Decomposition of municipal solid waste results in the production of landfill gas. Landfill gas is typically composed of A0- 50°fo methane, 40-50% carbon dioxide and small amounts of nitrogen and other compounds. Landfill gas has been used for a number of years as an energy source for numerous applications ranging from boiler fuel to electrical power generation. In order to determine the feasibility of converting landfill gas from the Indian River County landfill into a useable form of energy, a study of gas production and various use options should be undertaken. Landfill gas generated by the landfill would be extracted from the landfill through the installation of a series of wells or collectors. These wells would be installed across the surface of the landfill. A vacuum source (blower) would be installed to withdraw the gas from the landfill at a controlled rate and deliver it through a pipeline to a point of use. As a backup to the energy system, a landfill gas flare would be installed to burn landfill gas during maintenance periods or other system interruptions. Task 1.0 - PREPARATION OF FEASIBILITY STUDY In order to determine the best option, or mix of options for energy generation, CDM would perform the following investigative steps: Conduct computer modeling of gas production rates and predict the amount of gas available presently and for 20 years into the future. Review the energy using equipment now installed and planned for the future at Indian River Correctional Institution, and other potential landfill gas customers. Establish conceptual designs for development and distribution of the gas to IRCI. Development schemes should contemplate using the gas for reciprocating engine electric power generation, gas turbine or fuel cell electric power generation. Differences in cost of equipment for both the developer and the user will be examined for these various uses. Review the availability of Federal Grants andlor tax credits and the impact, if any, of emission credits. Estimate the annual operation, maintenance, and replacement costs to the Department of Corrections to generate power at IRCI using landfill gas. Estimate the cost of the gas to IRCI over the next twenty years (in constant dollars) if developed by a third party or by Indian River County. Compare this to the cost of purchased power. Estimate the net cost of gas to IRCI if developed by the Department and there are no other users. Compare this to the cost of purchased power. Review existing similar landfill gas power generation projects and report on the reliability of supply. Prepare a matrix of energy uses and costs, comparing them to costs for utilizing; landfill gas. Capital amortization and labor rates would be supplied by the potential landfill gas user facilities. This type of operation could be extremely beneficial to both parties since recovery of landfill gas is becoming a necessity under current State and federal regulations and the use of that gas as a fitel for the Correction Center could be very economical. To determine whether this type of operation is feasible it has been suggested that we utilize the services of our contracted engineer, Camp Dresser & McKee Inc., to develop a feasibility study. Camp Dresser & McKee has provided the attached scope of services for the study. The cost of the study will be a lump sum or $15,982. It is our understanding that the Department of Corrections is prepared to pay half this cost as the study is for the benefit of the Department of Corrections as well as Indian Diver County. This letter is to provide the information relative to the scope of services as well as 1 rovide a mechanism for the Department of Corrections to agree to the services by Camp Dresser & McKee and agree to splitting; tite costs. Their contract engineers will perform the study. The Department of Corrections will pay half of the cost, which is $7,991. This agreement is the result of a preliminary analysis by our staff, meetings with the Indian Diver Landfill Director, engineers, and engineers from the Federal EPA. Based on these exploratory meetings, there is enough evidence of the feasibility of power generation using methane gas from the landfill that further analysis is justified. I recommend that we accept this proposal.
