Dear Mr. Fry:
Pursuant to the terms and conditions set forth in our Arbitrage Rebate Compliance Services Engagement
Letter dated September 27, 2000, this addendum is to confirm the engagement of Public Financial
Management by Indian River County, Florida for the purpose of performing calculations relating to the
rebate requirements contained in Section 148(f) of the Internal Revenue Code of 1986 for the additional
tax-exempt obligations listed in Exhibit A hereto.
