A RESOLUTION OF THE BOARD OF COUNTY
COMMSSIONERS OF INDIAN RIVER COUNTY, FLORIDA,
AUTHORIZING FUNDING FOR THE FLORIDA
DEPARTMENT OF STATE, DIVISION OF HISTORICAL
RESOURCES SMALL MATCHING GRANT FOR THE
GIFFORD PARKS "TOUR THROUGH TIME"; AND
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the Indian River County Board of County Commissioners has submitted a
grant application to provide educational information for various parks in the Gifford Community,
and within the Jackie Robinson Training Complex ("Project") for the enjoyment of the citizenry
of the County and the State of Florida; and
WHEREAS, the Project will provide educational signage, project brochures, and an
educational video describing the history of the Project through time; and
WHEREAS, the Project is estimated to cost $22,500.00; and
WHEREAS, Florida Department of State, Division of Historical Resources (DHR)
financial assistance is required for the project mentioned above; and
WHERAS, Indian River County Board of County Commissioners has allocated
$11,250.00 to meet the required 50% match for the project,
NOW, THEREFORE, BE IT RESOLVED AND CERTIFIED BY THE BOARD OF
COUNTY COMMISSIONERS OF INDIAN RIVER COUNTY, FLORIDA:
Section 1. That it will accept the terms and conditions set forth in Chapter 1A-39, F.A.0
and Section 267.0617, F.S. and which will be a part of the Project Agreement for any assistance
awarded under the attached proposal.
Section 2. That it is in complete accord with the attached proposal and that it will carry out
the Project in the manner described in the proposal and any plans and specifications attached
thereto unless prior approval for any change has been received from the State.
Section 3. That it has the ability and intention to finance its share of the cost of the Project
and that the Project will be operated and maintained at the expense of said Indian River County
Board of County Commissioners for public use.
Section 4. That it will not discriminate against any person on the basis of race, color or
national origin in the use of any property or facility acquired or developed pursuant to this proposal,
and shall comply with the terms and intent of the Title VI of the Civil Rights Act of 1964, P. L.
88352 (1964) and design and construct all facilities to comply fully with statutes relating to
accessibility by persons with disabilities as well as other federal, state and local laws, rules and
requirements.
Section 5. That it will maintain adequate financial records on the Project to substantiate
claims for reimbursement.
Section 6. That it will make available to the DHR if requested, a post -audit of expenses
incurred on the Project prior to, or in conjunction with, request for the final 10% of the funding
agreed to by the DHR.
Section 7. This resolution shall become effective immediately upon adoption.

OPlanning Project
Planning projects necessary to guide the long term preservation of historic resources or a historic district, including preparation of
historic structures reports, condition assessments, architectural drawings and construction documents, predictive modeling,
preparation of preservation or management plans, and design or preservation guidelines. Planning activities on historic Religious
Properties shall be limited to building exterior envelope and structural elements of the building, excluding accessibility upgrades.

Projects that prepare a nomination to the National Register of Historic Places for an individual Historic Property or a nomination for a

Projects aimed at increasing public understanding and awareness of the history of Florida and the importance of its historical and
archaeological resources and their preservation, either in general or for specific sites, properties or collections. This may include
proposals such as walking tours brochures, education material for school children, interpretive signage, videos illustrating historic
preservation principles, small educational exhibits, preservation of historical records through digitization and educational apps

The 5 sites included are: (1) MILK Park, with the Macedonia Church & a landmark sign. The Church is part of the Statewide African
American History Trail. MLK Park is in the heart of Gifford. (2) Victor Hart Park - is a large park with many public facilities (3) Hosie
Schumann Park, recognized in Gifford history landmark marker (4) Gifford Dock, one of the first docks in the County, and (5) the
Jackie Robinson Training Complex, a MLB facility with training programs, including youth sports. Dodgertown is part of the U.S.
Civil Rights Trail.
All sites are located in urban areas & and are accessible to schools, residents and visitors.

2.1. Explain the historic significance for the property, site, information or resource(s) that is the subject of the
proposed project - (Maximum characters 1500.)
Gifford was settled as part of the 1862 Federal Homestead Act. The name "Gifford" was from Henry Gifford (a white settler),
who refused to let Flagler establish a station on his property. Flagler put the station in the nearby black community and called
it "Gifford." The Gifford Dock was constructed in the late 1800's to transport goods from Gifford to awaiting boats. Public
education was not available in Gifford until the early 1900's, when the Gifford School (now Hosie Schumann Park) was
constructed. In 1952, a new high school (currently the site of Gifford Middle) was built. With the construction of the railroad,
Sebastian's the Macedonia Church (c. 1908) became a gathering spot for members from Titusville to Stuart. The church was
relocated to MLK Park (adjacent to Gifford Middle School). The Church has been converted to a historical museum, and is part
of the Statewide African American History Trail. Nearby Victor Hart Park is a hub for community events and youth recreation.
The Jackie Robinson Training Complex in Vero Beach, part of "Dodgertown," was where Spring training occurred. Many youth
programs take place at this facility. Prior to civil rights, black players were not able to stay at Dodgertown; many stayed in
Gifford with friends. The presence of Jackie Robinson at Dodgertown is part of a legacy that the Indian River County Historical
Society plans to develop as a "baseball and civil rights" theme. Locations that are the focus of this grant are: (1) MLK Park; (2)
Victor Hart Park; (3) the Gifford Dock; (4) Hosie Schumann Park; and (5) the Jackie Robinson Training Complex. The historic
significance of the grant is to link the history of each of these sites (through time) as an educational experience benefitting the
Gifford community, as well as residents and visitors to Indian River County.

2. Scope of Work - (Maximum characters 5000.) *
In the space provided below, briefly describe the scope of work for the project for which funding is requested. List the work items that
will be completed during the grant period using the funds requested and the required match.
The goal for this project is to create an experience showcasing the past, present, and future of the Gifford Community. There is a
wealth of information about the history of Gifford. The challenge and objective of this grant is to create signage and other
materials that capture this history, while at the same time bringing the story of the community through time to present bright
concepts for future community planning. This project is geared towards reaching youth, and through this outreach fostering
pride, stewardship and an appreciation of community.
Each of the five locations included in this grant provide a different story about the history of Gifford. Working with community
leaders, the Indian River County Historical Society, and other available resources, the County plans to create signage, video, and
brochures that will present the historic information, and will create linkage between the various locations. Photos of the sites, as
well as a map depicting their location relative to each other, have been included with this application.
The largest array of signage is planned for MLK Park. The interior of the Park has a small trail (photo included). The "Tour
Through Time" will be showcased along this trail. A series of signs will be produced based on a pivotal events, community
leadership, and other milestones that present the story of the Gifford Community, from inception to the present. These signs will
have both narrative and photography designed to engage readers with interesting and informative facts and events. MLK Park
includes the Macedonia Church and the nearby Gifford Sundial Marker adjacent to the Gifford Middle School. Signage along the
MLK Trail will showcase these, and other important historical sites in Gifford.
Victor Hart Park is located to the northwest of MLK Park. The Gifford Youth Achievement Center, and other community
recreational facilities are located within this Park. This grant will provide for the creation of additional signage within the park
highlighting community leaders and the heritage of Gifford. There are three baseball fields within Victor Hart Park. Signage in
proximity to these fields will link the history of Gifford and Dodgertown, which is part of the U.S. Civil Rights Trail.
Signage planned for the Jackie Robinson Training Complex will link the history of a time when players could not be housed there,
and were forced to stay with friends or family in nearby Gifford. As there are many youth programs conducted annually at this
Complex, it is one of the goals of this grant to expand the story of Dodgertown and Jackie Robinson with signage including the
story of Gifford.
This grant has included linking the Gifford Dock and Hosie Schumann Park as part of the Tour Through Time. Signage will be
designed to tell the story of these two sites, and their impact on the Gifford Community, both past and present.
Similar to the signs created for the DHR funded Jungle Trail grant in 2018, this grant will include a sign at each site that shows the
location of the five sites, and links their history. The Jungle Trail signage has received much positive response from the
community, mostly relaying that they "were not aware of all of the sites listed, and the history of those sites." We expect a similar
positive public response for this Gifford signs that will link each of the five sites. A copy of the Jungle Trail signage has been
included with this application, for reference.
The grant also will include production of brochures, providing the public a "take away" element to share with others, especially
targeted as a resource for teachers in the area to incorporate into their lesson plans. A video will be prepared that showcases the
knowledge and experiences of community leaders, our County historian, and other notable people. A copy of the video will be
provided to the Gifford Youth Achievement Center, to the local schools, and to the Historical Society for use in their
programming. The video will be available through a link on the County's website, and as a QR code on prepared signage.
All work will be completed within the grant period using the funds requested and the required match.

Videos will be provided to the School District, the Historical Society, and the Gifford Youth Achievement Center. Video will be
available on the County website, and as a QR code on grant signage. Video will play at the County Administration Building
periodically, with other videos that run when Commission meetings are not taking place. Brochures will be provided at the 5
signs linking the sites; at the County Administration Building; at the Chamber of Commerce; and to the Gifford Youth
Achievement Center.

Discuss the need for the proposed project or activity, as it relates to the preservation of the history of Florida and/or its historical and
archaeological resources, including any immediate threats to the historical property/ies, historic resources or materials,
archaeological sites or historical information that is the subject of the proposed project. Documentation material, such as newspaper
articles, are to be uploaded in the Support Materials section of this application.
The story of the Gifford Community in Indian River County dates back to the mid 1800's, when settlement by travelers began. As
told by County Historian Ruth Stanbridge, "William Brown, a black farmer, and this family with several others including the Espy,
Geoffrey, and Gray, live in the area they would call Brownville in the late 1890s to take up homesteads. Joining many of these
settlers where black laborers draw to the work generated by the building of the new Florida East Coast Railroad. By 1894 when
the railroad had been completed through the area and south to Ft. Pierce, the name of Brownville could not be used for a railroad
stop and Gifford became the official name. By the 1900, Gifford had not only a railroad stop but a post office and a growing
African-American community had emerged from the Indian River across the railroad to the western slope of the Atlantic Coast
Ridge."
There has been effort over the past few decades to record and present the history of Gifford. The Historical Society has arranged
for several historic landmark markers that provide information about the significance of specific areas of Gifford. There is a need
to tie together many of these historic elements through current media, including signage, video, and brochures so that a greater
sense of this history can be expanded upon in our County. The Gifford Community is working to develop an expanded museum -
currently there is a museum in the Macedonia Church. The County plans to work with the Community to provide the materials in
this grant to supplement their community-based efforts to memorialize and honor this history, with the goal of providing
historical education and inspiration to the younger generation.

1.1. What is the estimated or anticipated Annual Visitation for the project property or site?
For education products, please list the estimated annual distribution, downloads, or web hits.
County parks are visited by residents and tourists annually, visitation estimates vary by site. Victor Hart Park is frequented by
gatherings and sporting events throughout the year, and is a site for many after school programs. MILK Park and the Training
Complex also have frequent events, visitation can be several hundred people per event. Hosie Schumann Park is visited daily by
10-25 people for recreation and picnicking. The Gifford Dock is used daily by an estimated 10-20 boats.

Explain the direct economic impact this project will have on the surrounding community. Include any information regarding number of

Indian River County generates millions of dollars annually from tourist tax revenues. In addition to beaches and other popular
destinations in our area, many of our tourists are interested in learning about cultural resources in our County. The link between
tourism and awareness of the African American Trail will be fostered by the materials within this grant. increased visitation to the
parks and facilities that are part of this grant will bring increased tourism monies into the Gifford Community.
3. Benefit to Underrepresented Communities - (Maximum characters 1500.) *
Describe any direct benefit the project will have on underrepresented communities, such as minority groups and/or people with
disabilities. If project includes media content, describe accessibility methods to be used (e.g. voice over, closed captioning, etc.)
Gifford was one of the Governor's "Front Porch Communities." This designation allowed for tax credits and funding
considerations to communities that were known to have high levels of poverty, unemployment, crime and illiteracy. The benefit of
this grant to the community of Gifford is to continue their grass-roots efforts to expand the awareness of the history of Gifford,
and its importance to the foundation of Indian River County. The grant will facilitate describing the experiences of community
leaders to younger generations, which will promote a sense of community engagement and a desire to plan for the future, by way
of knowledge of the past. Including the signage and other materials into the parks, and hopefully into the County schools, will
foster a greater understanding of the difficult path that the residents of Gifford have endured through time. It is one of the goals of
the grant to use this history as a mechanism to develop positive future perspectives for community youth. In addition, people
with disabilities will be served by this grant via the production of brochures and video - these media can be enjoyed even if there
is no opportunity to visit the various park sites.
a. Educational Benefits and Public Awareness - (Maximum characters 1500.) *
Explain how the proposed project will educate the public on issues related to historic preservation, Florida history, and/or heritage
preservation.
Each of the five sites presented in this grant application have high visibility within Indian River County. By using a combination of
wayside signage, brochures and video production, it is anticipated that the history of Gifford, as well as present and future
planning, will be made available to all demographics residing and visiting Indian River County. As each of these sites has a
storied history, the value of historic preservation will be passed along to those enjoying the various media. One of the support
letters provided for this grant was from the County School District. Their letter describes that this grant will provide "valuable
insight for our students into the Gifford Community's journey to where we find ourselves today." Changing perspectives most
often arise from education and experience. Reaching out to our community youth through this grant will be the foundation for this
increased awareness of the history of Gifford, and the value of historic preservation.
