Victor Hart Sr. Complex Restroom and Concession Facility
This Work Order Number 3 is entered into as of this 1 / day of-Tant4y-rq 3
pursuant to that certain Continuing Contract Agreement, dated April 17, 2018, renewed"and amended
as of May 18, 2021 (collectively referred to as the "Agreement"), by and between INDIAN RIVER
COUNTY, a political subdivision of the State of Florida ("COUNTY") and Masteller & Moler, Inc.
("Consultant").
The COUNTY has selected the Consultant to perform the professional services set forth on
Exhibit A (Scope of Work), attached to this Work Order and made part hereof by this reference. The
professional services will be performed by the Consultant for the fee schedule set forth in Exhibit B
(Fee Schedule), attached to this Work Order and made a part hereof by this reference. The Consultant
will perform the professional services within the timeframe more particularly set forth in Exhibit C
(Time Schedule), attached to this Work Order and made a part hereof by this reference all in
accordance with the terms and provisions set forth in the Agreement. Pursuant to paragraph 1.4 of
the Agreement, nothing contained in any Work Order shall conflict with the terms of the Agreement
and the terms of the Agreement shall be deemed to be incorporated in each individual Work Order as
if fully set forth herein.
IN WITNESS WHEREOF, the parties hereto have executed this Work Order as of the date first
written above.

Masteller & Moler, Inc. is pleased to present you with Work Order Number 3 which provides
Professional Engineering Services for performance of conceptual site planning services for the
replacement of the existing restroom building and associated new wastewater facilities to be
located east of the football field at Victor Hart Park.
Project Description:
The Indian River County Parks and Conservation Services Department (IRCPCSD) plans to replace the
existing restroom building and septic system serving the football field and playground area located
at the southeast corner of Victor Hart Park. The existing restroom building and septic system will
need to remain active during construction of the new facilities, and the project will be phased such
that the existing restroom building and septic system are demolished and removed following
construction of the new restroom and concession building. The new facilities are intended to serve
park visitors at the football field and playground area. Said project requires the design of a lift
station, force main system, and connection to the existing Indian River County Department of Utility
Services (IRCDUS) force main network and potable water main network, as well as a site, paving,
and grading plan to support Administrative Approval for the new building.
The existing building is served by a septic system including septic tank and drain field. The baseball
fields located to the east are served by private, canned lift stations. It is understood that an existing
underground force main system conveys flows from the baseball field lift stations east to the existing
IRCDUS force main network along 43rd Avenue.
In order to confirm the County will support the design of the Project, Masteller & Moler, Inc.
proposes to perform the following scope of services:
Scope of Work:
Task A — Concept Planning: Masteller & Moler, Inc. shall prepare a Conceptual Site Plan (CSP) for
the proposed new restroom building & wastewater facilities to serve the existing football field and
playground area. It is our understanding that County will provide building footprints/ elevation
views for our use in depicting the proposed restroom building replacement as well as the CAD file(s)
for the As -Built Plan of the Parking Lot & Drainage Improvement Plans which were completed in
2018.
Specifically, we shall develop a CSP that includes the layout of the new restroom building and
wastewater facilities and the demolition of the existing building and removal of the existing septic
system with necessary modifications to the existing improvements within the project limits to
support the new facilities.
Consultant shall provide County with copies of the initial planning effort and make reasonable
revisions based on County's comments.

Following County acceptance of the CSP, we shall make an application for scheduling a Pre -
Application Conference with Indian River County. We shall attend the Pre -Application Conference
on your behalf to obtain the Draft comments pertaining to the project. Upon receipt of the formal
Pre -Application letter, we shall review its contents and advise you of specific issues of significant
concern.
Fee Schedule:
TaskA—Concept Planning $ 2,500.00
Task B — Pre -Application Conference $ 800.00
Time Schedule:
1. Work Order Number 3 shall be completed as follows:
A. Conceptual Planning & Pre -Application Request Submittal 10 Working Days
2. Deliverables —the ENGINEER shall provide the COUNTY:
A. Conceptual Site Plan (digital copy, hard copies available upon request)
