SMITH, of the Nineteenth 3Z Judicial Circuit, advised the Governor of the State of Florida of )his intention to retire, effective December 31, 1977; and WHEREAS, JUDGE D. C. SMITH has been a resident of the Indian River County area almost his entire life, and has been a practicing D attorney in our area since graduation from Florida School of Law in ,1929 and admission to the Florida Bar in that same year; and WHEREAS, JUDGE D. C. SMITH, Prior to being a Circuit Court Jurist practiced law in Fort Pierce, Florida from 1931 to 1950, 'representing the County Commission for St. Lucie County, the Fort ,Pierce Port Authority and Fort Pierce Farms Drainage District. In 1950, JUDGE SMITH moved to Vero Beach and served two terms as � ,Prosecuting Attorney for our area prior to ascending to the Bench; and WHEREAS, in 1957, Governor Leroy Collins appointed D. C. SMITII PCircu.it Judge for the then Ninth .judicial Circuit, and thereafter, JUDGE SMITH has presided with great distinction for twenty years, serving the Nineteenth Judicial Circuit, which includes Indian N, River, Martin, St. Lucie and Okeechobee Counties; and J WHEREAS, JUDGE, D. C. SMITH has served distinUuishly as Chief � Judge of the Nineteenth Judicial Circuit, and, among his other 'responsibilities he implemented the orderly consolidation of our Court Systems as mandated by Article V of the Florida Cons>titution;r­ and WHEREAS, during the many years of service to the Nineteenth c Judicial Circuit, JUDGE D. C. SMITH handled his responsibilities wit � , dignity and fairness, rendering scholarly decisions on difficult an sometimes emotionally charged litigation; and WHEREAS, through JUDGE D. C. SMITH'S leadership, both on the C_1-' Bench and through service to his community, Indian River County and its citizens have benefited from D. C. SMITH'S contribution to our society; NOW, THEREFOTIE, BE IT RESOLVED RY THE BOARD OF COUNTY ,COIhiMISSTONERS OF INDIAN RIVER COUNTY, That the hoard, on behalf of itself and all the citizens of Indian River Cou,,ty, hereby expresses 'its warm appreciation to Circuit Judge: D. c.
