Vidilies 1 31 of Risk ,Matingul. 40 40 40 ATTACHMENT B SCOPE OF SERVICES INDIAN RIVER COUNTY SOLID WASTE DISPOSAL DISTRICT ENGINEERING SERVICES FOR ANNUAL PERMITTING SERVICES PROTECT UNDERSTANDING Each year Indian River County (IRC) Solid Waste Disposal District (SWDD) is required to document environmental compliance in accordance with several different permits. CDM assists IRC with these submittals to FDEP each year. This proposal summarizes this work into a single work assignment. This project is to provide permitting services which are required each year by FDEP permit. These services include: - Task 1.0 - Annual Recycling Report - Task 2.0 - Financial Assurance - Task 3.0 - Full Cost Accounting - Task 4.0 - Groundwater Contours Task 5.0 - Title V Air Permitting CDM will coordinate with the SWDD in order to provide timely execution of each portion of this project. At Indian River County's discretion an individual task (of Tasks 1.0 to 6.0) may be withdrawn in order to be performed by Indian River County. This will result in no penalty to IRC or to CDM. Once work has begun on a task by CDM it will not be withdrawn. TASK 1.0 - ANNUAL RECYCLING REPORT. The Solid Waste Disposal District prepares an Annual Recycling Report for FDEP. CDM will assist Indian River County (IRC) in documenting the basis for the Recycling Numbers being reported within Indian River County. CDM will also prepare and certify the Recycling Report for Indian River County. TASK 1.1 - EVALUATION OF RECYCLING ACCOUNTING SYSTEM The Florida Department of Environmental Regulation has questioned the validity of quantities reported statewide in the annual Recycling reports they are receiving. The annual Recycling report this year is to be signed and sealed by a Florida Registered Engineer. In order to verify the accuracy of the numbers CDM believes the following investigation would be required. ,WW43.d- B1 OD 40 C-1 A. Assess the way private haulers who are reporting quantities of recycled materials are documenting the quantities. B. Assess the physical activity associated with recycled materials. This would include evaluating the gathering, storage, and sale of recycled material. C. Evaluate data collection and maintenance at the scalehouse. CDM would observe first hand the procedures for weighing and accounting for recycled materials. D. Database Evaluation. CDM would review the handling of data in the database to look for possible inaccuracies. E. Flow Chart. CDM would produce a flow chart to diagram the processes involved with producing and accounting for the Recycled materials for both private haulers and IRC. F. Identify possible errors and suggest improvements. CDM would evaluate the recycling material accounting system for both private haulers and IRC. G. Technical Memorandum. CDM would write a technical memorandum to report the findings of the evaluation TASK 1.2 - ANNUAL RECYCLING REPORT TO FDEP An annual Recycling report is required by Florida Department of Environmental Protection. Camp Dresser & McKee will collect the data necessary to complete the forms provided by the State. The narrative portion of the application will be revised to meet this years activities. The entire report will be reviewed internally for quality assurance before sending to FDEP. TASK 2.0 - FINANCIAL ASSURANCE Indian River County operates a Class I landfill through a contract with Waste Management Inc., a Construction and Demolition (C&D) Debris Landfill facility and a Waste Tire Processing facility. Indian River County is required by Chapter 62-701, F.A.C. to provide financial assurance for each of these facilities. TASK 2.1- FINANCIAL ASSURANCE REPORT CDM will prepare documentation that demonstrates proof of financial assurance for the cost of closing and providing long-term care for the Class I landfill, the C&D Debris Landfill, and the Waste Tire Processing center. This documentation will be submitted for review by the Solid Waste Disposal District and Elie Indian River County Finance Department. Eight copies of the final document will be provided to the County. CDM will meet with Indian River County up to six times to discuss issues and to provide needed coordination. CDM will also respond to FDEP correspondence regarding Financial Assurance. TASK 2.2 - SURVEY AND AIRSPACE ASSESSMENT CDM will provide surveys and assessments of consumed airspace, performed by Carter Associates, Inc. for the Class I and C&D landfills. The survey work for the Class I waste area will include a complete topographic survey of the "Infill", the eastern top of Segment I, as well as the ditches and roadways surrounding the Class I area. The topographic survey of the C&D landfill site will include the waste area, as well as the fence -line and the surrounding ditches E 40 4P and berms adjacent to the C&D site. CDM will review the volumetric modeling and include a summary of estimated waste density based on the results of the survey and volumetric modeling. The deliverable from Carter Associates, Inc. will consist of a survey report identifying the dates the field survey was completed. Airspace consumed and remaining airspace based on construction and design criteria shall be specifically identified. The survey report shall also include the results of the volurnetric calculations for the Segment II portions of the Class I landfill, as well as the C&D landfill area. Deliverables accompanying the report shall include: A 1" = 5i}' scale contour map for each site with one -foot contour intervals in regular weight lines, and five foot contour intervals in bold weight lines. Each contour map shall also be provided on reproducible Mylar. Signed and sealed contour maps will be provided on 81b " by 14" paper of each landfill site in 1" = 200' scale. Each 1" = 200' scale map shall also be provided on a reproducible Mylar. A 31h" diskette or CD with ASCII file of the survey data in AutoCAD R14 will also be provided. For the Class I landfill, the report shall include an evaluation of the compaction of the waste and an analysis as to whether Waste Management is meeting its contractual compaction requirements. For the C&D site, an evaluation of footprint and side slopes shall be provided, with an analysis as to whether the site is being operated and constructed in accordance with the permitted design. SCHEDULE It is estimated that it will take approximately four months from the time that CDM receives notice to proceed to complete the work outlined in Tasks 2.1 and 2.2. The survey will be field documented by June 15, 2001, and the subsequent survey and survey report will be completed by July 15, 2001. 'rhe completed Financial Assurance Report will be completed by September 1, 2401. TASK 3.0 - FULL COST ACCOUNTING STUDY AND REPORT FOR FISCAL YEAR 1999-2000 Under provisions of Chapter 62-708.300(3), Florida Administrative Code, Indian River County Solid Waste Disposal District (SWDD) is required to determine and publicly disclose the full cost of solid waste management within its service area for Fiscal Year 1999-00. CDM will prepare a report setting forth the full cost of solid waste management for Fiscal Year 1999-00 in accordance with the requirements of Chapter 62-708, Florida Administrative Code. CDM will also prepare a draft public notice based on the full cost of solid waste management in Indian River County for Fiscal Year 1999-00. SCHEDULE CDM will provide a draft report and public disclosure notice to the County by February 15, 2001 assuming receipt of all data required to perform the study by January 15, 2001. After receipt of comments, CDM will submit the final report and public disclosure notice within two weeks, rbMldoc B-3 40 do 0 TASK 4.0 - GROUNDWATER ELEVATION CONTOUR MAPS The Indian River County Solid Waste Disposal District (SWDD) is required by its Florida Department of Environmental Protection (FDEP) operation permit to periodically prepare and subnut groundwater elevation contours to the Department. According to FDEP Permit No. 5031-245525, Exhibit I, Condition No. 23, the SWDD must prepare a groundwater elevation contour map for each monitored aquifer zone, and submit these maps to the Department semi- annually. CDM will provide to Indian River County SWDD groundwater elevation contour maps for the January 2001, and July 2001 sampling events conducted at the landfill. When CDM receives the landfill monitoring network groundwater depth readings from the County, groundwater elevations (in feet NGVD) will be calculated. They will then be organized by aquifer zone into shallow, intermediate, and deep surficial aquifer readings, and groundwater elevation contours will be developed on separate maps for each aquifer unit, These contours will be developed and reviewed by a registered professional engineer; certified maps will be provided to Indian River County SWDD for submittal to the FDEP as required by permit. Any readings which are not consistent with past observations will be noted. CDM will also review water quality data collected by SWDD on a quarterly basis prior to submittal to FDEP. This review will be to identify exceedances which may require explanation on trigger resampling of some wells. CDM will also provide laboratory coordination services for SWDD as requested. SCHEDULE Groundwater elevation contour maps for Task 4.0 will be provided to Indian River County SWDD within four weeks of receiving the groundwater depth readings. TASK 5.0 - TITLE V AIR OPERATION PERMIT STATEMENT OF COMPLIANCE INTRODUCTION The Indian River County Solid Waste Disposal District ('SWDD) has a Title V Air Operation Permit, Permit No. 0610015 -001 -AV, dated June 15,1998, for air emissions from its Class I Landfill and air curtain incinerator at the Indian River County Landfill Facility. The Title V Air Operation Permit, Section 11, Facility -Wide Conditions, Condition No. 2, Appendix TV -1, No. 52., requires that the permittee submit annually to DEP and the U.S. EPA, a Statement of Compliance, which lists all terms and conditions of the Permit, whether or not the Facility was in compliance with each condition during the reporting period, and the method for determining compliance with each condition. TASK 5.1 - TITLE V AIR OPERATION PERMITTING SUBMITTALS - 2000 - 2001 TASK 5.1.1- DATA GATHERING In order to prepare the Statement of Compliance for every permit condition listed in the Title V Air Operation Permit, CDM will need to refer to some SWDD records, logs, and observations. A preliminary list of information needed is presented below. &3443.do B-4 CI r 40 1) DEP Solid Waste Division site inspection reports for period between June 15, 2000 to June 15, 2001. 2) Any records of any odor complaints received by either the SWDD or the County pertaining to the Landfill. 3) Total waste received (tons or cubic yards) at the landfill during this period (and source of this information). 4) Information on whether or not additional Landfill capacity was permitted in the reporting period. 5) Amount of waste (tons) and types combusted during the reporting period in the Air Curtain Incinerator, and source (monthly log) of this information. If no waste has been combusted, last date that the Incinerator was used, whether or not it has been shut down, and whether or not it will be started up or used in the future. b) List of equipment (insignificant emissions units) used at the Landfill in the reporting period, and currently being used. 'Examples include: yard waste tub grinder, C&D Rome Mauler, trommel, shredder, wheel remover, and dozers, loaders, compactors, etc. CDM wail provide the list used in the Title V Permit Application, and request that SWDD indicate changes and revisions. 7) Information on whether open burning occurred at the Landfill during the reporting period. 8) Verification that disposal of appliances containing refrigerants (regulated ozone- depleting substances) is being performed with equipment certified pursuant to 40 CFR 82.161, and in accordance with training requirements and procedures in 40 CPR 82 Subpart F. This will likely require getting copies of certifications from the contractor performing this work. 9) Any information in maintenance logs pertaining to dust suppression activities. Examples include watering of piles and unpaved areas, and revegetation of closed landfill areas. CDM will prepare a preliminary draft of the Statement of Compliance Table that highlights all information needed, as well as update the summary list above. CDM will work with the SWDD to either identify potential sources of any difficult -to -obtain information, or to develop defensible estimates, wherever necessary. TASK 5.1.2 --- PREPARATION OF DRAFT AND FINAL STATEMENT OF COMPLIANCE The Statement of Compliance will be a large matrix table listing every Title V Permit condition, and containing columns for the following information for each condition: Methods or other information used to determine the compliance status, Compliance status for this permit condition, rb3443.doc 13-5 CI Other facts relevant to the compliance status, and Deviations or possible exceptions to compliance, and proposed schedule for coming in to compliance. The table will be followed by the Responsible Official Certification. This is a statement, signed by a representative of the SWDD, that the compliance information being submitted is true, accurate and complete. CDM will complete the preliminary draft by filling in the information compiled as part of Task 5.1.1. CDM will submit this draft Statement of Compliance to SWDD for comments. When comments are received, CDM will prepare a final Statement of Compliance for SWDD review and signature by the Responsible Official. CDM will then submit the signed final Statement to DEP. CDM will meet with TRC up to six times to discuss issues and to provide needed coordination. CDM will also respond to FDEP correspondence regarding the Title V issues. CDM's proposed schedule for Task 5.1 is; r CDM submits preliminary draft Statement of Compliance matrix table showing needed information, and updated data needs list, to SWDD by April 15, 2001. ■ CDM submits the final Statement of Compliance to FDEP by June 1, 2001. TASK 5.2 - PREPARATION OF STATEMENT OF COMPLIANCE FOR YEAR 2000 CDM will prepare the Title V Annual Operating Report (AOR) and Annual Emissions Fee form, both due to DEP in March, 2001. These reports will be based on reports prepared previously updated with year 2000 operational and compliance information. CDM will prepare drafts for SWDD review and comment, and then final versions for signatures, prior to submittal to DEP by the regulatory due dates. The following schedule is anticipated for the work in this proposal. In response to our discussions over the past few weeks, Curter Associates, Inc. is pleased to submit the following proposal and associated information for the performance and preparation of an "as -built" surrey of the Indian River County Landfill Segment 11, the Infill and the Construction and Debris Mound for the purposes of computing volumes and quantities of consumed and unused airspace in June or July of the year 2001. Our fine is located in Vero Beach, Florida, and has been in existence since 1911. Carter Associates, Inc. has a long standing history of competent, reliable, and professional land surveying services within the area. With its many years of experience in the field of surveying, land development, municipal and other government areas, Carter Associates, Inc. has kept abreast and amassed the technical knowledge and expertise to perform and complete the tasks as set forth in this proposal. We have assembled a professional team, each with thorough knowledge and experience in the field of surveying and mapping. Over the past few years, our fu -m has performed extensive survey projects in and around the Vero Beachllndian River County area for the Indian River County Solid Waste Disposal district. We are familiar with the terrain, access and mobility requirements of the area and are totally familiar with the survey requirements of the Minimum Technical Standards (M.T.S.) set forth by the Board of Professional Surveyors and Mappers, pursuant to Section 472.027, Florida Statutes and Chapter 61G 17, Florida Administrative Code. Our past history includes assisting the Indian River County Solid Waste Disposal District with professional surveying services for many projects within the Indian River County Landfill site. Carter Associates, Inc. will calculate occupied and unoccupied airspace based on the plan elevations and total permitted volumes provided by C.D.M. and the three -dimension model of the existing topographic features (surface) provided by the sub -consultant. C.A.Y. will prepare a surveyor's report certifying to the calculated quantities. 3.) The coordinates furnished will be relative to the North American Datum of 1983, Adjustment of 1990. Vertical data (elevations) will be established using conventional Third order accuracy standards and will be relative to the National Geodetic Vertical Datum of 1929. Note: As discussed previously with Marty Lewis of C.D.M., Indian River County (or others) will construct and prepare monumentation and/or concrete slabs for aerial target control points. it is assumed C.A.I. will establish horizontal and vertical control for each aerial target control point (constructed by others) prior to the sub -consultant photographing the site.
