FOR PHASE II DESIGN SERVICES for EMERGENCY OPERATIONS CENTER EXPANSION

This First Amendment to that certain Agreement for Phase II Design Services for the Emergency Operations
Center Expansion is entered into effective as of February 25, 2025, by and between Indian River County, a
political subdivision of the State of Florida ("County") and Donadio and Associates Architects, PA, A
Spiezle Group Inc. Company ("Consultant").
BACKGROUND RECITALS
WHEREAS, the County and the Consultant entered into an Agreement for Phase II Design Services for the
Emergency Operations Center Expansion effective July 2, 2024; and
WHEREAS, Exhibit A of the Agreement contains the term and Proposed Fees; and
WHEREAS, pursuant to the Agreement, the parties desire to extend the Agreement until the completion and
closeout of the project, projected for May 31, 2026; and
WHEREAS, the parties desire to amend Exhibit A Pricing to reflect additional design fees to accommodate
a future 2nd floor;
NOW, THEREFORE, in consideration of the foregoing, and other good and valuable consideration,
the receipt and sufficiency of which are hereby acknowledged, the County and the Consultant agree as
follows:
The background recitals are true and correct and form a material part of this First Amendment.
2. The Agreement shall now be effective through May 31, 2026.
3. The Exhibit A Pricing is amended to reflect additional pricing as reflected in the attached January 27,
2025 Amendment 1 request provided by the Consultant.
4. All other terms and provisions of the Agreement shall be unchanged and remain in full force and
effect.

We understand that this office has been requested to perform the following professional services:
TRC is working on design of a single -story IRC EOC Expansion project. TRC has been requested to plan for a future
2nd floor on top of that single -story structure. The future 2nd floor will also include two stairs and one elevator starting
from the foundation. These will be planned at the same time as the single -story expansion. Accordingly, TRC will
analyze and design for a two-story building but prepare drawings only for a single story building with details for
column and walls for vertical expansion.
For this work our office will bill a lumpsum fee as follows:
We will use the following terminology for this proposal.
Phase 1 - Single Story Expansion of existing EOC.
Phase 2 - Future Construction of 2nd floor on top of Phase 1 and addition of stairs and elevator outside the Phase 1
structure.

The general terms and conditions for the contract executed on 01-18-2023 are applicable to this authorization.
Any additional work not included in the above scope of work shall be charged per the Rate Schedule, attached.
Reimbursable expenses include job site meetings, field observations, shipping and printing costs for distribution of
drawings for permitting, bidding and/or construction.
If the information contained herein is consistent with your understanding, please countersign or have this form

MEP/FP Design Engineering Services for Future Second Floor

Dear Tony:
CMTA is pleased to present our additional service fee proposal for the above -referenced project. Following
is a scope of work and compensation for the project. If the proposal is acceptable, please sign and return a
copy for our files.
Project Description:
Provide engineering services to calculate and increase the required loads and equipment for the future
second floor. This floor may be added after construction. This proposal only covers the required changes
to the 15` floor systems that will be required to be upsized or present during construction of the first floor
and not any design of the completed second floor.
Scope of Work:
Our basic scope of work will be as follows:
Mechanical Engineering
• Calculate the required tonnage for the future second floor to be used to calculate the electrical
service upgrade and provide space in exterior equipment yard.
Electrical Engineering
• Design for Electrical Distribution system on first floor to add second floor panels in future.
• Design for generator upgrade for second floor power.
Plumbing Engineering
• Design Engineering for Domestic Water Supply, Hot Water Source and Sanitary Sewer feeds to be
used for future second floor.

• Design Engineering for Fire Sprinkler System riser upgrade for additional flow to future second floor.
Scope of Services:
Our Scope of Work and Services will include the following:
1. Design Team Meetings
2. MEP/FP Specifications and Construction Documents (Revit (BIM) or AutoCAD).
3. Design Documents, Reviews and Responses for:
• Schematic Design
• Design Development
• Construction Documents
• Permitting
• Bid Assistance
• Construction Administration Services include Processing and Responding to Contractor RFI's,
Shop Drawing Review and if necessary, up to 3 (2 man) Site Visits for Observation of Work
and a Final Punch list (if required).
Additional Site Visits will on►y be performed upon request and receipt of an authorization to
proceed / acceptance fee of $750 per engineer, per visit.
Compensation for Services:
Our design fee for this additional service will be Nine Thousand Five Hundred Dollars ($9,500.00), with
customary reimbursable expenses estimated to be $250.00 (Expenses to be billed at Direct Cost).
Services required beyond basic scope shall be negotiated on an as needed basis at which time a proposal
for additional services will be provided.
If you find this proposal acceptable, please return to us one signed copy so we can schedule this project.
