I TO SCOPE OF SERVICES AND SCHEDULE INDIAN RIVER COUNTY SOLID WASTE DISPOSAL DISTRICT ENGINEEERING SERVICES FOR SOLID WASTE MASTER PLAN Project Understanding The Indian River County Solid Waste Disposal District (SWDD) retained Glace and Radcliffe, Inc. (G&R or Engineer) to prepare a solid waste master plan for Indian River County. As a result of the Engineer's evaluation of the current site, it was determined that an outparcel (NI/W pump) adjoining the north property acquired by the SWDD interferes with the efficient use of the property for solid waste management activities. Therefore, the Engineer has recommended that the County proceed with acquisition of the outparcel. SWDD has indicated that the owner of the property is willing to discuss purchase by the County. Task 17 of the original authorization to the Engineer contemplated additional services required as a result of the master planting activities. Task 17 was unfunded subject to any amendments requested by the County. The County has requested the Engineer accomplish a Phase I environmental audit of the outparcel, along; with retaining Appraisers to develop a value for the property. This amendment number I to the Scope of Services is specific additional services for Task 17, Modred. Task 1.7.0 Additional Services A. Phase I Environmental Audit The Engineer will prepare a Phase I environmental audit of the subject outparcel. The environmental audit will include the following tasks: ■ Onsite inspection of the property ■ Meeting with property owner to discuss use of site ■ Current and past uses of the site and adjoining properties • Water, sanitary and stormwater services ■ Site description ■ Standard Environmental Records 'Review ■ Review of Aerial Photographs ■ Title Search of 40 40 40 This Phase I audit is intended as a general overview of the site based upon site visits, owner's testimony and readily available public documents. No geotechnical work or other fieldfanalytical services is proposed. If such services are required, they will be provided in a subsequent Phase II environmental audit, which is unpriced at this time. The Engineer will prepare three (3) copies of a draft Phase I report for review by the County and the Appraiser retained as part of this amendment. After receipt of comments, the Engineer will provide five (5) final copies of the report; three (3) to the County and two (2) to the subconsultant appraiser. B. Appraisal Services The Engineer will provide the services of two certified appraisers. Two appraisers are provided to assure values are consistent. The appraisers will opine as to (lie value of the outparcel. The Appraisers will provide title search and methodology for determination of value. The Appraisers will provide a draft appraisal report For designated County staff review. The final appraisal reports will be provided to the County after authorization. The specific appraisal services are outlined in the attached proposals. C. Negotiations with Owner It is anticipated that up to three (3) meetings will be held with the owner of the outparcel to discuss acquisition. The Engineer along with the Appraisers will be prepared to discuss their respective reports. D. Schedule The following is the anticipated schedule of this project. The schedule may be modified pursuant to the agreement of the Engineer and County. Also this schedule is independent of the Master Plan Schedule.
