HomeMy WebLinkAbout2025-021RESOLUTION NO. 2025- 021 A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF INDIAN RIVER COUNTY, FLORIDA, APPROVING A TWO-YEAR LEASE WITH THE SENIOR RESOURCE ASSOCIATION, INC., A FLORIDA NON-PROFIT CORPORATION. WHEREAS, the Senior Resource Association, Inc. ("SRA") is a Florida not for profit corporation organized exclusively for religious, charitable, scientific, literary, and educational purposes within the meaning of Section 501(c)(3) of the Internal Revenue Code of 1986; and WHEREAS, the SRA and Indian River County have agreed on a lease on 1.16 acres of property at for the purpose of using and improving upon the land for the purpose of storing, maintaining, and operating its fleet of buses for a two (2) year term at an annual rate of One Dollar ($1.00) per year commencing on July 1, 2025; and WHEREAS, The Senior Resource Association is the Community Transportation Coordinator (CTC) and Transit Service Provider for Indian River County. The SRA operates a fixed route bus system serving the citizens of Indian River County utilizing over 50 buses. Most of the buses operated by the SRA are titled to Indian River County as the owner of the vehicles. The operation of the buses for the citizens of Indian River County serves a valuable public purpose; and WHEREAS, The SRA's transit system, the GoLine, has steadily increased in ridership, popularity and size, necessitating construction of a main transit hub facility to accommodate passengers and the buses for the various routes; and WHREAS, Effective April 16, 2013, the City of Vero Beach and the County entered into a ground Lease Agreement ("Ground Lease") to provide for a site for the construction of a main transit hub facility on 1.6 acres of City owned land located at 1225'16 1h Street, Vero Beach, FL; and WHEAREAS, The Indian River Transit Main Hub ("Main Hub") is now in use. The Main Hub includes a 1,000 square foot building, parking lot, covered walkways, covered waiting area and restrooms. The Main Hub was built using grant funds and will continue to be considered a County owned improvement on City owned property; and WHEREAS, The County and SRA now desire to enter into a Sublease Agreement with a two- year term that will allow the SRA to utilize the Main Hub for passenger operations. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF INDIAN RIVER COUNTY, FLORIDA, that, pursuant to the authority of Florida Statutes section 125.38, and in accordance with the application made by the Senior Resource Association, the Board of County Commissioners hereby approves and authorizes the Chairman to execute a Lease between the Board of County Commissioners of Indian River County, Florida, and the Senior Resource Association of Indian River County, Florida, Inc. Upon the effective date of the Lease, the prior Lease entered into between the County and the SRA (effective date June 1, 2012) along with Resolution No. 2012-064 approving the prior lease shall both become NULL AND VOID. The foregoing Resolution was offered by Commissioner Susan Adams and seconded by Commissioner Deryl Loar , and, upon being put to a vote, the vote was as follows: Chairman Joseph E.
