ATTACHMENT A ENGINEERING WORK AUTHORIZATION Date: Work Authorization No. 16 for Consulting Services County No. 9901-16 Camp Dresser & McKee Inc. (Consultant) CDM Project No. I. PROJECT DESCRIPTION — TASK 1.0 to 2.0 Consulting Engineering services related to the evaluation of the five Convenience Centers located throughout Indian River County. Citizens of Indian River County deposit municipal solid waste and recyclables at each Convenience Center for transfer to the County's Landfill. CDM will evaluate each Center and prepare a report with recommendations for improvements, which will be the basis for design enhancements of the Centers. These improvements will address Indian River County's operating procedures and physical site improvements 11. SCOPE OF SERVICES Reference is made to Attachment B, the attached Scope of Work and the "Professional Engineering Services Master Agreement for Solid Waste". III. CONSULTING ENGINEER INSURANCE REQUIREMENTS The following insurance requirements will be provided in accordance with the Master Services Agreement: A. Workers Compensation Insurance in accordance with Florida Statutes. B. Automotive Liability with a coverage of $1,000,000 for a combined single limit. C. COMPENSATION FOR SERVICES Engineering Services: Task 1.0 - Prepare Evaluation Report with Recommendations and Cost Estimate (Lump Sum) $25,390. Task 2.0 - Conceptual Design Options (Lump Sum) $21,430. Total (Lump Sum) $46,820. Lump Sum Cost Elements For the basic services performed for a Lump Sum fee, Indian River County Solid Waste Disposal District agrees to pay Camp Dresser & McKee Inc. ATTACHMENT B SCOPE OF SERVICES INDIAN RIVER COUNTY SOLID WASTE DISPOSAL DISTRICT CONVENIENCE CENTER SITE AND OPERATING IMPROVEMENTS EVALUATION PROJECT SCOPE OF SERVICES Introduction The Solid Waste Disposal District (SWDD) was established as a dependent special district of Indian River County on December 22, 1987 under Ordinance 87-67. The SWDD encompasses the unincorporated area of the County, and through interlocal agreements, the municipalities of Vero Beach, Town of Indian River Shores, Town of Orchid, City of Sebastian, and the City of Fellsmere. The SWDD's waste management system is composed of three primary budgetary systems consisting of the landfill operations, refuse operations, and recycling operations. The landfill operations and budget address the administration of the SWDD, waste disposal, household hazardous waste management, and the administration of the franchised waste collection companies. The refuse operations and budget address the SWDD operated transport of residential waste from the five collection / recycling (Convenience) Centers to the landfill. The recycling operations and budget address the staffing of the Convenience Centers; the collection, processing and marketing of recyclables; and the public education program for the promotion of recycling. The five Convenience Centers are staffed by county employees and are scheduled for overlapping service, six days a week. Approximately 18% of the residential garbage and five percent of recycled material of Indian River County is collected at the Convenience Centers. Household hazardous materials and five percent of the county's yard waste are also collected at the Centers. The sites have been operating for over ten years and a review of their status is recommended. There are several areas which require attention as outlined in Task 1.0 below. Task LO - Prepare Evaluation Report with Recommendations and Construction Cost Estimates CDM will evaluate the Convenience Centers and prepare a report setting forth the findings. The evaluation process would include gathering information through site visits, interviews of employees, and users of the sites. CDM would inspect each site for physical structural damage, evaluate traffic flow, evaluate equipment, analyze customer usage, assess employee procedures, appraise site drainage, employee accommodations, site security, material storage, and site safety. CDM will also conduct SWDD employee interviews and informal IRC customer interviews to identify issues to address. CDM is aware of the following issues with the sites and would address these as part of the evaluation: F0199.dw B-1 dD .......... CDMCamp Dresser & McKee Inc. • Uneven ground where recyclables are collected • Standing water on lower level where roll -off containers are located • Employee issues with equipment ■ Employee means of ascent between lower and upper levels of transfer stations ■ Evaluate employee accommodations ■ Structural integrity of retaining walls ■ Container Loading area evaluation - width of bottom slab - surface wear on slab - stormwater drainage • Erosion along ramps to upper level • Interviewing citizen users of the Convenience Centers ■ Employee work practices at Convenience Centers ■ Aesthetics ■ Landscaping ■ Waste Stream and Recycling stream cost analysis CDM will prepare conceptual cost estimates of proposed improvements outlined in the evaluation report. Other issues may include quality of roads, gates, fences, and machinery and equipment. The traffic study will incorporate analyzing traffic count data collected by Indian River County Traffic Engineering for the SWDD. CDM will determine from the data the distribution of use between the centers as well as the peak usage times at each center. CDM will correlate the material hauling data to the traffic count data to further identify the patterns in the operation of the Convenience Centers. Two traffic counts will be performed at each center with at least one during the peak season of February. One of the traffic counts has already been conducted. CDM will provide the County with recommendations regarding design options for review. The design options follow the level of effort and expense such as basic and essential facilities improvements, moderate and substantial capital improvements. Task 2.0 — Conceptual Design Options CDM will provide Indian River County with recommendations regarding design options for review. These recommendations will include tables summarizing basic, essential facilities improvements, moderate improvements and substantial capital improvements. Design sketches will be utilized to illustrate some of the improvements recommended. Both the recommendations and design sketches will be provided as both paper copies and in Electronic format. SCHEDULE CDM will provide a draft report to County Staff approximately ninety days after notice to proceed.
