The Board of County Commissioners in and for Indian giver County, Florida, met at
the Court douse in Vero Beach, at 3:00 o'clock F'.C?. Thursday, november 2nd 1333, with
the following members of the Board present: J.J.-P.Bamilton, Chairman; x.S@Nadge; John
M. Knight and Wdwin ca, trielseth. also present were miles warrens Clerk and William
.Frick � eriff .
The 'State Board of Administration having advised this .Hoard of certain proposals
received to sell certain securities of the County of Indian xiver, and the Hoard having
fully discussed the same, and having considered, the following resolution was introduced
by Commissioner Mudge, who moved its adoption:
wHEIMAS, the Board of Administration has submitted certain proposals of persons
and firms offering to sell to said Board of Administrations bonds of the County of Ind-
ian River, under the provisions of house bill no. 30, acts or the 1966 session of the
Legislature, and
• w.HEIWAs, after carefully considering all of such proposals, and considering tine
amount of funds available with said Board of Administration, for this purpose, and tak-
ing into consideration all existing conditions, it is deemed advisable to approve the
purchase of certain bonds of Special Raft & Bridge District 3p4;
T OREFORE, BE IT RESOLVED by the Board of County Commissioners of ind4an river

County, Florida, in special session that the Hoard of administration be requested to
purchase for account of said -b-pecial Road & Bridge .ui strict the following bonds,to-wit:
5 bonds due July 1, 1944
1 bond due July 1, 1938
1 bond due July 11, 1939, to be purchased from Tax Adjust -
mens Service, Inco, Fort Fierce, Florida at a price of 37 flat, and 5 bonds due July 1,
1936, to be purchased from ihomas M Cook &. Co., vest Palm Beach, .Florida, at a price of
37 flat , and One (1) bond due July 19 19461, to be purchased from viarren v York & Co . ,
1014, Hamilton St. , Allentown, -Penna, at at price( of 41 flat.
The above resolution was seconded by Commissioner R.elseth., and upon being put to
a vote was unanimously, adopted.

It was moved, seconded and, carried that Projects #29, 30 and 31 of the Counter
Relief Organization, for the Clet ring and grading of certain roads in the County be
approved and properly certified to kstate headquarters for acceptahce.
It was ordered that v+illiam Yates, pauper, be stricken from the pauper list, softer
the warrants are mailed at the meeting to be held Tuesday, bolVember 7th 1933.

You are hereby commanded to collect out of the reel estate and personal property,
and from each of the persons and corporations named in the annexed roll, the taxes set
down in each roll opposite each name, corporation or partial bf land therein described ,
and in case taxes so imposed are not paid at the time prescribed, by law, you are to
collect the same by levy and sale of the goods and chattels, lands and tenements so
assessed, or of the person or corporation so taxed.; and all sums collected for the State
taxes you are to pay to the State Treasurer at such time as may be required by lav, and
at the same time you are to pay to the legally qualified depository all sums collected
for County taxes, district school taxes and other special taxes; and you are further
required to make all collections on or before the first Monday in April; and on or
before the first Monday in July you will make a final report to and settlement with the
Comptroller and County Commissioners.

Commissioner Mudge introduced the following resolution and moved its adoption:
1'hereas0 the 1933 Legislature by House Bill He« 304 known as the Kanner Act, being
Chapter 158910 did provide, among other things, that the State Board of Administration
was authorised Brod direoted, on and with the approval of the Board of County Commission -
era of the affected county, to use any or all of the moneys derived from gasoline taxes
and credited to the a►ocotmt of such county for road or road and bridge districts therein
for the purpose of purchasing bonds; and
lYhereas# this Board, namely, the Board of Bounty Commissioners of Indian River
County* did at a meeting of said Board held August 21# 19330 adapt the provisions of said
Kanner Lot iu so far as the same affected Indian River 0ouAty and road or road and bridge
districts therein by resolution which# among other things, provided "that this Board here-
by elects to involve and does hereby accept and adopt the provisions of paragraph rtpc of
House Bill No0 34 approved, May 290 1933, and does hereby determine that It is for the
best interest of Indian River County to use any and all moneye derived from the gasoline
tax and now or hereafter credited to the account of this county for road and bridge dip -
;trios therein for the purpose of purchasing$ at a price below the par value thereof, and
at the lowest acceptable offer, subject to the specific limitations hereinafter presori
any road and bridge bond or bonds of such county or special district"; and
Whereas, the Board of Qouaty Commissioners of Indian River bounty does desire to
modify said resolution. adopted ,August 210 1933, by elltinating from said resolution and
from the effect and operation of the said Kanner Act Special Road and Bridge District
Ha. 4 in Indian River County, Klerlda, and Wubasaso Bridge District; in Indian River Count]
Florida* and to provide that said resolution of August 210 1933, and said Kanner Act sh413
no longer apply to said fteci.al Road and Bridge District No# 4 and to said Wabasso Bridge
District in said county, but that Other th= asto said two districts said resolution and

the provisions of said Kenner Act, as described in said resoluti.ono shall remain in full
force and effect; therefore$
Be It Resolved by the Board of 0ot0nty 00namissioners of Id en River county* Florida$
that said resolution of said Board adopted August Sl, 19330 shall be modified by elimine-
ting therefrom Special Road and Bridge District Ma,► 4 and Wabasso Bridge District in sold

ocunty0 to the extent that said resolution and said Kanner Act,# as described in said re-
solution, shall not apply to said Special Road. and Bridge District Doi 4 and said Nabasso
Bridge District, in said county, from the date of this resolution to October 18 3934, but
that said resolution of est Rh 1933# shall remin in full force and effect as to said
Indian River County and all road or road and bridge districts therein# excepting only the
said two districts herewith specifically excepted;
Be It Further Resolved by the Board of County Conmissioners of Indian River County
that the State Board of Administration be herewith requested and instructed to use all
gasoline taxes credited to Special Road and Bridge District Noi, 4 and Vabasso Bridge Dis-}
triot, In Indian River County, at this time or which shall become available to said dis-
triots prior to October 1# 1934, for the payment of obligations of said districts as pro-
vided by law prior to the enactment of said Kanner Act and prior to the adoption of said
resolution of august 210 19330 and that said State Board of Administration be requested
and Instructed to expend all funds coming into its hands foss the use and benefit of Indiax
River County and the road or road and bridge distracts therein0 other than special Road
and Bridge District No* 4 and Nabasso Bridge District, in the manner provided by said
Kanner Act, as set out and adopted by the resolution of this Board of August 21# 19333
Be It Farther Resolved that the Board of County Commissioners of Indian River County
herewith declines to avail itself of the operation of said.Banner &ot in so for as the
same concerns Special Road and Bridge District No„ -4 and Wabasso Bridge Districts from
the time of the adaption of this resolution to October 19 1934, but does avail itself and
does desire to continue to avail itself, in accordance with the resolution of this Board.
adopted August 21,, 19330 of the provisions of said Kanner Act with regard to said Indian
►ver , Cowrrty and the road or read and bridge districts therein other than the said two
districts herewith specifically, exempted, and that the said resolution adopted August 21#
19338, shall remain in full force and effect, except as herewith specifically modifiedl
Be It Farther Resolved that a certified copy of this resolution be fornrded to the
State Board of Admigistrationo
The above resolution was seconded by Commissioner Helseth and upon being put to a
vote the same was unanimously adopted.
There being no further business on motion made, seconded and carried the Board then
adjourned until the regular meeting to be held in November 1933.
