Please provide information on the status of the implementation of the Local Housing Incentive Plan or Incentive Strategy adopted by the local Affordable Housing Assistance Plan. A. Incentive Strategy: Adopted regulations providing up to a 20% density bonus for affordable housing development projects (housing element policy 2.5, Land Development Regulations Section 911.14(4)(x)). • Adopted regulations allowing for small lot subdivisions with reduced setbacks, lot size, and lot width requirements (Land Development Regulations, Chapter 911 and section 971.41 (9)). • Adopted regulations allowing for accessory single-family dwelling units in all agricultural and residential zoning districts (Land Development Regulations, Chapter 911 and Section 971.41 (10)). Adopted regulations allowing multi -family dwelling units in conjunction with commercial development, such as apartments over commercial buildings (Land Development Regulations Section 9)1.10 and Section 971.41(6)). • Adopted policies for expedited permit processing (Housing Element policies 1.5 and 1.6). • Adopted a policy for review of proposed local policies or regulations which may u.. ws, of huu h,y (Huuaing'cic�nem policy L 7). Attach a concise description of the support services that arc available to the residents of affordable housing. — The county in conjunction with financial institutions conducts a homebuyers' educational workshop program for all applicants who request downpayment/closing cost assistance (see attachments regarding homebuyer's education program) — Consumer Credit Counseling provides assistance to applicants through lenders and through the homebuyers' educational workshops — The Indian River County Council on Aging provides various services to elderly and handicapped individuals including housing assistance — The Housing Authority and Economic Opportunity Council provides ho:. .........a to qualified households — The county staff provides one on one assistance to applicants for completing SHIP applications, resolving credit problems, referring applicants to appropriate financial institutions for ucquinng first mortgages, and providing other assistance as needed 3. Since State fiscal year 1992-93, 90 mortgages have been made to very low income households with 2 in default. Since State fiscal year 1992-93, 1l7 mortgages have been made to low income households with 2 in default. Since State fiscal year 1992-93, 33 mortgages have been made to moderate income households with I in default. Total default rate for all mortgages 2.08%. 6.
