RESOLUTION
Be it resolved by the Board of Commissioners of Indian River
County, Florida, as follows:
1. Every Officer, Board, Department, Commission or Agency of the
Board of County Commissioners of the County of Indian River
charged with the duty of preparing specifications, or award-
ing or entering into contracts for the design, erection or
construction of County buildings, or other County structures,
including additions to existing structures, for the County
shall incorporate, or cause to be incorporated, in such County
buildings or other County structures, protection from radio-
active faflout, for at least its normal anticipated occupancy,
which shall meet, or exceed, the minimum space and protection
criteria recommended by the Office of Civil Defense, United
States Department of Defense, unless exempted from such shelter
requirements in accordance with Section (2) of this resolution.
2. The Board of County Commissioners may exempt County buildings
or other County structures from the requirements of this
resolution where it finds that the addition of fallout pro-
tection will create, in the County building or other County
structure, an additional net cost in excess of three per cent
( 3% ) in the construction of such building, or that other
factors make it unnecessary or impracticable to incorporate
fallout protection in the design or construction of such
building structure.
3. It shall be the policy of the Board of County Commissioners of
Indian River County, Florida that fallout shelter protection
shall be incorporated into all County buildings or County
structures to the fullest extent practicable in order to
provide protection against the effects of radioactive fallout
for the greatest possible number of people in the event of
nuclear attack upon the United States, or an accidental
nuclear explosion: and
Be it further resolved that this Resolution shall take
effect March 18, 1970: and
Be it further resolved that a certified copy of this
Resolution be filed with the Indian River County, Florida,
Director of Civil Defense.

NON -FUNDED CSP AGREEMENT
BETWEEN
Indian River County
AND
THE FLORIDA STATE CIVIL DEFENSE AGENCY
Indian River Countv, Florida herewith agrees to participate in the National
COMMUNITY SHELTER PLAN Program and will support the preparation of thio plan
according to the provisions herein set forth.
a. The local government through its Civil Defense Agency will provide
County and City maps, population estimates, location of fallout
shelters and clerical assistance as required.
b. A local CSP Advisory Committee of not less than seven (7) nor more
than twenty (20) persons, will be appointed for the purpose of
representing the local government and to assist the Civil Defense
Director in formulating policies which will be used as a basis
for preparation of the Community Shelter Plan. This CSP Advisory
Committee will consist of the following:

C. The State Civil Defense Agency will provide guidance and assistance
through its Community Shelter Planning Office and Area Director,
including drafting and clerical assistance as required.
The CSP outline in the Federal Defense Guide, Part D, Chapter 3, Appendix
3, "Instruction for Preparing a Community Shelter Plan in Smaller Communities"
will be used as a guide..
