CDM is pleased to submit our proposal to Indian River County to perform engineering
services for the referenced landfill project. This proposal includes the preparation of
shallow, intermediate, and deep surficiah groundwater elevation contour maps for the July
1999, January 2000, and July 2000 semi-annual sampling events.
The following attachments are provided herein as part of the proposal:

1. PROJECT DESCRIPTION - TASKS
Consulting Engineering services related to preparation of landfill groundwater
elevation contour maps for July 1999, January 2000, and July 2000 sampling events in
accordance with the Indian River County Solid Waste Disposal District Landfill's
current FDEP operation permit, No. S031-245825.
11. SCOPE OF SERVICES
Reference is made to Attachment B, the attached Scope of Services and the
"Professional Engineering Services Master Agreement for Solid Waste".

The following insurance requirements will be provided in accordance with the Master
Services Agreement:
A. Workers Compensation Insurance in accordance with Florida Statues.
B. Automotive Liability with a coverage of $1,000,000 for a combined single limit.
C. General Liability with a limit of $2,000,000 for general aggregate coverage.
D. Professional Liability with an aggregate limit of $3,000,000.

Lump Sum Cost Elements
For the basic services performed for a lump sum fee, Indian River County Solid Waste
District agrees to pay Camp Dresser & McKee Inc. (CDM) partial payments to be
made on a monthly basis in proportion to the percentage of work completed.

SCOPE OF SERVICES
INDIAN RIVER COUNTY SOLID WASTE DISPOSAL DISTRICT
PREPARATION OF LANDFILL GROUNDWATER CONTOUR MAPS
PROJECT UNDERSTANDING
Task 100 - Groundwater Elevation Contour Maps
The Indian River County Solid Waste Disposal District (SWDD) is required by its Florida
Department of Environmental Protection (FDEP) operation permit to periodically prepare
and submit groundwater elevation contours to the Department. According to FDEP Permit
No. S031-245825, Exhibit I, Condition No. 23, the SWDD must prepare a groundwater
elevation contour map for each monitored aquifer zone, and submit these maps to the
Department semi-annually.
CDM will provide to Indian River County SWDD groundwater elevation contour maps for
the July 1999, January 2000, and July 2000 sampling events conducted at the landfill. When
CDM receives the landfill monitoring network groundwater depth readings from the County,
groundwater elevations (in feet NGVD) will be calculated. They will then be organized by
aquifer zone into shallow, intermediate, and deep surficial aquifer readings, and groundwater
elevation contours will be developed on separate maps for each aquifer unit. These contours
will be developed and reviewed by a registered professional engineer; certified maps will be
provided to Indian River County SWDD for submittal to the FDEP as required by permit.
Any readings which are not consistent with past observations will be noted.
SCHEDULE
Groundwater elevation contour maps for Task 100 will be provided to Indian River County
SWDD within three weeks of receiving the groundwater depth readings.
