BROWN 22-0767 Budget Ad 2022-2023 Attachments: Budget Ad 22-0768 Total Proposed Budget and Millage Rates Attachments: Proposed budget and millage rates County Administrator Jason Brown utilized a PowerPoint presentation to announce that the fiscal year (FY) 2022/23 proposed budget for the County was $451,964,531, a decrease of $90,319,319 from the current FY year budget as of March 31, 2022. He provided an overview of the major impacts to the budget for FY 2022/23, which featured regard for public safety, inflation, and population growth. Highlights of this fiscal year's budget included a tax roll increase of 13.5% countywide and 14.4% in the unincorporated area, a $7.25 million increase for Sheriff's funding (a reduction from the initial request of a $10.9 million increase), and continued funding of School Resource Officers at a 50/50 split with the School District. Administrator Brown detailed other impacts to the budget: a $2.3 million increase to the retirement rate; $9.7 million for deferred maintenance, capital and renewal & replacement; additional full-time positions added to the County's and Constitutional Officers' rosters; and cost increases for goods and services. 5. Ad Valorem Millage and Ad Valorem Budget General Fund 22-0769 Proposed millage is 3.5475 and is 11.03% above rolled back rate of 3.1950. The proposed budget is $118,399,287. M.S.T.U. Attachments: RESOLUTIONS - GENERAL FUND Management and Budget Director Kristin Daniels announced the proposed millage rate for the General Fund. Chairman O'Bryan opened the public hearing. There being no speakers, the Chairman closed the hearing. There were no proposed amendments to the budget. A motion was made by Commissioner Flescher, seconded by Commissioner Adams, to approve Resolution 2022-057, establishing the tax millage rate to be levied upon all real and personal taxable property in Indian River County, Florida, for fiscal year 2022-2023 for the General Fund. The motion carried by the following vote: Aye: 5- Chairman O'Bryan, Vice Chairman Earman, Commissioner Adams, Commissioner Flescher, and Commissioner Moss A motion was made by Commissioner Moss, seconded by Commissioner Adams, to approve Resolution 2022-058, amending the County Budget Officer's estimates of receipts other than taxes and of balances to be brought forward for fiscal year 2022-2023 and adopting a final budget for the General Fund. The motion carried by the following vote: Aye: 5- Chairman O'Bryan, Vice Chairman Earman, Commissioner Adams, Commissioner Flescher, and Commissioner Moss 22-0771 Proposed millage is 1.1506 and is 1 1.10% above rolled back rate of 1.0356. A motion was made by Commissioner Flescher, seconded by Commissioner Adams, to approve Resolution 2022-059, establishing the tax millage rate to be levied upon all real and personal taxable property in Indian River County, Florida, for fiscal year 2022-2023 for the Indian River County General Purpose Municipal Service Taxing Unit. The motion carried by the following vote: Aye: 5- Chairman O'Bryan, Vice Chairman Earman, Commissioner Adams, Commissioner Flescher. and Commissioner Moss A motion was made by Vice Chairman Earman, seconded by Commissioner Adams, to approve Resolution 2022-060, amending the County Budget Officer's estimates of receipts other than taxes and of balances to be brought forward for fiscal year 2022-2023 and adopting a final budget for the Indian River County General Purpose Municipal Service Taxing Unit. The motion carried by the following vote: Aye: 5- Chairman O'Bryan, Vice Chairman Earman, Commissioner Adams, Commissioner Flescher, and Commissioner Moss Transportation Fund (No Millage) 22-0772 Proposed budget is $21,522,509. Attachments: RESOLUTIONS -TRANSPORTATION FUND Management and Budget Director Kristin Daniels announced the proposed Transportation Fund Budget. Chairman O'Bryan opened the public hearing. There being no speakers, the Chairman closed the hearing. There were no proposed amendments to the budget. A motion was made by Commissioner Flescher, seconded by Commissioner Moss, to approve Resolution 2022-061, amending the County Budget Officer's estimates of receipts other than taxes and of balances to be brought forward for fiscal year 2022-2023 and adopting a final budget for the Transportation Fund. The motion carried by the following vote: Aye: 5- Chairman O'Bryan, Vice Chairman Earman, Commissioner Adams, Commissioner Flescher, and Commissioner Moss Emergency Services District 22-0773 Proposed millage is 2.3531 and is 10.90% above rolled back rate of 2.1218. A motion was made by Vice Chairman Earman, seconded by Commissioner Adams, to approve Resolution 2022-062, establishing the tax millage rate to be levied upon all real and personal taxable property in Indian River County, Florida, for fiscal year 2022-2023 for the Indian River County Emergency Services District. The motion carried by the following vote: Aye: 5- Chairman O'Bryan, Vice Chairman Earman, Commissioner Adams, Commissioner Flescher. and Commissioner Moss A motion was made by Commissioner Flescher, seconded by Commissioner Adams, to approve Resolution 2022-063, amending the County Budget Officer's estimates of receipts other than taxes and of balances to be brought forward for fiscal year 2022-2023 and adopting a final budget for the Emergency Services District. INDIAN RIVER COUNTY BOARD OF COUNTY COMMISSIONERS SITTING AS SOLID WASTE DISPOSAL DISTRICT BOARD The Board of County Commissioners reconvened as the Board of Commissioners of the Solid Waste Disposal District. The minutes will be approved at an upcoming Solid Waste Disposal District meeting. A motion was made by Commissioner Adams, seconded by Commissioner Flescher, to approve Resolution 2022-064, establishing the assessment rate to be levied upon all real taxable property in Indian River County, Florida, for fiscal year 2022-2023 for the Solid Waste Disposal District. A motion was made by Vice Chairman Earman, seconded by Commissioner Flescher, to approve resolution 2022-066, establishing the assessment rates to be levied upon certain real property in Indian River County for fiscal year 2022-2023 for all the non -ad valorem assessments.
