Dear Mr. Kafer:
In accordance with your request, Masteller & Moler, Inc. is pleased to submit 'this Addendum 44
proposal to Indian River County's Public Works Department for expansion of the Scope of the
CR512 Roadway Improvement project. Based on a series of meetings involving representatives
of the Florida Department of Environmental Protection (FDEP), property owners and Indian
River County Public Works Right-of-way staff, it has been determined that the FDEP agrees to
accomplish filling two (2) manmade canals east of 102°d Terrace on the St. Sebastian River
Preserve site. Discussions occurred concerning the potential for diversion of stormwater runoff
currently flowing to the two (2) manmade canals south into an expanded version of Lake "A" in
the CR512 Roadway Improvements Project.
The purpose of this Addendum Scope as proposed will be to determine the feasibility of
expanding the design of Lake "A" from approximately 2.2 acres to 30 acres to accommodate a
significantly larger drainage shed. The proposed 30 acre stormwater basin would service as an
expanded drainage area to the northwest and west of Route 95 covering lands owned by the
Carson Platt Estates and extending to the drainage divide, known as "Ten (10) Mile Ridge"
running in a north/south direction.
In order to determine if the new 30 acre stormwater basin will function as desired, a Feasibility
Study must be performed with the contents described as follows:
Masteller & Moler, Inc. will determine the shape and area of the upstream drainage shed and
establish the drainage information based on the undeveloped state of the Carson Platt Estate
property which will contribute runoff to the proposed 30 acre stormwater basin. It will be
assumed that the developed and undeveloped properties in the Industrial Park area north of the
proposed 30 acre stormwater basin will have their drainage systems reconfigured for discharge

into the new 30 acre stormwater basin. We will prepare a model which will incorporate the
runoff from an expanded drainage area as described above, the resultant effect on the proposed
30 acre stormwater basin. the design considerations with respect to the discharge structure and
the impact with respect to the downstream stormwater system which has been designed for CR
512 Improvement project will be evaluated. The Feasibility Report will be prepared and include
an exhibit at 2,000 scale showing the shape and size of the contributing drainage area with
respect to the proposed 30 acre stormwater basin. Other sketches, exhibits and stormwater
modeling information will be included to supplement written material. The Feasibility Study
will also include a brief narrative describing and discussing our findings as well as
recommendations and conclusions. Services for design and permitting are not included.
We anticipate the specific Scope of Services to be as follows:

1. Consult with County Staff to clarify and define requirements for the project.
2. Coordination with County Staff to acquire and review all previous studies, plans, and permits
pertaining to the project. This would include all past stormwater design data for original
industrial park and three (3) industry sites located in the park. It is assumed that County Staff
can produce the data.
3. Investigate to obtain additional information recommended to identify existing conditions
(using soil survey maps to determine soil characteristics and depth to water table).
4. Field survey and obtain three (3) cross sections at 200' intervals of two (2) existing canals
east of 102 Terrace. These are the canals to be filled in by FDEP. Also, field survey to
determine size and location of pipes crossing under 102nd Terrace.
5. Conduct field investigation if necessary to supplement available data.
6. Identify and analyze existing conditions of upstream contributing drainage area of
approximately 2,160 acres based on available data; and develop hydrologic and hydraulic
model to estimate existing conditions.
7. Develop hydrologic and hydraulic model of the proposed stormwater basin expansion (to 30
acres) with approximately 2,160 acres upstream contributing drainage area in order to
identify potential upstream and downstream impacts.
8. Review findings with County Staff.
9. Prepare a report containing findings and recommendations, including appropriate exhibits to
supplement written material.
10. Coordination with County Staff to finalize report incorporating client's comments.

The lump spun fee for this Feasibility Study as described above is $23,550.00.
We are prepared to initiate work on this project immediately upon our receipt of your
authorization to proceed and anticipate a timeframe of 90 days in order to complete our services
and provide the requested number of copies of the Feasibility Study to you.
