TITKAINCH, JR. 23-0873 Budget Ad Attachments: Budget Ad 23-0874 Proposed budget and Millage Rates Attachments: Proposed Bud -et and Millage Rates County Administrator John Titkanich stated that staff was notified by the Department of Revenue prior to the Preliminary Budget Hearing that the County would not be able to impose or levy the additional one cent to the Tourist Development Tax due to a recent legislation change that became effective July 1, 2023. He stated the County would be required to hold a Referendum during a General Election on the increase. He noted staff would bring back an Ordinance on the reallocation of the tourist tax to the Jackie Robinson Training Complex and beach renourishment. County Administrator Titkanich announced the total proposed budget for Fiscal Year (FY) 2023/2024 was $506,901,540. He utilized a PowerPoint presentation to highlight the major impacts to the proposed budget: a tax roll increase of 13.8% countywide and 14.3% in the unincorporated areas; an agreed -to Sheriffs Office funding increase of $5.9 million; continued funding of Indian River County Florida Page 1 Board of County Commissioners Meeting Minutes - Final September 20, 2023 School Resource Officers at a 50% split with the School District; a mandatory retirement rate increase (including Constitutional Officers); deferred maintenance, capital, and renewal and replacement expenses; and a total increase of 33.78 in full-time positions. He concluded with the adjustment to the current year's Sebastian Community Redevelopment Area payment that affects the General Fund and Aggregate's rolled -back rate. 5. AD VALOREM FUNDS A. Ad Valorem Millage and Ad Valorem Budget General Fund 23-0822 Proposed millage is 3.5475 and is 10.78% above rolled back rate of 3.2022. The proposed budget is $132,409,629. Attachments: General Fund County Administrator John Titkanich announced the proposed millage rate for the General Fund. Chairman Farman opened the public hearing. There being no speakers, the Chairman closed the hearing. There were no proposed amendments to the budget. A motion was made by Commissioner Flescher, seconded by Vice Chairman Adams, to approve Resolution 2023-052, establishing the tax millage rate to be levied upon all real and personal taxable property in Indian River County, Florida, for Fiscal Year 2023-2024 for the General Fund. The motion carried by the following vote: Aye: 5 - Chairman Earman, Vice Chairman Adams, Commissioner Flescher, Commissioner Loar, and Commissioner Moss A motion was made by Commissioner Flescher, seconded by Commissioner Moss, to approve Resolution 2023-053, amending the County Budget Officer's estimates of receipts other than taxes and of balances to be brought forward for Fiscal Year 2023-2024 and adopting a final budget for the General Fund. The proposed budget is $49,903,560. Attachments: MSTU County Administrator John Titkanich announced the proposed millage rate for the Municipal Service Taxing Unit (MSTU). Chairman Earman opened the public hearing. There being no speakers, the Chairman closed the hearing. There were no proposed amendments to the budget. A motion was made by Commissioner Flescher, seconded by Commissioner Loar, to approve Resolution 2023-054, establishing the tax millage rate to be levied upon all real and personal taxable property in Indian River County, Florida, for Fiscal Year 2023-2024 for the Indian River County General Purpose Municipal Service Taxing Unit. The motion carried by the following vote: Aye: 5 - Chairman Earman, Vice Chairman Adams, Commissioner Flescher, Commissioner Loar, and Commissioner Moss A motion was made by Commissioner Flescher, seconded by Chairman Earman, to approve Resolution 2023-055, amending the County Budget Officer's estimates of receipts other than taxes and of balances to be brought forward for Fiscal Year 2023-2024 and adopting a final budget for the Indian River County General Purpose Municipal Service Taxing Unit. The motion carried by the following vote: Aye: 5 - Chairman Earman, Vice Chairman Adams, Commissioner Flescher, Commissioner Loar, and Commissioner Moss Transportation Fund 23-0824 Proposed budget is $23,238,226 Attachments: Transportation County Administrator John Titkanich announced the proposed Transportation Fund Budget. A motion was made by Commissioner Moss, seconded by Commissioner Flescher, to approve Resolution 2023-056, amending the County Budget Officer's estimates of receipts other than taxes and of balances to be brought forward for Fiscal Year 2023-2024 and adopting a final budget for the Transportation Fund. The motion carried by the following vote: Aye: 5 - Chairman Earman, Vice Chairman Adams, Commissioner Flescher, Commissioner Loar, and Commissioner Moss Emergency Services District 23-0825 Proposed millage is 2.3531 and is 10.45% above rolled back rate of 2.1305. The proposed budget is $59,144,806. Attachments: Emergency Services County Administrator John Titkanich announced the proposed millage rate for the Emergency Services District. A motion was made by Commissioner Flescher, seconded by Commissioner Loar, to approve Resolution 2023-057, establishing the tax millage rate to be levied upon all real and personal taxable property in Indian River County, Florida, for Fiscal Year 2023-2024 for the Indian River County Emergency Services District. The motion carried by the following vote Aye: 5 - Chairman Earman, Vice Chairman Adams, Commissioner Flescher, Commissioner Loar, and Commissioner Moss A motion was made by Commissioner Flescher, seconded by Chairman Earman, to approve Resolution 2023-058, amending the County Budget Officer's estimates of receipts other than taxes and of balances to be brought forward for Fiscal Year 2023-2024 and adopting a final budget for the Emergency Services District. INDIAN RIVER COUNTY BOARD OF COUNTY COMMISSIONERS SITTING AS SOLID WASTE DISPOSAL DISTRICT BOARD The Board of County Commissioners reconvened as the Board of Commissioners of the Solid Waste Disposal District. The minutes will be approved at an upcoming meeting. 23-0826 Solid Waste Disposal District Budget (Non -Ad Valorem Special District) Attachments: SWDD County Administrator John Titkanich announced the following proposed Residential and Commercial Waste Generation Unit and Readiness -to -Use fee charges and budget for the Solid Waste Disposal District. Chairman Earman opened the public hearing. There being no speakers, the Chairman closed the hearing. There were no proposed amendments to the budget. A. 2023/2024 Proposed Charge and Budget Indian River County Florida page 5 Board of County Commissioners Meeting Minutes - Final September 20, 2023 1. $100.69 per Residential Waste Generation Unit ($151.04/House) (9.23% increase from current year) $63.70 per Commercial Waste Generation Unit (15.42% increase from current year) Readiness -to -Use Fee $36.76 (11.94% increase from current year) 2. $24,831,759 Budget A motion was made by Commissioner Flescher, seconded by Commissioner Moss, to approve Resolution 2023-059, establishing the assessment rate to be levied upon all real taxable property in Indian River County, Florida, for Fiscal Year 2023-2024 for the Solid Waste Disposal District. The motion carried by the following vote: Aye: 5 - Chairman Earman, Vice Chairman Adams, Commissioner Flescher, Commissioner Loar, and Commissioner Moss A motion was made by Commissioner Flescher, seconded by Commissioner Moss, to approve Resolution 2023-060, amending the County Budget Officer's estimates of receipts other than taxes and of balances to be brought forward for Fiscal Year 2023-2024 and adopting a final budget for the Solid Waste Disposal District. The motion carried by the following vote: Aye: 5 - Chairman Earman, Vice Chairman Adams, Commissioner Flescher, Commissioner Loar, and Commissioner Moss The Board of Commissioners adjourned the Solid Waste Disposal District hearing, and reconvened as the Board of County Commissioners of the Final Budget Hearing meeting, continuing with the adoption of Non -Ad Valorem Assessment charges. 7. ADOPTION OF NON -AD VALOREM ASSESSMENT CHARGES 23-0827 Non Ad Valorem Attachments: Non Ad Valorem Vice Chairman Adams read into the record, the 2023-2024 proposed charge for each Municipal Services Benefit Unit (MSBU), and for each Street Lighting District. A motion was made by Commissioner Flescher, seconded by Commissioner Moss, to approve resolution 2023-061, establishing the assessment rates to be levied upon certain real property in Indian River County for Fiscal Year 2023-2024 for all the Non -Ad Valorem assessments. The motion carried by the following vote: Aye: 5 - Chairman Earman, Vice Chairman Adams, Commissioner Flescher, Commissioner Loar, and Commissioner Moss 8. A motion was made by Commissioner Flescher, seconded by Vice Chairman Adams, to approve Resolution 2023-062, adopting a final budget for Fiscal Year 2023-2024 for certain Non Taxing Funds of Indian River County.
