I. Please provide information on the status of the implementation of the Local Housing
Incentive Plan or Incentive Strategy adopted by the local Affordable Housing Assistance Plan.
` A. Incentive Strategy:
■ Adopted regulations providing up to a 20i7n density bonus for affordable housing
development projects (housing element policy 2.5, Land Development
Regulations Section 911.14(4)(x)).
• Adopted regulations allowing for small lot subdivisions with reduced setbacks, lot
size, and lot width requirements (Land Development Regulations, Chapter 911
and section 971.41 (9)).
• Adopted regulations allowing for accessory single-family dwelling units in all
agricultural and residential ;toning districts (Land Development Regulations,
Chapter 911 and Section 971.41 (10)).
• Adopted regulations allowing multi -family dwelling units in conjunction with
commercial development, such as apartments over commercial buildings (Land
Development Regulations Section 911. 10 and Section 971.41 (5)).
• Adopted policies for expedited permit processing (Housing Element policies 1.5
and 1.G).
• Adopted a policy for review of proposed local policies or regulations which may
increase the cost of housing (Housing Element policy 1.7).
■ Adopted a policy for inventory of all surplus county owned land (Housing
Element policy 2.4).
• Adopted regulations allowing zero lot line subdivisions (Land Development
Regulations Section 915.15).
• Established Local Housing Assistance Program, allowing the county to utilize
State Housing Initiatives Partnership (SHIP) program funds for the provision of
affordable housing (Uca1 Housing Assistance Program, Local Housing
Assistance Plan, Housing Element policies 2.7, 3.5, 4.4, 4.6, 4.7, 4.9, and 9.1)

affordable housing.
— The county in conjunction with financial institutions conducts a
homebuyers' educational workshop program for all applicants who request
downpaymcnt/closing cost assistance (see attachments regarding
homebuyers' education program)
— Consumer Credit Counseling provides assistance to applicants through
lenders and through the homebuyers' educational workshops
— The Ifndian River County Council on Aging provides various services to
elderly and handicapped individuals including housing assistance
— The Housing Authority and Economic Opportunity Council provides
housing assistance to qualified households
The county staff provides one on one assistance to applicants for
completing SIIIP applications, resolving credit problems, referring
applicants to appropriate financial institutions for acquiring first
mortgages, and providing other assistance as needed

— By the end of June 2000, approved 45 loans with FY 99-00 funding. Had several
public meetings, newspaper and radio advertisements and announcements. The

LHAProgram is well known to the public. There are many more eligible
applicants than the county can assist with SHIP funds. Photocopy of the success
stories, newspaper articles, thank -you notes were sent to the Florida Housing
Coalition.
4. Describe how the Annual Report was made available for public inspection and comments.
Attach copies of all comments that were received and provide the local government's response.
Annual report provided to the public through Affordable Housing Advisory
Committee, Affordable Housing. Partnership meetings/Lending Consortium,
county planning division, municipalities within the county, the Treasure Coast
Builders. Association, and the county website. Availability of the reports also
advertised in the local newspaper.
Since State fiscal year 1992-93, 153 mortgages have been made to very low income
households with 2 in default.
Since State fiscal year 1992-93, 212 mortgages have been made to low income households
with 2 in default.

households with 1 in default.
