WHEREAS, tho Board of County Commissioners of Indian River County
have found and determined that the. Spoil Islands in the Indian River
Is'stuary are valuable natural resources of prosent and potential aesthetic
and recreational value which the County desires to preserve, protect and
continues to make accessible for the use of the residents and visitors of
the County, and
WHERF11S, the Board of County Commissioner.,; agrees to enter into a
lease agrecwm nt- with the F70rida Inland Navigation District (rIND).for
the use and control of Spoil Islands that FIND now owns, and
PIVEREAS, the Board of County Commissioner.- agrees to honor any
existing lease arrangr-sments already consummated by FIND for certain
specified Spoil Islands, and
WHEREAS, the Board of County Commissioners shall establish a
Marine Parc 'Luning District which will provide for a Spoil Island Ad-
visory Commission, and
WHEREAS, the Board of County Commissioners shall protect the Spoil
Islands thru a system of d.istinguishsblc signs and the implementation of
a plan to provide recreational facilities on the Spoil Islands so design-
ated for recreational use,
NOW, T112,W"PORE, BE IT RFSOLVr.D, by the Board of County Commissioners
of Indian Rivor County,, Florida, that this Board agrees to enter into a
lease agrec:n._nt with the Florida Inland Haviagntion District for the use
of. those Spoil Island!; now ownod by
