This Work Order Number of is entered into as of this4th day of October , 2024,
pursuant to that certain Continuing Contract Agreement, dated September 26, 2023 (referred to as
the "Agreement"), by and between INDIAN RIVER COUNTY, a political subdivision of the State of
Florida ("COUNTY") and Co lepra( ASSoGic-,4- , :I;^c • ("Consultant").
The COUNTY has selected the Consultant to perform the professional services set forth on
Exhibit A (Scope of Work), attached to this Work Order and made part hereof by this reference. The
professional services will be performed by the Consultant for the mutually agreed upon lump sum or
maximum amount not -to -exceed professional fee. Any additional costs must be approved in writing,
and at a rate not to exceed the prices set forth in Exhibit B of the Agreement (Rate Schedule) for RFP
2023064, made a part hereof by this reference. The Consultant will perform the professional services
within the timeframe more particularly set forth in Exhibit A (Time Schedule), attached to this Work
Order and made a part hereof by this reference all in accordance with the terms and provisions set
forth in the Agreement. Pursuant to paragraph 1.4 of the Agreement, nothing contained in any Work
Order shall conflict with the terms of the Agreement and the terms of the Agreement shall be deemed
to be incorporated in each individual Work Order as if fully set forth herein.
IN WITNESS WHEREOF, the parties hereto have executed this Work Order as of the date first

Services Project Summary of Nominated Lands Task Work Order
Dear Ms. Swindell,
Ecological Associates, Inc. (EAI) is pleased to submit this scope of services and cost proposal to
assist with the Acquisition of Environmental Lands in Indian River County. The Project
Summary scope of services is included in Attachment A along with our rate sheet in
Attachment B.
EAI proposes to complete the tasks described in Attachment A on a time and materials
basis for a not -to -exceed amount of $35,000.00. The maximum limiting fee will
not be exceeded without prior approval of Indian River County. Task work will begin upon
approval and authorization from the County.

SCOPE OF SERVICES

Ecological Associates, Inc. proposes to provide the following services to Indian River County under this
Work Order. Current rates for this project are included as Attachment B. Travel expenses will be subject
to the limitations set forth in Section 112.061, Florida Statutes.
The purpose of the Property Summary will be to provide the Environmental Lands Acquisition Panel
(ELAP) with sufficient information to allow members to rank nominated parcels that have (1) met the
minimum review criteria and (2) received documentation from the property owner that the nominated area
may be included for consideration for purchase (i.e. "Willing Seller)". A Property Summary shall be
completed for each parcel to be ranked by the ELAP. The Property Summary initially will be generated
as a compilation of database information (aka a "desktop" survey); however, an additional field survey
may be required for specific nominated properties.
The following framework will be used to generate the Property Summary. All items in the outline will be
addressed; those items not relevant to a particular nomination shall be noted as "N/A" with a brief
description of the lack of applicability.
1. Site Overview
a. Location (General Description & Location map)
b. Size
c. Current Zoning
2. Description of Vegetative Communities
a. List of land uses with a brief description of typical species for this area. A land Use Map
will be included in this section.
b. Summary table identifying the approximate acreage of native uplands, jurisdictional
wetlands, surface waters, and disturbed lands. Disturbed lands may include developed
areas, cleared lands for agriculture/silviculture/mining or other uses, or lands previously
cleared and in transition.
c. Connection of native vegetative communities to off-site lands.

3. Description of Wildlife Use
Description of the potential for protected species to use the site based on database information
that is available through USFWS, FWC, or FNAI. This information can be presented in a table
format for ease of review. The table should note the status for each species described (i.e.
Endangered, Threatened, Candidate for Listing, etc.). Maps may be included, as applicable.
4. Summary of Wetlands
a. Table with Wetlands summarized including general size, connection to other
wetlands/surface waters (especially to OFW's or wetlands in conservation).
b. Summary if there are notable alterations to hydrology, especially if the alterations extend
off-site, based on a review of aerial imagery or other sources.
c. Maps such as NRCS soils mapping, National Wetland Inventory mapping, and USGS
topographic mapping may be included, as applicable.
5. Water Resource Potential
a. Description of areas that may qualify as aquifer recharge locations. Database information
on soils or recharge areas may be included to identify specific areas, as applicable.
b. Potential use of wetlands for improving water quality leaving the site.
c. Potential use of wetlands for attenuation to control discharge (timing and volume).
6. Proximity to Identified Corridors and Greenways
Use available database information to provide a general overview. Maps may be included as
applicable.
7. Restoration & Land Management Considerations
a. Potential for restoration or creation of habitat.
b. General discussion of the extent of restoration required to address invasive species or
significant land alterations.
c. Types of land management that are suitable for the site, and the ease of implementation
for each, as applicable.
8. Other Considerations
This section is where any other considerations not outlined above will be identified to complete
the application for a particular nominated project. Generally, this section will describe any site
conditions that may require additional investigation prior to a nomination being considered for
ranking. Examples may include a concern for buried waste, or encumbrances such as the
presence of easements not noted in the application materials.
As Needed Services: EAI may provide additional services under a separate scope of work and work
order, as requested by Wendy Swindell.
