North Beach Reclaimed Water Line Extension
Dear Mr. Doyle:
Pursuant to our meetings, I have prepared a draft of our project understanding, scope,
and fee for the above project. This information cart be presented in any format suitable
to you and the Board. Any resultant contract will comply with the terms and
conditions of the master agreement between Indian River County and Kimley-Horn &
Associates, Inc, dated June 4, 1993. Please call to discuss.
PROJECT UNDERSTANDING
It is our understanding that you require a topographic survey to be used as the base
mapping for the civil engineering design of the Hobart Road Waste Water Treatment
Plant Effluent Line Extension along the following corridor: Begin at the intersection
of Lateral G Canal and Hobart Road; then west along Hobart Road to Kings Highway
(58th Avenue); north along Kings Highway to CR 510; east along CR 510 to 55th
Avenue; north along 55th Avenue to 87th Street; east along 87th Street to CR 510 at
the intersection of 44th Avenue (Massey Road); east along CR 510 an additional 100'
to the end of the project. A portion of this project will include a survey from the
intersection of CR 510 and Kings Highway north along 58th Avenue to the John's
Island West Golf Course.
The Topographic Survey shall meet the Indian River County Department of Utility
Services Survey Requirements as modified and attached hereto as "Exhibit A".

SCOPE OF SERVICES
Task 1: Research and Recovery
Site reconnaissance for the recovery of horizontal and vertical control
(NGVD 1929) and ties to the State Plane Coordinate System, Florida East
Zone (NAD 83/90).

Research at the Indian River County Courthouse, Property Appraisers' Office,
Utilities, Engineering, Surveying, and Right -of -Way Departments for
applicable records in an effort to establish road and canal right-of-ways,
existing easements, horizontal and vertical project control, property lines, and
ownerships.

Task 3: Location of Constructed Improvements and Utilities within the Project Limits
This task will include the field location of the improvements within the
proposed effluent line corridor. More specifically, the topographic survey
will be limited to the following areas within the corridor. Full right-of-way of
Hobart Road; west edge of pavement to east right-of-way line of Kings
Highway; south edge of pavement to north right-of-way line of CR 510; full
right-of-way of 55th Avenue; full right-of-way of 87th Street; full right-of-
way of 58th Avenue lying north of CR 510. Cross-sections will be obtained
at 1000' intervals and elevations will be shown at potential conflict areas.

DELIVERABLES PROVIDED TO THE CLIENT
Upon completion of the Topographic Survey, we will provide the Utilities Department the
Topographic project mapping in digital AutoCadd R14 format at a scale of V = 40',
accompanied with a Final signed/sealed Surveyors Report.
SCHEDULE
We will provide our services in an expeditious and orderly manner to meet the
schedule mutually developed by the Client and Consultant for the various elements of
the project.

Indian River County Department of Utility Services Survey Requirements
I. All Construction and/or Route surveys shall meet the minimum requirements of Chapter
61G17, Florida Administrative Code Pursuant to section 472 of the Florida Statutes.
2. All state plane coordinates shall be based on the Florida State Plane Horizontal Data (East
Zone); Florida High Precision Geodetic network (Superstation) and NAD 83/1990 -final
adjustment.
3. All elevations shown shall be based on 1929 NGVD.
4. All incoming route construction survey CAD drawing files shall be received on 3 ''/2" diskette
with a tie to state plane coordinates. (NOTE: Prior to submitting the CAD drawing on 3 %z"
diskette, one (1) copy of each survey shall be submitted for review and approval. After all
approvals, a reproducible Mylar along with two (2) signed and sealed copies of each survey
shall be submitted. Modified: Deliverables will be limited to the topographic project
mapping in Digital AutoCAD R14 format at a scale of 1" = 401, accompanied with a
final signed/sealed surveyor's report.
5. All construction surveys shall be tied to a minimum of one permanent reference monument
(P.R.M.) at each end of the project. One P.R.M. shall be tied to a minimum of one section
comer or one quarter ('/o) section comer whichever is closest to the project. State plane
coordinates shall be physically shown on the survey next to the P.R.M. used.
6. All surveys that are required for the use of engineering design, and are located within a
distance of one (1) mile from any of the Indian River County Global Positioning System
(G.P.S.) control project monuments shall tie into the GPS monument from one (1) permanent
reference point or subdivision comer that is along the survey route and shall then be tied to
the survey base line.
7. Horizontal Control Monumentation for utility lines shall be a minimum of two (2) points at a
maximum of 1,400 feet between points and shown on all plans. Modified: Horizontal
Control Monumentation for utility lines shall be a minimum of two (2) points at the end
of each run.
8. Vertical Control (when required) for linear utility lines such as sewer, shall have a maximum
of 1,100 feet between existing construction, or established benchmarks. Modified: Vertical
Control Monumentation shall be established at the end of each run.

B. GENERAL INFORMATION TO BE SHOWN
1. Existing right-of-way limits and/or easements within the limits of construction.
2. Survey baseline stationing every 100' and control points set every 500' and at angle change of
direction. Bearing and distance must be shown on all drawings. Modified: Survey baseline
control points will be set at every change of direction and intersections along the
baseline.
3. Show cross section elevations at grade every 100' for gravity sewer line construction and 500'
for water line and force main construction. Elevations that reflect any significant change in
grade between the previously stated footage, shall be shown on plans. Modified: Cross
section elevations will be shown at 1000' intervals and at potential conflict areas.
4. Existing parcels, tracts, and lot corner locations shown with front footage dimensions per plat
when platted. If construction project is along back of lots, than show back lot dimensions.
5. Existing roadway edge of pavement or edge of dirt road.
6. Existing utilities as located in field (water, sewer, telephone, electric, cable tv, etc.) Uncle to
be contacted by surveying firm prior to survey locate; with the intent of county excavation.
Modified: The marking of existing utilities in the field will be coordinated by Indian
River County prior to the commencement of the survey field work.
7. Existing utilities as associated with number 5 above (example: valves, meters, manholes,
etc.).
8. Existing curbs, driveway widths and types.
9. Existing drainage pipe crossings and driveway culverts (types, sizes & invert elevations).
10. Existing swales and/or ditches and elevations every 100' at top and bottom if within area of
construction. Modified: The swales will be shown with elevations every 1000' unless in a
conflict area.
1:. Existing fences.
12. Existing trees and/or shrubbery.
13. All other non-movable items such as mail boxes, flag poles, etc,
