RESOLUTION NO. 87-15
® A RESOLUTION OF THE BOARD OF COUNTY
COMMISSIONERS OF INDIAN RIVER COUNTY,
FLORIDA, CREATING THE INDIAN RIVER
COUNTY MARINE ADVISORY BOARD AND
ESTABLISHING ITS COMPOSITION AND
RESPONSIBILITIES.
WHEREAS, Indian River County is greatly affected
by, dependent upon and served by the Indian River Lagoon;
and
WHEREAS, it is in the best interest of the
citizens of Indian River County to maintain, preserve and
enhance the natural beauty, water quality and usefulness of
the Indian River Lagoon as an irreplaceable natural
resource; and
WHEREAS, it is the desire of the Board of County
Commissioners of Indian River County to establish a Marine
Advisory Board to accomplish the above -stated objectives;
NOW, THEREFORE, BE IT RESOLVED by the Board of
County Commissioners of Indian River County, Florida:
1. The Indian River County Marine Advisory Board
is hereby established to consist of the following members
who will be appointed by the Board of County Commissioners:
a. A County Commissioner, who will serve as
Chairman of the Marine Advisory Board.
b. A representative of a local environmental
organization, such as, but not limited to, the Audubon
Society, the Sierra Club, or the Florida Defenders of the
Environment.
C. A representative of commercial fishermen,
preferably a person affiliated with a commercial fishing
organization.
d. A representative of recreational
fishermen, preferably a person affiliated with a
recreational fishing organization.

e. A representative of recreational boaters,
preferably a person affiliated with a recreational boating
organization.
2. The terms of the Marine Advisory Board members
shall be two years, and a member may serve no more than
three terms in succession. Members serve at the pleasure of
the Board of County Commissioners of Indian River County and
may be removed by a majority vote of the Board. Vacancies
in the Marine Advisory Board membership shall be filled by a
majority vote of the Board of County Commissioners of Indian
River County.
3. The Marine Advisory Board shall have advisory
powers only. The Marine Advisory Board shall prepare and
recommend policies and, where possible, specific plans
relating to:
1. Preservation and enhancement of
recreational uses in the Indian River Lagoon.
2. Protection and improvement of water
quality and marine habitat in the Indian River Lagoon.
3. Minimization of adverse impacts on the
Indian River Lagoon from all forms of pollution,
development, and over -fishing.
4. Utilization of the Indian River Lagoon and
Its renewable_ resources in ways proven not to degrade water
quality, marine habitat, recreational utility and natural
beauty.
The foregoing resolution was offered by

RESOLUTION NO. 87-16
WHEREAS, Governor Graham in October, 1982 established a
Hutchinson Island Resource Planning & Management Committee with
the objective of resolving existing and preventing future growth

related problems in the Hutchinson Island area; and
WHEREAS, the barrier island area of Indian River County, the
City of Vero Beach, the Town of Indian River Shores, and the Town
of Orchid was included in the study area for the Hutchinson

Island Resource Planning & Management Committee; and
WHEREAS, in November, 1983, the Governor and Cabinet approv-
ed the Hutchinson Island Resource Planning & Management Plan; and
WHEREAS, the Hutchinson Island Resource Planning & Manage-
ment Plan, as approved by the Governor and Cabinet, requires that
each local government having jurisdiction within the study area
prepare and submit to the State Department of Community Affairs
(DCA) a traffic impact study for its jurisdiction; and
WHEREAS, Indian River County and the municipalities in the
County joined together to prepare a countywide traffic impact
analysis in order to meet the requirements necessary for prepar-
ing a traffic impact fee ordinance and to meet the Hutchinson
Island Plan's requirements; and
WHEREAS, a Barrier Island Study, meeting the Hutchinson
Island Plan's requirement, has been prepared for the entire
barrier island area of Indian River County, has been submitted to
DCA, and has been approved by DCA;
NOW, THEREFORE, BE IT RESOLVED THAT
1. INDIAN RIVER COUNTY BOARD OF COUNTY COMMISSIONERS
approves the Indian River County Barrier Island Analy-
sis; and
2. INDIAN RIVER COUNTY BOARD OF COUNTY COMMISSIONERS
accepts responsibility for its proportional share of
those identified roadway improvements necessary to
accommodate new growth on the barrier island and agrees
to participate in the funding of the improvements

identified in the Barrier Island Analysis through the
use of traffic impact fee funds as well as gas tax
monies and other revenue funds, if necessary; and
3. INDIAN RIVER COUNTY BOARD OF COUNTY COMMISSIONERS
agrees that road and bridge improvements to serve the

i barrier island will be made consistent with the
timetable identified in the Barrier Island Analysis and
more specifically detailed in Indian River County's
transportation capital improvement program.
THIS RESOLUTION was moved for adoption by
Commissioner Bird , seconded by Commissioner
Eggert and adopted on the 3rd day of
February , 1987, by the following vote:

The Chairman thereupon declared the resolution
duly passed and adopted this 3rd day of February 1987.
