HomeMy WebLinkAbout2000-182is C_3 • w //-d Work Authorization No. 4 oo V+f P Attachment A SCOPE OF SERVICES AND SCHEDULE INDIAN RIVER COUNTY UTILITIES DEPARTMEN"f EVALUATION OF SLUDGE HANDLING FACILITY Project Understanding; Indian River County Utilities (IRCU) currently owns and operates a sludge receiving and dewatering facility located at the Gifford water reclamation plant. This facility receives sludge from the County's wastewater treatment facilities, private wastewater plant sludges, septage, and grease. Basically the system includes storage, mixing, degritting, and belt presses for dewatering. Dewatered sludge is hauled to the County's landfill for final disposal. As the sludge handling, facility has been operational for several years, certain aspects of the system as originally conceived, require modification. Also, the County has made a number of changes to reduce operational costs of the facility but has identified additional cost savings that may require modification to the system. Also, the Comity wishes to consider impacts to the facility if additional sludge is brought into the system for processing. Therefore, the County has requested Glace & Radcliffe, Inc. ("the Engineer") prepare an evaluation of the facility modifications and potential expansion requirements. Scope of Services The Scope of Services for this project consists of an evaluation of IRCU's sludge management facility. The following is a summary of the specific scope requirements: Task 100 :Site Visit and Staff Brainstorming Session A. Site Visit The Engineer will visit the site to observe operations and obtain information from operational personnel concerning facility perfornrrnce.'fhis visit will be for one (1) day. B. Brainstorming Session The Engineer will meet with County staff to discuss specific issues of the facility along with developing a list of specific recommended modifications and identity priorities for modification. It is anticipated that this meeting will take approximately 4 hours. as Ob • • From this meeting, the Engineer will prepare a summary of the discussion and specific recommendations. This summary will be provided to the County for approval. After approval, the Engineer will incorporate the recommendations into the evaluation report. Task 200 Evaluation Report A. Sludge Generation Projections The Engineer will take prior sludge generation quantities and develop a projection of sludge to be delivered to the County's sludge handling facility. As a modification to the projection, the Engineer will also include potential new entities delivering sludge to the system. The Engineer will also take into account modifications to the Gifford water reclamation facility as it relates to sludge production. B. Analysis From the on site visit results, discussions with staff, and sludge projections, the Engineer will prepare an analysis of the facility which will include the following: ■ Modification of the ramps and potential dump station for larger vehicles ■ Improvements to grease handling facilities Upgrade onsite lift station to reduce back ups 0 Modifications to odor control system ■ Improvements to sludge mixing, pu€nping, and nietcring Increased capacity (sludge holding and belt filters) for future sludge flows ■ Electrical control and standby power improvements. From the above evaluation, the Engineer will take c\isting as built plans of the facility and provide conceptual design sketches of the proposed mechanical system improvements. Further the Engineer will establish costs for improvements listed above. The Engineer will then meet with County staff to discuss the recommendations and evaluations to establish priorities of the modifications. Task 300 Submittal of Report After completion of the evaluation in Task 200, the Engineer will summarize the recommendations in an evaluation report. Five (5) copies of the report will be presented to the County for review. The Engineer will meet with Iridian River County representatives to review their comments on the report. After receipt of County comments, the Engineer will present five (5) copies of the final report to the County. The Engineer will assume facilities on as built plans are correct. For any future final design services, survey and geotechnical work will be required. No presentations to the Board of County Commissioners or Utilties Advisory Board is assumed for this project. FEE The fee For this project is as described in Attachment B as a [LIMP stun amount of $24,853. Partial payments will be submitted monthly based upon a percent complete for each task. Steve Bailey with Bailey and Associates has been retained to accomplish a review of the electrical system along with making estimating the cost of any control system modifications. Approvals The project proposal is accepted by the County and the Engineer as witnessed by the following signatures: Glace & Radcliffe, Inc. Indian River County Dai L. Fran B.
