Dear Mr. Hubbs: AM— LCI I, November 18, 1999 HAI #99-334.0t'''" I """''I U.vt; (. \\alk I'I Pursuant to our Continuing Services Agreement we are pleased to submit Task Authorization No. I for assisting in the review of the County's policies regarding recovery of cost for localized service facilities associated with the water and wastewater utility system. Hartman & Associates, Inc. (HAI), hereinafter referred to as the Consultant, proposes to furnish professional services for Indian River County, hereinafter referred to as the County for the scope outlined below for the fees stipulated herein. Scope of Services 1. The Consultant will meet with the appropriate County staff to identify pertinent issues regarding historic and current extension of water and wastewater service policies. It is anticipated that the County will provide all such data, information and material including but not limited to ordinances, codes, agreements and internal memorandums concerning the connection and extension issues. 2. The Consultant will conduct a limited survey of other local governments for the purpose of identifying policies being used with respect to extension of water and wastewater services. 3. The Consultant will review the County's current policies and practice to identify the effectiveness of equitably recovering the costs associated with the extension of water and wastewater services. 4. The Consultant will summarize the survey and review of the County's practice and present findings to the Utilities Advisory Committee. Such summary is intended to advise the 201 EAST PINE. November 18, 1999 Page 2 Utilities Advisory Committee of findings and different modifications and or adjustments that may be considered. It is also anticipated that the Utility Advisory Committee will provide direction as to preferences. 5. The Consultant will develop such modifications and/or adjustments, including suggested ordinance provisions and charges if applicable. 6. The Consultant will prepare a letter draft report regarding the above and provide to the Director of Utility Services for distribution within the County. 7. The Consultant will meet with the Utilities Advisory Committee and County stats to discuss the draft report and receive comments thereto. 8. The Consultant will finalize the letter report and provide the Director of Utility Services for distribution within the County. 9. The Consultant will assist the County Attorney by reviewing and suggesting appropriate changes to the ordinance. 10. The Consultant will attend one Board of County Commission meeting regarding the report I and proposed ordinance. 11. Additional services requested by the County. Such services can include but are not limited to Power Point presentations, additional meetings, major redrafting of related policies, etc. Time of Performance I The Scope of Services will be completed as mutually agreed to with the County. Completion is anticipated within the first two quarters of calendar year 2000 except for delays beyond i Consultant's control. Fees to be Paid For Scope of Services items 1 through 11 the Consultant shall be paid a fee based upon the attached Rate Schedule (Attachment "A") plus reimbursable expenses at cost. The cost excluding reimbursable expenses for Scope of Service items 1 through 10 is estimated at Nine Thousand Nine Hundred and Fifty Dollars ($9,950.00). It should be noted that this estimate is for budgetary purposes only and should not be considered a guaranteed amount.
