INDIAN RIVER COUNTY, FLORIDA, that Indian
River County, a political subdivision of the State of
Florida, in official session assembled this date, does
hereby continue to recognize the department Of County
government known as the Indian River County Emergency
Management Services Department, a Department of Emergency
Management, to act in accordance with and In support of the
State Emergency Operations Plan and Program; and
BE IT FURTHER RESOLVED that this department shall exist
and be responsible for providing effective and orderly
governmental control and coordination of emergency
operations in disasters resulting from enemy attack, threat
of enemy attack, sabotage, or other hostile action, or from
natural or accidental causes, as provided In Chapter 252,
F.S. and
BE
IT FURTHER RESOLVED that
this department
shall
continue
to be headed by a director
appointed by this
Board
(on the
bases established in previous resolutions) who
shall
be responsible for the organization, administration, and
direction of the organization subject only to the direction
and control of this Board and the State, as provided in said
statutes; and
BE IT FURTHER RESOLVED that all of the departments,
agencies, and services of County government, Including their'
employees, property, equipment, and other resources, which
are administered by the Board, shall continue to be assigned
and made available to said Indian River County Emergency
Management Services Department, as required to effectuate
the purposes of this department, pursuant to statute.
The resolution was moved for adoption by Commissioner
Bowman and the motion was secondee! by Commissioner
Scurlock , and, upon being put to a vote, the vote
was as follows:

The Chairman thereupon declared the resolution duly
passed and adopted this 5th day of _December—, 1989,
