ENGINEERING WORK AUTHORIZATION

I. PROTECT DESCRIPTION
Consulting Engineering Services for the production of the Annual FDEP Recycling Report.
This project will include validating and analyzing the recycling data on which the report is
based.
II. SCOPE OF SERVICES
Reference is made to Attachment B, the attached Scope of Work and the "Professional
Engineering Services Master Agreement for Solid Waste."
III. CONSULTING ENGINEER INSURANCE REQUIREMENTS
The following insurance requirements will be provided in accordance with the Master
Services Agreement:
A. Workers Compensation Insurance in accordance with Florida Statues.
B. Automotive Liability with a coverage of $1,000,000 for a combined single limit.
C. General Liability with a limit of $2,000,000 for general aggregate coverage.
D. Professional Liability with an aggregate limit of $3,000,000.

IV. COMPENSATION FOR SERVICES
Task 1.0 - Engineering Services to analyze and verify
Recycling Quantities reported to FDEP $ 6,600.00 Upper Limit
Task 2.0- Engineering Services to prepare the
Annual Recycling Report $ 7,800.00 Upper Limit
Compensation for Tasks 1.0 and 2.0 is to be paid on a salary cost basis plus other direct costs on
an as needed basis. (See Attachment B).
A. Sala1y Cost Basis with Upper Limit
For the Basic Services performed on a salary cost basis with an upper limit, IRC agrees to
pay CDM as follows:
For engineering services performed by CDM, the payment will be equal to the salary
cost of such services for each employee times 2.35 for overhead and profit plus actual
out-of-pocket expense costs. Salary cost is equal to 1.393 times direct salary costs and is
defined as the cost of salaries (including sick leave, vacation, and holiday pay applicable
thereto) for time directly chargeable to the project; plus unemployment, excise, and
payroll taxes; and contributions for social security, employment compensation
insurance, retirement benefits, and medical and other group insurance benefits.
Out-of-pocket expense costs are all costs other than salary costs that are incurred during
the progress of the work. The out-of-pocket expense costs include: air fare, automobile
rental if required, mileage charges, parking tolls, taxi, meals, and lodging, all in
accordance with reimbursement rates set forth in Section 112.061, Florida Statutes (1999),
as amended, and telephone, printing and reproductions costs, and other miscellaneous
costs incurred specifically for this project. The maximum cost for blueprint sheets is
$1.10. The maximum cost for mylar sheet is $11.00 and sepia sheet is $5.00. The charges
for in-house computer program and word processor usage will be at CDM's regular
rates. For outside computer services, charges will be made at invoiced cost to CDM.

SCOPE OF SERVICES
INDIAN RIVER COUNTY SOLID WASTE DISPOSAL DISTRICT
ENGINEERING SERVICES FOR
ANNUAL RECYLING REPORT
PROTECT UNDERSTANDING
The Solid Waste Disposal District prepares an Annual Recycling Report for FDEP. CDM will
assist Indian River County (IRC) in documenting the basis for the Recycling Numbers being
reported within Indian River County. CDM will also prepare and certify the Recycling Report
for Indian River County.
Task 1.0 - Evaluation of Recycling Accounting System.
The Florida Department of Environmental Regulation has questioned the validity of quantities
reported statewide in the annual recycling reports they are receiving. The Annual Report this
year is to be signed and sealed by a Florida Registered Engineer. In order to verify the accuracy
of the numbers CDM believes the following investigation would be required.
A. Assess the way private haulers who are reporting quantities of recycled materials
are documenting the quantities.
B. Assess the physical activity associated with recycled materials. This would include
evaluating the gathering, storage, and sale of recycled material.
C. Evaluate data collection and maintenance at the scalehouse. CDM would observe
first hand the procedures for weighing and accounting for recycled materials.
D. Database Evaluation. CDM would review the handling of data in the database to
look for possible inaccuracies.
E. Flow Chart. CDM would produce a flow chart to diagram the processes involved
with producing and accounting for the Recycled materials for both private haulers
and IRC.
F. Identify possible errors and suggest improvements. CDM would evaluate the
recycling material accounting system for both private haulers and IRC.
G. Technical Memorandum. CDM would write a technical memorandum to report the
findings of the evaluation
Task 2.0 - Annual Recycling Report to FDEP
An Annual Recycling Report is required by Florida Department of Environmental Protection.
Camp Dresser & McKee will collect the data necessary to complete the forms provided by the
2 State. The narrative portion of the application will be revised to meet this years activities. The
e entire report will be reviewed internally for quality assurance before sending to FDEP. The
report will be signed and sealed by a Florida Professional Engineer upon submittal to FDEP.
