HomeMy WebLinkAbout1999-251C_ SPECIFIC WORK AUTHORIZATION SEBASTIAN WATER EXPANSION PHASE III FOR THE PROFESSIONAL SERVICES MASTER AGREEMENT BETWEEN CARTER ASSOCIATES, INC. AND THE INDIAN RIVER COUNTY UTILITIES DEPARTMENT (Date 6-30-99) Pursuant to the Professional Services Mastcr Agreement between Indian River County Utilities Department (hereinafter referred tons the OWNER) and C e RTER ASSOCIATES, INC. (Hereinafter referred to as the CONSULTANT) for various surveying and Auto CADD services, this Specific Work Authorization is an extension of and hereby becomes a part of that Master Agreement as follows: DESCRIPTION OF PROJECT: The Sebastian Water Expansion Phase III project area is a residential development in the City of Sebastian and the following subdivisions are located within the project area: 1. Sebastian Highlands Unit 8 2. Sebastian Highlands Unit 10 3. Sebastian Highlands Unit 11 4. Sebastian Highlands Unit 13 5. Roseland Acres S/D Geographically the project is bounded by County road 512 on the North, Barber Street on the East, and unplatted lands on the South and West. The project area consists of 4300 platted lots and (+/-)41+ miles of roadway. SECTION I -PROJECT PLANNING AND MANAGEMENT: The CONSULTANT recommends that the survey should commence at the Southeast extremity of the project and move Northerly then Westerly. The project could be separated into five (5) sections and as a section is complete, the information would be forwarded to the OWNER to begin the design aspect of the project. To perform the survey in this manner would be the most efficient wav to manage and evilMite the ..r,.;,,,.t SECTION 2 - SERVICES PROVIDED BY 1 HIS; CONSULTANT: CONSULTANT will provide the OWNER surveying data for the Sebastian Water Expansion Phase III project based on the CONSULTANT'S and OWNER'S modified version of the following County documents attached hereto as Section 5 and made part of the contract: 1. Indian River County Utilities "Required Survey Information" 2. Indian River County GIS Department "GIS Standard Requirements for Construction and As-Builts Utility Survey Work". JADANAMECIPIC WORK Alrr110RIZATION.doe A 7 .7s. Note: This number exceeds the county GIS Standards paragraph's 6 and 9. TASK D: X -SECTIONS AND VERTICAL CONTROL 1. Per the Indian River County Utilities Modified Required Survey Information, X -sections are required at all waterway crossings and at significant grade changes for waterline design purposes. The x -sections or profiles will be performed on the vertical datum, furnished by the consultant with reference to the State Plane Coordinate Horizontal/Vertical Geometry. TASK E: LOT AND PARCEL IDENTIFICATION 1. Per the Indian River County Utilities Required Survey Information, existing parcels, tracts and lot comer locations will he ch,,.y. ;;with the font vvta-ism din-ic;aSiouts along the right-of-way and/or easement lines when platted. The project contains (+/-) 4300 platted lots thiat will require front dimensions shown along right-of-way and/or easement lines. TASK F: ROADWAYS 1. Per the Indian River County Utilities Required survey Information, existing road edge of pavements need to be located and shown on die drawing. The project contains (+/-) 41 miles of roadways to be located. 2. All road surfaces (asphalt, gravel) from edge of pavement to edge of pavement shall be shaded and/or hatched to delineate boundary. DDANAISPECIFIC WORK AUTNORIZATION.doe TASK A: STATE PLANE COORDINATES CONTROL t 1. Per the GIS Standard Requirements, the project will be based on State Plane Coordinates. The system to be utilized for the project will be the NAD 83/1990 final adjustment, Florida East Zone. TASK B: RIGHT-OF-WAY & EASEMENT LINES 1. Per the Indian River County Utilities Required Survey Information, the right-of- way and easements are to be located within the area of proposed construction and shall be shown on the drawing. The project contains (+/-) 216,480 feet of right -of - ` ways that are required to be located, as shown on the most recent county Plat Maps. TASK C: BASELINE STATIONING AND CONTROL 1. Per Indian River County Utilities Required Survey Information, survey baseline stationing will be shown at 100 feet intervals and control points will be set every 500 feet and at all changes of direction, and at all intersections. The baseline will depict the bearings and distances between control points and all permanent control points and permanent reference monuments that are available will be located. Note: This number exceeds the county GIS Standards paragraph's 6 and 9. TASK D: X -SECTIONS AND VERTICAL CONTROL 1. Per the Indian River County Utilities Required Survey Information, all existing drahuige pipe crossings and driveway culverts are to be field located. Type, sizes and the inverts of all drainage pipe culverts will be obtained and shown on the drawing. TASK H: TOPOGRAPHIC FEATURES 1. Per the Indian River County Utilities Required Survey Information, existing driveway widths and types, fences, trees, or shrubbery, mailboxes, flagpoles and all other visible features are to be located. In addition, the OWNER AND CONSULTANT agree to note on the plan the location of existing wells. TASK I: SURVEY PRODUCT 1. We will provide the owner a survey master file every 30 days. The master file will contain all completed surveying data to date on a digital drawing format. It will be the owner's responsibility to create all view ports, x -sections and other drafting methods as required to prepare finalized engineering plans except as defined in Task "D". Upon completion of the survey, we will prepare a signed and sealed surveyors report and the overall survey digital master file. SECTION 3 - OWNERS RESPONSIBILITIES The OWNER will provide all in-house documentation pertinent to the project as required by the CONSULTANT and meet monthly with the CONSULTANT. The CONSULTANT will begin the survey upon formal authorization from the OWNER. The CONSULTANT shall complete the survey 6 months (180 days) after the formal authorization. SECTION 5 - PERIODS OF SERVICE INDIAN RIVER COUNTY UTILITIES REQUIRED SURVEY INFORMATION A. All survey data required is to be drawn in complete survey form (drawings will be used to show proposed construction. Drawings to be furnished to Indian River County on Mylar 1" = 50 (as a hard copy) and on a 3 1/2" diskette or CD ROM in Auto Cad Version 14 with state plane coordinates. Three (3) signed and sealed surveys are to be submitted. The following items are required to be shown on right-of-way and/or easement maps as follows: 1. All maps to be prepared to meet the minimum requirements of Chapter 61G17 the Florida administrative code pursuant to ChBY er 472 Of ths, ;;oiidit Siaiuie 2. Existing right-of-way limits and/or easements within the limits of construction. 3. Survey baseline stationing shown on the survey plan every 100' and control points set every 500' and at angle change of direction in the field. Bearings on distances will be shown on the drawing. 4. Project to be tied to two (2) section corners or''/. section corners and shown on the drawing. 5. Horizontal and vertical control to be complete and shown per current state statute. 6. Show cross section elevations at grade every 100' for gravity sewer line construction and 500' for water line and force main construction. Elevations that reflect any significant change in grade between the previously stated footage, shall be shown on the plans (Modified: See JADANAtSPECIPIC WORK AUMORIZATION.doc 40 • X -Sections & Vertical Control). 7. Existing parcels, tracts, and lot corner locations shown with front footage dimensions per plat when platted (if construction project is along back of lots, then show back lot dimensions.). 8. Existing roadway edge of pavement or edge of dirt road 9. Existing visible utilities as located in field (water, sewer, telephone, electric, cable, TV, etc.). Survey plans will be provided to Indian River Comity for disbursement to miscellaneous utility providers to redline their utility locations. 10. Existing driveway widths and types. 11. Existing drainage pipe crossings and driveway culverts types, sizes & invert elevations. (Modified: See Culverts) 12. Existing fences. 13. Existing trees and/or shrubbery. 14. All other non-movable items such as mailboxes flag poles, etc. 15. Profile of all waterways that have proposed pipe crossings. 16. Profile of all proposed road crossings (jack and bore) INDIAN RIVER COUNTY GIS DEPARTMENT GIS STANDARD REQUIREMENTS FOR CONSTRUCTION AND AS -BUILT UTILITY SURVEY WORK 1. All as -built drawings shall state in 1 inch lettering "AS -BUILT RECORD SURVEY" or " AS -BUILT RECORD DRAWING" located in the bottom right hand side of the drawing original and/or copies. (Not applicable) 2. All as -built and construction surveys shall meet the minimum requirements of the Chapter 61G17 Florida Administrative Code Pursuant to Section 472 of the Florida Statues. All surveys shall be based on a minimum horizontal control "Class B", third order. 3. All state plane coordinates shall be based on die Florida State Plane Horizontal Data (East Zone); Florida High Precision Geodetic Network (Super station) and NAD 83/1990 - final adjustment. 4. State plane coordinate shall be shown on survey at benchmarks used. 5. All incoming as -built and/or survey Auto Cad drawing files shall be received on a 3 ''/2" diskette or CD-ROM and in state plane coordinates. (Note: Prior to submitting tiie 3 %" Auto Cad diskette, three (3) copies of each survey shall be submitted for review and approval. After all approvals, a Mylar Reproducible along with two (2) signed and scaled copies of each survey shall be submitted. 6. All as -built drawings and/or construction survey shall be tied to a minimum of one permanent reference monuments (P.R.M.) every 1400 feet and tied to a minimum of two section comers or one section comer and one-quarter corner whichever is closest to the project. (Modified: See Baseline Stationing and Control). 7. All as -built and/or survey drawings shall be calculated in a Cogo package for future GIS information. JADANAISPECIFIC WORK AVPHORIZATION.doc The Cogo used shall meet the Cogo requirements set forth by the Department of Utility Services. 8. All construction as-builts and/or surveys shall include a minimum of two (2) existing or established benchmarks for vertical control every 1,400 feet shown on all surveys. (Waived) 9. Horizontal Control Monunientadon for utility lines shall be a minimum of two (2) points at a maximmn of 1,400 feet between points and shown on all surveys. (Modified: See Baseline Stationing and Control) 10. All utility as built consiiuc6on located within die right-of-ways, easements and alike shall be tied to the respective right-of-ways, etc. every 1,000 feet. (Not Applicable) SECTION 6 - PAYMENTS TO CONSULTANT B. The CONSULTANT will invoice the OWNER on a monthly basis against the total fee on percentage of work completed to the end of the month.
