Re: proposal for Response to SJRWMD RFI for
Consumptive Use Permit Application
Dear Mr. Doyle:
Missimer International is pleased to provide you with the following scope of work and
coast proposal for the response to the SJRWMD's request for additional information
(RFI) dated January 27, 1999. Missimer International will address items 1 and 4 of
the response and prepare the final submittal to the SJRWMD. Items 2, 3, 5, 6, 7, and
8 should be answered by Indian River County Utilities (IRC) as they request specific
information about utility department operations and plans. Missimer International's
scope of work will consist of the following tasks:
Task 1: Recalculation of population and water demand projections (RFI - item 1)
and preparation of submittal to the SJRWMD. The population projections
will be based on the Bureau of Economic and Business Research
(BEBR) data.
Task 2: Impact modelling (RFI - item 4) (it necessary)
The main permitting concern of the SJRWMD is that withdrawals from
the South R.O. Plant would cause water levels (heads) in the Floridan
Aquifer in St. Lucie County to drop below land surface, which would be
an unacceptable impact. We propose to use the results of the recent
SJRWMD model prepared by David Toth to demonstrate no adverse
impacts at 10 years. If the existing model results prove to be
satisfactory, our efforts for this item would be covered under the costs for
Task 1. However, if the results of David Toth's model are unacceptable ,
then it would likely be necessary for Missimer International conduct our
own impact modelling.

All work will be billed on a "time and materials basis" not to exceed to above costs for
each task without prior written authorization from Indian River County Utilities.

Payment terms are net 30 days. In the event it becomes necessary to retain attorneys
to collect any amounts owed under this contract, then Missimer International, Inc., shall
be entitled to all costs plus a reasonable attorney's fee. This proposal constitutes a legal
contract under the laws of the State of Florida. The undersigned parties have reviewed
this document and agree to the scope of services to be provided and all terms of the
contract.
