ADDITIONAL SERVICES ADDENDUM
FOR
THE HAZARDOUS WASTE MANAGEMENT PROGRAM
AND
MONITORING & MAINTENANCE OF THE WETLAND MITIGATION SITE
FOR THE
INDIAN RIVER COUNTY SOLID WASTE DISPOSAL DISTRICT
Eeotech Consultants, Inc, (ETC) and Indiana River County (County) agree to amend the
Standard Form Agreement for monitoring services to include assisting the County will the
hazardous waste management program associated with the operation of the solid waste landfill.
In general, ETC will perform the tasks previously assigned to the Environmental Chemist and
Hazardous Waste Technician positions at the landfill. Presently, both of these positions are
vacant, however, the County continues to receive and handle hazardous wastes at the landfill and
transfer stations. ETC will assist the County on a monthly basis following the terms defilted
below in Tasks 1-3. The services associated with the contract will be divided into four tasks as
follows:
ETC will perform monitoring and maintenance services for the approximately 12 acre mitigation
site located adjacent to Old Dixie Highway between 22"d and 23'a Streets in Vero Beach
(location and identity of the mitigation site as described in the Florida Department of
Environmental Protection Permit Number MS31-247323). The services to be performed by ETC
shall be those described by Tasks 4-7 presented below. ETC shall commence work on these
services within 30 days of receipt of the notice to proceed from the County. If the County elects
to have ETC remove the cattail plants from the mitigation site, then the County shall place a
suitably sized garbage bin at the mitigation site for disposal of this plant material.
The County may terminate this Additional Services Addendum partially or completely for any
reason, upon 34 days written notice.
SCOPE OF SERVICES HAZARDOUS WASTE MANAGEMENT PROGRAM
Task 1. Environmental Audit ('Staffing Assistance)
ITC will audit the storage, handling, and reporting process currently implemented by the
COUNTY at the landfill and each transfer station, within 90 days of Notice to Proceed. The
primary purpose of this audit will be to review compliance of COUNTY operations with permit
and OSHA requirements and conditions. A draft report will be provided to the County for
review, after which, a final report outlining the findings and recommendations will be submitted
to the County. This report will be provided (in hard copy and electronic formats) to the County
within 30 days of completion of the County receipt of the County review cotr+ments.

Task 2. Recommended Action flan (Starting Assistance)
ETC will develop an action plan, as determined by the Solid Waste Disposal District, to bring the
hazardous waste management program into compliance with permit and OSHA requirements and
conditions, as determined by the Solid Waste Disposal District, to improve the handling and
transfer process (defined within a flow chart). If chain of custody and other field reporting forms
do not exist, then ETC shall prepare the necessary forms to track any hazardous wastes received
by the County from the point of receipt to the final disposal point. A draft copy of these forms
will be submitted to the County for review and approval in hard copy and electronic formats.
Task 3. On -Going Operation & Reporting (Staffing Assistance)
ETC shall perform the following services:
&_3 identify and combine various paints, varnish, and thinners (i.e. various hazardous wastes)
into bulk containers for disposal;
9* identify and combine various aerosol cans and batteries into bulk containers for disposal;
X) coordination of the collection and transport of household waste, alkaline batteries,
automobile batteries, and fluorescent lamps from the transfer stations to the landfill for
further identification and storage in the hazardous waste storage center;
f0 assist with the exchange and transport of full 55 -gallon drums of oil filters from the
transfer stations to the landfill for storage;
til assist with the transport of propane tanks for removal of the valves and the steel for
recycling;
SO identification of hazardous wastes, and documentation and maintenance of computer
records on all hazardous wastes received and processed by SWDD;
20 coordination with various contractors for the collection and transport of hazardous waste,
refrigerants, waste oil, oil filters, antifreeze, batteries, fluorescent lamps, and biomedical
waste;
E0 coordination with Environmental Health to provide education and assistance to small
quantity and exempt hazardous waste generators;
R) coordinate with the contracted analytical laboratory the monthly, quarterly, and
semiannual sampling of the groundwater, surface water analytical data, and leachate for
(lie landfills, and report the analysis results to the Florida Department of Environmental
Protection and other interested agencies;
documentation and maintenance of computer records of the analysis results from the
groundwater, surface water, and leachate analytical data for the landfills;
SO conduct, document, and report the groundwater and surface water depths for the landfills
on a monthly basis;
t� monitoring and reporting the quarterly percent by volume of methane gas in the gas
monitoring wells from the landfill;
R-0 coordination of the updating and tracking of environmental permits and reporting
requirements; and
X) preparation of the annual air emission report and quarterly waste tire report.

BUDGET
The budget for the three tasks defined above is as follows
Task 1. $ 600.00
Task 2. $ 600.00
Task 3. $3,000,00 per month
Payment to be made upon completion of task.
SPECIAL CONDITIONS
The above -defined scope of services and budget assume that the COUNTY will provide for the
following conditions. The COUNTY will provide:
1, County will provide for transport of all hazardous materials and storage containers
associated with this CONTRACT that exceed the capacity of ETC vehicles (-k-500 lbs.);
2. ETC access to all files associated with hazardous waste management program;
3. all storage containers required to complete the above defined work;
4. all monitoring equipment necessary to collect groundwater, surface water, and leachate
samples and field data;
5. all laboratory services;
6, all travel expenses associated with out of county meetings in accordance with Section
112.061, Florida Statutes (2000); and
7, all materials necessary to maintain equipment and storage areas.
SCOPE OF SERVICES MONITORING & MAINTENANCE OF THE WETLAND
MITIGATION SITE
ETC has petitioned that FDEP accept the mitigation site on 31 October 2000. This addendum
was prepared assuming that the mitigation site will he accepted by FDEP by 31 December 2000.
Task 4. Data Collection
ETC will collect the following data on a semi-annual basis commencing within 30 days of receipt
of the notice to proceed with this task from the County. The data will be collected over a three
year period, for a total of six field sample events. The field data to be collected as part of this task
includes the following:
b one set of panoramic photographs of the enhancement area (as described in the FDEP
Permit No. MS31-247323) taken from two fixed locations within the preservation area.
The photo points will be located on an existing plan view drawing of the site. The site
location map will be submitted to the County and FDEP as part of the semi-annual
monitoring reports that will be prepared as part of'rask 2 described below;
b measurement of the percent survival and cover estimate of the vegetation plant during the
construction of the mitigation area;
iJ measurement of the percent cover of nuisance, exotic or invader species within the entire
wetland preservation area;

b preparation of a list of threatened or endangered species observed during the sample
events.
Task S. Semiannual Monitoring Reports
ETC shall prepare six semiannual monitoring reports that include the following information in
addition to the data collected as part of Task 1 as described above:
b the date of the last maintenance event including a description of the activities which
occurred during this event, and the next anticipated date of maintenance;
a description of the problems encountered and solutions to be undertaken for each
maintenance event;
b a list of the wildlife species observed in the scrub and wetland areas of the mitigation site
during each sample and maintenance event.
ETC shall submit two draft copies of the semiannual monitoring reports to the County for review
within 28 days of completion of each field sample event. The County shall submit its comments
regarding the semiannual monitoring reports to ETC within seven days of receipt of these reports.
ETC shall revise the monitoring reports to reflect the comments received from the County and
then shall submit two copies of the revised report to the Florida Department of Environmental
Protection and two copies of the revised report to the County.
Task G. Maintenance
ETC shall inspect the mitigation site on a quarterly basis for the three year period of this contract.
ETC shall remove, either manually or by use of herbicides, cattails (Typha spp.), Brazilian pepper
(Schinus ierebinlhifolhis), melaleuca (Melaleuca spp.), dog fennel (Eupalorhan capillifolhon),
broomsedge (Andropogon virginicus), elderberry (Saurhucus canadensis), and primrose willow
(Ludwigia peruviana) plants from the wetland and upland portions of the mitigation site. Upon
request by the County, ETC shall remove the above referenced plants from the mitigation site.
Task 7. Garbage Clean-up
ETC shall inspect the mitigation site twice per year and remove domestic garbage from file site.
The County shall place a suitably sized garbage bin on-site, when requested by ETC, for
collection of the garbage generated from the mitigation site. The County shall be responsible for
final collection of all garbage generated front the mitigation site. ETC shall not be responsible for
collection and/or removal of construction debris, white goods, and/or automobiles or automobile
parts from the mitigation site.
BUDGET
The budget for tasks 4 through 7 as defined above will not be altered from its original amount by
this addendum, therefore, no additional budget is requested for this portion of the addendum,
However. ETC retains the right to request additional funding, subject to approval or disapproval
by the County, for work that may occur after 1 January 2001. subject to FDEP approval, if the
work is required because of uncontrollable weather circumstances, such as the on-going drought.
