(consultant) I. Project Description Provide engineering services to investigate membrane process optimization at the South County Water Treatment Plant (WTP). Membrane replacement will be evaluated. Engineering services will also be provided to estimate costs associated with various system improvements/enhancements at the facility. 11. Scope of Services Engineering services for review of normalized operation data from the South County WTP. CDM will recommend membrane process modifications, if necessary, and evaluate membrane replacement benefits versus operation and maintenance and capital costs. Engineering services will also be provided to assist County staff in developing estimated costs for various system improvements/hurricane enhancement items at the plant which were identified by County staff for improved operations, safety and hurricane protection. III. Consulting Engineer Insurance Requirements A. Workers Compensation Insurance in accordance with Florida Statutes. B. Comprehensive and Automotive Liability with a minimum coverage of $100,000/$300,000 per occurrence for bodily injury or accidental death. C. Comprehensive General Liability with a minimum limit of $100,000/$300,000 covering property damage. D. Liability for Property Damage, while operating motor vehicle, with minimum limits of $100,000 per occurrence. E. Contractual Liability including limits established for Items IIIB, C, and D above. F. Umbrella coverage, excess liability with minimum limits of $100,000 per occurrence. ;n!,rn h;Ytl C: Admin. IV. Compensation for Services urlrtl�c Bich M Task 1000 - Engineering Services for Membrane Process Optimization/System Improvements/Hurricane Enhancements — South County WTP $57,750 Upper Limit Compensation for Task 1000 is to be paid on a salary cost basis plus other direct costs on an as -needed basis. (See Attachment B). A. Salary Cost Basis with Upper Limit For the Basic Services performed on a salary cost basis with an upper limit, IRC agrees to pay CDM as follows: For engineering services performed by CDM, the payment will be equal to the salary cost of such services for each employee times 2.3 for overhead and profit plus actual out-of-pocket expense costs. Salary cost is equal to 1.393 times direct salary costs and is defined as the cost of salaries (including sick leave, vacation, and holiday pay applicable thereto) for time directly chargeable to the project; plus unemployment, excise, and payroll taxes; and contributions for social security, employment compensation insurance, retirement benefits, and medical and other group insurance benefits. Actual out-of-pocket expense costs are all costs other than salary costs that are incurred during the progress of the work. The actual out-of-pocket expense costs include: air fare, automobile rental if required, mileage charges, parking tolls, taxi, meals, lodging, telephone, printing and reproduction costs, and other miscellaneous { costs incurred specifically for this project. The maximum cost for blueprint sheets { is $1.10. The maximum cost for mylar sheet is $11.00 and a sepia sheet is $5.00. The charges for in-house computer program and word processor usage will be at CDM's regular rates. For outside computer services, charges will be made at invoiced cost to CDM. For the basic services performed on a salary cost basis with an upper limit, IRC agrees to provide a written request before work is started by CDM. Vice President Date_ U INDIAN RIVER COUNTY BOARD O COUNTY COMMISSIONERS By enneth R. acht Chairman Date December 7, 1999 ATTACHMENT SCOPE OF WORK Task 1000 - ENGINEERING SERVICES FOR MEMBRANE PROCESS OPTIMIZATION/SYSTEM IMPROVEMENTS/HURRICANE ENHANCEMENT — SOUTH COUNTY WATER TREATMENT PLANT Membrane Process Optimization Indian River County currently operates two (2) water treatment plants. The North County plant has been in operation for about a year and a half using nanofiltration (low pressure) membranes. The South County plant operates using higher pressure membranes. Operation under higher pressures require additional pumping and results in increased power consumption. The membrane systems at the South County plant were modified five years ago to utilize such savings. Recent technology and new membrane systems have emerged since the modifications and may be advantageous to the County to further reduce operation costs. This authorization would assist the County in determining if membrane replacement would be of benefit at the South County plant at this time and would consist of the following: 1. Review historical normalized performance, water production, and operation data provided by the County for the last three (3) years. 2. Recommend modifications or improvements to operation and maintenance procedures or plant equipment. 3. Conduct membrane performance testing. 4. Analyze operation and maintenance costs of existing membranes versus new membranes. 5. Determine estimated pay back with new membranes using present worth analysis. 6. Estimate any capital costs associated with piping modifications, upgrades, etc. System Improvements/Hurricane Enhancements County staff has identified various system improvements and/or hurricane enhancements to be implemented at the South County Water Treatment Plant. Staff has asked CDM to assist in determining costs associated with each improvement/enhancement to facilitate budget allocation for the up coming fiscal years. CDM will evaluate each proposed improvement/enhancements and calculate anticipated costs of each. Improvements/enhancements identified by staff consist of the following: 1. Install shut off valve at Well No. 1. 2. Replacement of 30 -inch fiberglass piping entering plant from wellfield to booster pumps. 40 • 3. Construct wall at each ground storage tank to protect fiberglass piping and degassifiers. Miscellaneous piping, handrail, ladder, etc. improvements required. 4. Investigate construction costs for a 200,000 gallon clearwell upstream of ground storage tanks. 5. Overhead crane modifications. 6. Install concrete pads at equipment/instrumentation panels. 7. Modify stairs to mezzanine level to meet OSHA standards. 8. Install bulk storage tank for antiscalant addition in lieu of 50 -gallon drums. 9. Reinforce all doors. 10. Chemical tank protection to be investigated — containment/wal I. 11. Construct concrete plenum for generator intake. Revort A report summarizing both the results of the membrane process optimization results and the costs associated with the system improvements/hurricane enhancements will be provided to the County. Four (4) copies of the draft report will be provided to County staff for review and comment.
