Consulting Engineering services related to preparation of a contract and assistance
with Contract Negotiations with Waste Management Inc. of Florida (WMIF) for the
operation of the C&D Landfill, operation of C&D Recycling and performance of the
landfill maintenance functions at the Indican (fiver County Landfill.
11. SCOPE OF SERVICES
Reference is made to Attachment B, the attached Scope of Services and the
"Professional Engineering Services Master Agreement for Solid Waste".
[I]. CONSULTING ENGINEER INSURANCE REQUIREMENTS
The following insurance requirements will be provided in accordance with tile
Master Services Agreement:
A. Workers Compensation insurance in accordance with Florida Statues.
B. Automotive Liability with a coverage of $1,000,000 for a combined single limit.
C. General Liability with a limit of $2,000,000 for general aggregate coverage,
D. Professional Liability with an :aggregate limit of $3,000,000.

Cost Elements
For the basic services performed for a Not -to -Exceed fee, Indian River County Solid
Waste Disposal District agrees to pay Camp Dresser & McKee Inc. (CDM) partial
payments to be made on a monthly basis based on costs incurred up to the Not -to -
Exceed limit.

SCOPE OF SERVICES
INDIAN RIVER COUNTY SOLID WASTE DISPOSAL DISTRICT
ENGINEERING SERVICES FOR
ASSISTING IN PREPARATION OF A
CONTRACT AND NEGOTIATIONS WITH WMIF
PROIECT UNDERSTANDING
The Indian River County Solid Waste Disposal District (SWDD) is considering Contract
Operations for solid waste services now provided by the County. in addition, the
SWDD has a goal of recycling 50% of C&D material which cannot be reasonably
performed by existing County staff. In particular, SWDD plans to contract the
operations for theC&D landfilling operation and the landfill maintenance work. The
SWDD has already contracted out the Class I landfilling operation to Waste
Management Inc. of Florida (WMIF). Because WMIF is already working on site and the
equipment used to perform these operations is similar, the SWDD plans to negotiate
with WMIF as a natural extension of the existing contract.
Task 100 -- I REI'ARATION OF CONTRACT
CDM and the SWDD have divided the current budget among each of the major solid
waste services performed by Indian River County. This work was done as pert of a
previous work assignment. The attached report was presented to the Utilities Advisory
Committee on April G, 2000, and the committee voted to proceed with Options l and 2.
CDM will assist the SWDD in performing a more detailed financial analysis of the C&D
Landfill and C&D recycling and will show separately the expected cost associated with
the enhanced C&D recycling. CDM will evaluate the cost to Indian River County of
performing C&D recycling using County personnel and County owned equipment.
Landfill maintenance operations in which. SWDD has budgeted costs will be allocated
into "indirect" and "direct" expenses, Those expenses identified as direct will became
the basis for negotiating contract costs with WMIF.
CDM will use a subcontractor experienced in the sale of used Heavy etluipment to assess
the value of the County's equipment currently used in the C&D Landfill ,and landfill
maintenance operations. After equipment records are examined and a visual inspection
performed, a valuation will be made of the equipment. The valuation will include
estimates for both the wholesale value and the retail value of this equipment.
CDM will prepare a draft Operation and Maintenance Contract which will lit used as it
basis for discussion during an initial negotiation meeting with SWDD, WtwIIF, and CDM
staff. The contract will include: C&D landfill operation; C&D recycling; reilnirentVIats,
landfill operation maintenance requirements, and any other necessary , ,lank l
