RESOLUTION NO. 88-14
A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS
OF INDIAN RIVER COUNTY, FLORIDA, TO THE FLORIDA
INLAND NAVIGATION DISTRICT REQUESTING GRANT
ASSISTANCE UNDER THE GRANT ASSISTANCE TO LOCAL
GOVERNMENTS PROGRAM FOR THE PELICAN ISLAND AUDUBON
SOCIETY ENVIRONMENTAL LEARNING CENTER.
WHEREAS, the Board of County Commissioners of Indian
River County, Florida (BOARD), is interested in carrying out
the Pelican Audubon Society Environmental Learning Center
project at a total estimated cost of $2,000,000 for the
enjoyment of the citizenry of Indian River County and the
State of Florida; and
WHEREAS, the Center will provide a hands-on
environmental education program facility consisting of two
classroom laboratories, exhibit room, meeting room, boats,
offices, library, trails, boardwalks, dock, boathouse, and
other features enabling County educators to teach
environmental sciences to County school students and through
adult education programs; and
WHEREAS, Florida Inland Navigation District (DISTRICT)
financial assistance is required for the program mentioned
above;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF INDIAN RIVER COUNTY, FLORIDA, that the
project described above be authorized.
BE IT FURTHER RESOLVED that the said BOARD makes
application to the Florida Inland Navigation District in the
amount of ).5_$ of the actual cost of the project in behalf
of said Environmental Learning Center.
AND, BE IT FURTHER RESOLVED by the BOARD that it
certifies to the following:
1. That it will accept the terms and conditions set
forth in the FIND Grants Guidelines and which will be a part
of the Project Agreement for any grant awarded under the
attached proposal.

2. That it is In complete accord with the attached
proposal, and that it will carry out the program in the
manner described in the proposal and any plans and
specifications attached hereto, unless prior approval for
any changes has been received from the DISTRICT.
3. That it has the ability and intention to finance
its share of the cost of the project, and that the project
will be operated and maintained at the expense of said
Pelican Audubon Society for public use.
4. That it will not discriminate against any person on
the basis of race, color, or national origin in the use of
any property or facility acquired or developed pursuant to
this project, and shall comply with the terms and intent of
the Title VI of the Civil Rights Act of 1964, P. L. 88-352
(1964) and design and construct all facilities to comply
fully with the statutes relating to accessibility by
handicapped persons as well as other federal, state, and
local laws, rules, and requirements.
5. That it will maintain adequate financial records on
the proposed project to substantiate claims for
reimbursement.
6. That it will make available to FIND, a post -audit
of expenses incurred on the project prior to, or in
conjunction with, a request for the final 10% of the funding
agreed to by FIND.
The foregoing resolution was offered by

I am pleased to inform you that the Indian River
County will be represented at your meeting of May 10
by one of the County Commissioners.
In an attached statement, (11 copies enclosed)
it is hoped that we deal adequately with your need
for a summation of the functions to be performed at _
the Center, and the related benefits to be derived
by the Florida Inland Navigation District.

P1•orida's inland waterways present FIND with many problems, not the
least of which is the environmental well being of this valuable
resource. Your concern is shared by the Pelican Island Audubon
Society, which has positioned itself to offer major assistance to
the District in meeting this responsibility.
We have long felt that the health of the lagoon and the environmental
future of Florida in general are dependent upon an enlightened
population. How much more effective the District's efforts would be
if.the public better understood what we are trying to teach.them.
To that end, an Environmental Learning Center is planned for fifty-
one acres on Wabasso Island along the intracoastal waterway.
The District's effort to increase public interest and understanding
of the inland waterway will be greatly enhanced by processing
annually Indian River County's ten thousand students through the
Center. In addition to public and private school participation, the
Center will provide for adult educational opportunities by three of
the District's finest supporters. The Department of Natural Resources
will maintain an on-site facility under the direction of Ms. Liberta
Poolt, Manager of the Aquatic Preserve, from which the waterway
program of that agency will be enlarged. The Marine Resources Council
will also establish an office with teaching capability. Ms. Diane
Barile,•Executive Director of MRC assures us that the waterway's
best interest, especially that section known as "the narrows", will
be better served. In addition, the Coast Guard Auxiliary, under the
direction of Cmdr. Jack Reeder, will be provided headquarters. Safe
use of the waterway will be taught on an ongoing basis.
In conclusion, it is our belief that the mutual investment in the
Learning Center by FIND and PIAS will create a facility of important
assistance to the District in meeting its responsibilities. In the
hope that you concur, we look forward to your consideration of our
application.
Pelican Island Audubon Society has surveyed the
community and found both the need and the support for
an environmental education program. The Society,
keenly aware of Indian River County's- unique ecosystem,
the myriad threats to it, and the need to educate
present and future citizens as guardians of our support
system, proposes to construct an Environmental Learning
Center.
It will be located on the 51 -acre southern half
of Wabasso Island, not far from Pelican Island National
Wildlife Refuge. The acreage has been leased from the
county at one dollar a year for 99 years.
The goal is to foster and enhance a sequential,
hands-on, interdisciplinary outdoor education program
to prepare students to be 'environmentally literate
adults; and to inculcate environmental awareness and
responsibility in our citizens. It is anticipated
that.we shall benefit the county's teachers and the
school population, plus the adult community.
To achieve our goal we shall engage the resources
of both public and private agencies that share our
interest in education, including but not limited to
FIND, FDNR, FG&FWFC, U.S. Dept. of the Interior,
Florida Audubon Society, U.S. Coast Guard Auxiliary,
Marine Resources Council, and the public and private
schools.of Indian River County.

The referenced site plan application was approved by the Planning
and Zoning Commission at their regular meeting of July 9, 1987,
with the following condition:
1. A cut and fill waiver must be granted by the Board of County
Commissioners and a type "B" stormwater management permit be
issued by the Public Works department prior to the release of
the approved site plan.

2. The Director of Public Works shall review and approve con-
struction drawings for the proposed paving and drainage
system.
3. The approved site plan provides for connection to a public
utility system, construction plans shall be reviewed and
approved by the Utility Department, and all impact and
connection fees must be paid.

Once the preceding requirements have been adequately satisfied the
applicant shall provide, in writing, the intent to begin construc-
tion and furnish a proposed construction schedule to the Planning
and Development Division. Any Traffic Impact Fees shall be paid
when building permit(s) are pulled.
Please be advised that site plan approval shall terminate and
become null and void without notice if construction has not
commenced within 12 months from the date of approval. Site .plan
approval may be extended one time only for good cause by the Board
of County Commissioners for a period not to exceed 12 months.
Construction shall be considered abandoned and site plan approval
shall be terminated if a good faith effort to proceed with the
completion of the project has not occurred for a continuous period
of 6 months.
The Code Enforcement Department shall conduct periodic inspections
to ensure the project is completed in accordance with the approved
site plan.
