HomeMy WebLinkAbout1982-1284 ,0 RESOLUTION NO. 82- 128 A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF INDIAN RIVER COUNTY, FLORIDA, CONFIRMING INDIAN RIVER COUNTY'S DESIRE TO PARTICIPATE IN THE STATE OF FLORIDA, DEPARTMENT OF NATURAL RESOURCES' "SAVE OUR COAST" PROGRAM. WHEREAS, Indian River County has recognized the need to acquire and preserve for recreational purposes beachfront land on the Atlantic Ocean, ana WHEREAS, Indian River County called for a referendum of qualified voters of Indian River County on the question of whether to issue up to $5,000,000 in general obligation bonds to be used for the purchase of beachfront property on the Atlantic Ocean, and WHEREAS, the voters of Indian River County approved the issuance of the bonds and the County Commission subsequently adopted a bond resolution authorizing the bonds, and WHEREAS, Indian River County now desires to participate in the State of Florida "Save Our Coast" Program to maximize the resources of the County and the State in a cooperative effort, and WHEREAS, the proceeds of the County bond issue may be used to match state funds for the purchase of beachfront property on the Atlantic Ocean under the "Save Our Coast" Program, and WHEREAS, Indian River County intends to file for validation of the bonds within the next week making the funds available within eighty (80) days, and WHEREAS, Indian River County intends to use the proceeds to purchase beachfront property and use other funds when available to develop the areas purchased for outdoor recreation and to continuously budget sufficient funds to maintain and operate the sites as developed, and WHEREAS, Indian River County intends to develop the areas acquired in stages with initial recreational activities to commence as soon as possible after acquisition, and WHEREAS, all properties acquired under the "Save Our Coa3t" and Beach frond Program will be devoted to recreational purposes in perpetuity. -1- NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF INDIAN RIVER COUNTY, FLORIDA, that: 1. The foregoing recitals are confirmed. 2. The County Administrator is directed to commence the process of reviewing available beachfront properties for possible acquisition and once prioritized to conduct surveys, including the location of the mean high water line, ten-year title searches, history of past property tax assessments and further seek direction of the County Commission prior to conducting negotiations with the respective property owners. 3. The Secretary to the County Commission shall forward a copy of this resolution to Ney C. Landrum, Director of the Division of Recreation and Parks, Department of Natural Resources. 4. The Governor of the State of Florida and Cabinet and the Director of the Division of Recrea`ion and Parks are requested to favorably consider Indian. River County for inclusion in currently available funds under the "Save Our Coast" Program. The foregoing resolution was offered by Commissioner Wodtke who moved its adoption. The motion was seconded by Commissioner Lyons and, upon being put to a vote, the vote was as follows: Chairman Don C. Scurlock, Jr. Aye Vice -Chairman A. Grover Fletcher Aye Commissioner Patrick B.
