On Motion made by Commissioner Loy, seconded by Commissioner
Massey, the following Resolution was unanimously adopted:
RESOLUTION NO. 71-46
i
WHEREAS, ARTICLE VIII, Section 1, Constitution of the State of
Florida, provides that there shall be one County Commissioner in each
of the five County Commissioner's districts in each county, which districts
shall be numbered one to five, inclusive, and shall be as nearly as possible
equal in proportion to population, and requires that the Board of County
Commissioners in the respective counties shall from time to time fix
the boundaries of such districts; and,
WHEREAS, the increase and shift in population of Indian River County,
Florida, which have taken place since 1961 have caused certain of the
county commissioner's districts of said county to become larger in pro-
portion to population than other of the county commissioner's districts of
said county, by reason of which it is now necessary to fix the boundaries
of the county commissioner's districts in said county to the end that all
five districts shall be as nearly as possible equal in proportion to popula-
tion; and
WHEREAS, the members of this Board, who are present at this
meeting of this Board, have agreed unanimously on the fixing of boundaries
of the county commissioner's districts of Indian River County, Florida, as
is evidenced by this resolution, now, therefore,
BE IT RESOLVED, that the boundaries of the county commissioner's
districts of Indian River County, Florida, be and the same are hereby
fixed, effective immediately, as follows and with each of said districts
numbered as follows:

COUNTY COMMISSIONER'S DISTRICT NO. I
County Commissioner's District No. 1 shall consist of all that
portion of Indian River County lying North of the hereinafter described
East-West line, to wit;
Begin at the intersection of the shore line of the Atlantic
Ocean and the North line of Government Lot 3, Section 1, Township 32,
South, Range 39 East. 'Thence run West along the township line
dividing Township 31 South and Township 32 South to the center line of
the Navigation Channel of the Indian River. Thence Southeasterly along
the center line of the Navigation Channel of the Indian River to a line
represented by an eastern extension of the center line of North Gifford
Road. Thence West along said extension line and the center line of
North Gifford Road to the West Right of Way line of the Florida East
Coast Railroad. Thence Northwesterly along the West Right of Way
line of the Florida East Coast Railroad to a line represented by an
Eastward extention of the center line of Lindsey Road. Thence West
along said line and the center line of Lindsey Road to the center line of
43rd Avenue. Thence South along the center line of 43rd Avenue to
its intersection with the South boundary line of Tract 4, Section 27,
Township 32 South, Range 39 East. Thence East on the South line of
said Tract 4 to the Northeast corner of the Southeast 1/4 of the North-
west 1/4 of Section 27, Township 32 South, Range 39 East. Thence
South to the North boundary line of the City of Vero Beach. Thence
West following the boundary line of the City of Vero Beach to its
intersection with the center line of State Road 60. Thence West along
the center line of State Road 60 to its intersection with the South
boundary line of Township 32 South. Thence West along the South boundary
line of Township 32 South to the Southwestern corner of Township 32
South.

Begin at the intersection of the shoreline of the Atlantic Ocean
and the North line of Government Lot 3, Section 1, Township 32
South, Range 39 East. Thence West along the township line dividing
Township 31 South and 32 South to the center line of the Navigation
Channel of the Indian River. Thence Southeasterly along the center
line of the Navigation Channel of the Indian River to its intersection
with a line represented by an Eastward extension of North Gifford
Road. Thence West along said line and the center line of North
Gifford Road to the West right-of-way line of the Florida East
Coast Railroad. Thence Northwesterly along the West right-of-way
line of the Florida East Coast Railroad to a line represented by
an Eastward extension of the center line of Lindsey Road. Thence

line of the Florida East Coast Railroad. Thence Southeasterly along
the West right-of-way line of the Florida East Coast Railroad to
the center line of State Road 60. Thence West along the center line
of State Road 60 to the center line of 27th Avenue. Thence South along
the center line of 27th Avenue to the South boundary line of the City
of Vero Beach. Thence East along said city boundary line to its
intersection with the center line of the Navigation Channel of the Indian
River. Thence Northwesterly along the center line of the Navigation
Channel of the Indian River to its intersection with the North boundary
line of the City of Vero Beach. Thence East along said boundary line
to its intersection with the shoreline of the Atlantic Ocean. Thence
Northwesterly along the shoreline of the Atlantic Ocean to the point
of beginning.

13E IT FURTIIER RESOLVED that the Board of County Commissioners
of Indian River County heraby determines that the boundaries of the above
Districts, as herewith fixed, cause said Districts to be as nearly as
possible equal in proportion to population.
BE IT FURTHER RESOLVED that it is herewith recited and noted
that the boundary lines of Election Districts in Indian River County have
been fixed and designated whereby no Election District in said County shall
lie partly in one County Commissioner's District and partly in another.
BE IT FURTHER RESOLVED, that this Resolution, containing an
accurate description of the boundaries of such County Commissioner's
Districts, shall be entered upon the minutes of this Board; that a certified
copy of this Resolution shall be published once each week for four (4)
consecutive weeks in the Vero Beach Press Journal, a newspaper of
general circulation published in Indian River County, Florida; that the
Clerk to this Board shall forthwith furnish the Secretary of the State of
Florida with a certified copy of the minutes of this Board which shall
evidence this Resolution in full and the adoption thereof and which shall
contain the description of the boundaries of the existing County
Commissioners Districts as herewith fixed and in order that the Secretary
of State shall record a description of such boundaries in his office in a
book kept for that purpose.
