(56I) 995.4900 • Fax (561)995-(Y)25 06-11a 2 March 2000 GeoSyntec Consultants (GeoSyntce) received the Florida Department of Environmental Protection's (FDEP's) 3.1 January 2000 approval notice regarding the September 1999 Preliminary Remedial Action Plan (PRAT'), as amended by GeoSyntec's 10 January 2000 response letter to FDEP's comments (hereinafter referred to as the response letter). In accordance with our conversations, GeoSyntec has prepared this cast estimate in accordance with the Professional Services Agrcement between GeoSyntec and Indian River County Solid Waste Disposal District (SWDD), Contract Number 9902, to perform the initial portion of work presented within the PRAP. The scope of work has been divided into tasks to facilitate project Inanagcntent and efficient completion of the work. The tasks arc sutnmarized below. FDEP-APPROVED SCOPE OF WORK Task 1. Project Management Under this task, GcoSyntec will perform project management responsibilities, such. as subcontracting, review of invoices, project coordination, and project administration. For this task, GeoSyntec has budgeted to expend an average of one hour per week over the anticipated 5 -month project period (in accordance with Figure 5-4 of the PRAI') to help ensure that the work is completed on schedule and within the budget approved by Indian River County. In addition, GeoSyntec has assumed that attendance at two informal 0.5 -day meetings (one to present the RAP to Indian River County and ane to present the RAP to I`DEP) will be rcquired for this phase of the project. lit budgeting XR99174111000067.doc Carprnte (7itice! Task 2. Source Assessment The purpose of this task is to attempt to locate the source or sources of the dissolved VOC plume associated with the South Gifford Road Landfill. The source assessment activities will be conducted in accordance with GeoSyntec's FDEP- approved Comprehensive Quality Assurance Plan (CompQAP). Under Task 2, GeoSyntec will endeavor to use direct -push technology (DPT) subsurface sampling (to collect soil samples above the water table and groundwater tramples below the water table) and on-site field screening with an organic vapor analyzerfpholoionization detector (OVAJPID) and gas chromatograph (GC) in an attempt to identify VOC source areas within the landfill. Up to len 30 -ft deep borings will be attempted within the landfill using DPT. Please note that it may not he possible to advance the DPT to the desired depth at each location due to the presence of buried obstructions. We have planned to attempt to complete work which could not be performed using the DPT, with conventional drilling technology (thud rotary or hollow stem, employing a split -spoon collector). In total, we have budgeted for a combined total (DPT and conventional drilling) of three consecutive rig days to complete this work. Given the unknowns involved in drilling into a landfill, it may not be possible to complete: this work in this time frame using these technologies (although we believe that three days is a reasonable estimate). If we find it is not possible to complete this work as scoped and budgeted, we will consult with Indian River County prior to proceeding with additional work beyond the proposed budget. The field screening activities will include investigation of soil and groundwater within the landfill footprint upgrad'tent of n3onitoring well cluster GR -MW -02 (the area of the highest measured VOC levels, based on 1999 data). Prior to fieldwork, historical aerial photographs will be reviewed to locate potential source areas. C'ontirmr+tion samples will be rollected as follows: XK991701R000067.doc l7 +i GF.oSYNTT•c ComulTANTS Mr. Ronald Brooks 10 2 March 2040 Page 3 + one soil sample will be collected from each boring using Encore samplers and will be analyzed for volatile organic compounds by EPA Method 8260; and one groundwater sample will be collected from each boring and will be analyzed for purgeable halocarbons and aromatics by EPA Method 8021. Additional details regarding the sampling methodologies, screening intervals, boring locations, etc. are provided within Section 5.2 of the PRAP and in the response letter. The results of the source assessment will be summarized in a technical memorandum. This memorandum will be submitted to FDEP through Indian River County. Trask 3. Initial Site Screening for hfNA Under Task 3, an initial site screening for monitored natural attenuation (MNA) will be conducted in accordance with Sections 5.3.1 through 5.3.2 of the PRAP. Site screening for natural attenuation parameters will include sampling of: (i) 15 scicctcd existing monitoring wells (as shown in figure 5-2 of the PRAP, with the addition of monitoring wells GR -MW -05B and GR -MW -05C per FDEP's request); and (ii) one additional monitoring well to be constricted (GR -MW -1363). During field activities, as baseline evaluation of naturally occurring biodegradation parameters will be performed. As part of this evaluation, the following field measurements will be obtained from each of the 16 wells just prior to sampling: pl1, dissolved oxygen (DO), redox potential, turbidity, temperature, and specific conductance. The selected wells will then be sampled and analyzed for chlorinated VOCs and common indicators of reductive dechlorination processes, including-, electron acceptors (nitrate and sttlfatc); electron donors (sulfide, ferrous iron, and dissolved organic carbon); degradation reaction products (chloride, ethenc, ethane, and inethanc); and alkalinity. When available, IPA methods will be used to analyze for the natural attenuation ntonitoring paranrcters presented in 'fable 5-2 of the PRAP. Results from natural attenuation parameter sampling will be used to assess biodegradation pathways and processes. If the initial site screening indicates that a significant level of natural attenuation is occurring, then a XR991701R000067.doc Gr oSYN77ic CONSUL TANIA Mr. Ronald Brooks 2 March 2000 Page 4 full-scale NINA evaluation may be recommended, as provided in Section 5.3.3 of the PRAP. The findings of the natural attenuation studies will be presented in the final Remedial Action Plan (Task 4) and will provide scientific documentation to evaluate if MNA is a viable remedial option for the site. Task 4. Prepare Remedial Action Plan A Remedial Action Plan (RAP) will be prepared to summarize the Tasks 2 and 3 work performed at the Gifford Road Landfill, present the findings of this work, evaluate remedial options, and recommend a remedial strategy for the site. We will generally follow FDLP's 1999 guidance document entitled "Corrective Actions for Contaminated Site Cases" in the preparation of this RAP. Task 5. Biosparging Pilot Study At this point, no cost estimate has been prepared for Task 5. Upon completion of the Initial Site Screening for MNA (Task 3), GeoSyntec will either prepare the RAP (Task 4), or recommend that the biosparging pilot study be completed prior to preparation of the RAP. If GeoSyntcc recommends that the biosparge pilot study be implemented, a cost estimate will be prepared and submitted to Indian River County for consideration. Task b. Waste Characterization Assistance With respect to investigation derived waste generated during GeoSyntec's fieldwork at the site, GeoSyntec will drum the waste (including drill cuttings and purge water), stage the drums on-site, and mark each dnmn to indicate the source of the waste (c.g., boring numbers, etc.) contained within each drum, the generation (late, mid contact information. i X1294170lft000067.doc E_�] • Gal G F,OSYNFk'.0 CO N'SUIXANTs Mr. Ronald Brooks 2 March 2000 Page 5 Currently, Chemical Conservation Corporation (CCC) is the County's hazardous waste contractor. Based on a recent telephone conversation between Ms. Nandra Weeks of GeoSyntec and Mr. Al Smith (Chief Compliance Officer, CCC), Ilia recommended analyses for characterization purposes include TCLP for RCRA Inetals, volatile compounds (EPA Method 8260), and serni-volatile compounds (EPA Method 8270). GeoSyntec will collect samples (as detailed below) and subttnit the samples to a fixed -base laboratory for analyses in accordance with CCC's requirements to enable Indian River County to characterize the solid drummed waste (i.e., drill cuttings). One sample will be collected from each drum containing drill cuttings. For purposes of the budget estimate, GeoSyntcc has estimated that six drums will be filled with drill cuttings and, thus, will need to be sampled and analyzed for the above-mentioned parameters. The results of the analyses will be used to assess whether or not the waste(s) (i.e., drill cuttings contained in each drum) are hazardous. The analytical results of the monitoring well sampling and analysis will be used to characterize the purge water. from talking to you, GcoSyntec understands that Indian River County has deternnined that purge water collected during sampling of the Gifford Road Landfill monitoring wells is considered to be leachate and, as such, is disposed of in the Indian River County sewer system. GeoSyntec will provide the results of groundwater sampling to Indian River County to assist in Indian River County's waste characterization. Thew drill cuttings and purge drums will be market] as intlicatcd earlier, placed on wood pallets, and stored at an on-site location designated by the SWDD. Any transport and disposal of wastes from the site will be arranged by the SW DD. SCHEDULE In accordance with Figure 5-4 presented in the PRAP, the fieldwork associated with the tasks described above can be initiated within approximately two weeks of receipt of an executed work order. We anticipate that the fieldwork associated with Tasks 2 and 3 will require approximately three weeks to complete. At that point, we will consult with Indian River County to resolve if we will proceed to complete Task 4 (the RAP) or perforin a full-scale MNA evaluation and Task 5 (the biosparging pilot study) prior to completion of Task 4. The Task 4 RAP can be completed for Indian River County's review within approximately 2.5 months. If the full-scale MNA evaluation and. Task 5 biosparging pilot study is implementcd, this schedule will need to be expanded by a minimum of two months (provided that contracting with Indian River County for this work can be completed within about a week). If these tasks are necessary, they will be costed separately. In preparing this cost estimate, GeoSyntec assumes that all work can be performed in Level D personal protective equipment (PPF). Currently, R GeoSyntec does not anticipate that PPE upgrade will be necessary. In addition, our budget estimate includes: three rig days under one mobilization for Task 2; and one rig day and three sampling days tinder one mobilization for Task 3.
