CALL TO ORDER Present: 5 - Chairman Joseph Flescher Vice Chairman Deryl Lear Commissioner Susan Adams Commissioner Joe Earman Commissioner Laura Moss 2. COUNTY ATTORNEY & SOLID WASTE DISPOSAL DISTRICT MATTERS 2.A. 25-0709 Initial Assessment Resolution for Solid Waste Collection Services Recommended action: Staff recommends that the Board approve the Initial Assessment Resolution for Solid Waste Collection Services. Attachments: Initial Assessment Resolution for Solid Waste Universal Collection County Attorney Jennifer Shuler stated that during the Budget Workshop meeting, the rates for solid waste collection and disposal were discussed. It was worth noting that the special assessment for solid waste collection was new and had not yet been formally established. Although discussions had taken place, this marked the beginning of the process of creating the special assessment under the new Master Assessment Resolution. The initial assessment Resolution outlined the special assessment, which would fund weekly garbage collection, yard waste disposal, and limited bulk collection in the unincorporated areas. The estimated rate was $181.70 per property. Once this Resolution was approved, it instructed the County Administrator to prepare the assessment roll, schedule a final public hearing, and ensure that the public was notified of that hearing. Most residents had received this notice through their trim notice. A motion was made by Commissioner Adams, seconded by Chairman Flescher, to approve staffs recommendation and Resolution 2025-030, relating to the management and collection of solid waste in the Indian River County Solid Waste Collection Municipal Service Benefit Unit, consisting of the unincorporated area of the County; providing authority, purpose, definitions, and certain legislative findings; creating the Indian River County Municipal Service Benefit Unit for Solid Waste Collection Services; describing the method of assessing the solid waste cost against residential property located within the Solid Waste Collection MSBU; determining the solid waste cost and the initial solid waste collection assessments; directing the preparation of an assessment roll; authorizing a public hearing and directing the provision of notice thereof; and providing an effective date. The motion carried by the following vote: Aye: 4- Chairman Flescher, Vice Chairman Loar, Commissioner Adams, and Commissioner Earman Nay: 1- Commissioner Moss 3.
