AMENDMENT TO WORK ORDER FOR
Amanda's Water Infrastructure Act Risk and Resiiience Assessment and Emergency Response Plan Updates

This Amendment 1 to Work Order Number 1 is entered into as of OatobEr 7� 2025 , pursuant to
that certain Continuing Contract Agreement, dated May 2, 2023, ("Agreement"), by and between INDIAN
RIVER COUNTY, a political subdivision of the State of Florida ("COUNTY") and
Arcadis, U.S., Inc. ("Consultant").
1. The COUNTY has selected the Consultant to perform the professional services set forth in existing
Work Order Number 1 , with an Effective Date of September 10, 2024
2. The COUNTY and the Consultant desire to amend this Work Order as set forth on Exhibit A
(Modification to Scope of Work), attached to this Amendment and made part hereof by this reference. The
professional services will be performed by the Consultant within the timeframe set forth in the Work Order,
or as amended in Exhibit A, all in accordance with the terms and provisions set forth in the Agreement.
3. From and after the Effective Date of this Amendment, the above -referenced Work Order is modified
as set forth in this Amendment. Pursuant to paragraph 1.4 of the Agreement, nothing contained in any Work
Order shall conflict with the terms of the Agreement and the terms of the Agreement shall be deemed to be
incorporated in each individual Work Order as if fully set forth herein.

Indian River County Department of Utility Services
Americas Water Infrastructure Act (AWIA) RRA and ERP Update Services, Engineering Services Work
Order #1; Arcadis Ref: 30240641
Background
Arcadis supported Indian River County Department of Utility Services (IRCDUS) with completing the America's
Water Infrastructure Act of 2018 (AWIA) required 5 -year review, update, and certification of their current Risk and
Resilience Assessment (RRA) and Emergency Response Plan (ERP). IRCDUS successfully certified for RRA by
March 31St, 2025, and is in progress completing the required steps to certify for ERP by September 30th, 2025.
As a result of the work performed under the Engineering Services Work Order #1, IRCDUS requested Arcadis to
provide additional services described in the Scope of Work section below. Tasks listed herein show the original
scope of work for reference, and the sub -bullets refer to the additional scope included herein.

Scope of Work
Task 1.1— Additional Project Management
Arcadis will provide project management services over the course of the project, including:
• Coordination and communications with IRCDUS for project administration, project status reports, and
invoicing
• Management and coordination of the Arcadis project team
• Project Quality Assurance and Quality Control of all deliverables

Task 2.8 -Additional Cybersecurity Support

As a result of the review and evaluation of Industrial Controls Systems (ICS) design submittals for cybersecurity
enhancements completed under Task 2.2 of the Risk and Resilience Assessment (RRA), follow up meetings with
IRCDUS staff are key to further discussing and evaluate the recommendations included in the technical
memorandum.
A two-hour in-person workshop and up to three, two-hour virtual meetings will be conducted with applicable
IRCDUS staff, stakeholders, and the ICS subconsultant (Grey Matter Systems) to provide follow up review
services for the major ICS Network project that emphasizes cybersecurity enhancements to address
cybersecurity identified OT system vulnerabilities. The project is nearing completion of the design phase and is
being led by the department's Industrial Controls Systems (ICS) subconsultant (Grey Matter Systems).
The review will focus on accomplishing the following:
• Reviewing DMZ network zones and network architecture revisions.
• Reviewing Proxy Server and Remote Access more closely.
• Improving Networking monitoring and event management.
• Guide for next steps to develop a `security program'.
• Review contract documentation listing the design requirements.
o Review the list of deliverables for the integrator.
o Discuss steps for the implementation phase.
Meetings
• One, 2 -hour in-person workshop (up to three (3) Arcadis staff)
• Up to three, 2 -hr virtual meetings (up to three (3) Arcadis Staff)
Deliverables:
• In-person workshop summary of key highlights, minutes, and decisions.
• Three, two-hour virtual meetings and summaries
• ICS Network cybersecurity design review and validation technical memorandum revision, as needed.
Task 3.6 - Support on Board of Commissioners Meeting
Arcadis will assist IRCDUS in preparing a presentation on the results of the Americas Water Infrastructure Act
(AWIA) project, focusing on the Risk and Resilience Assessment (RRA) and the Emergency Response Plan
(ERP), for the Board of Commissioners Meeting. Additionally, two Arcadis staff will attend two (2) in-person Board
of Commissioners Meetings, as requested by IRCDUS, to present the results and address any audience
questions.

Task 5 — Emergency Response Pian Training
Arcadis proposes an initial, 1 -hour training planning meeting (remote) to gain input on, and expectations for, ERP
employee training. In order to accomplish effective training, Arcadis will conduct three (3) onsite ERP Training
Sessions for IRCDUS personnel who have roles and responsibilities associated with emergency response. Two
(2) trainers and the Project Manager will provide the training, each with a unique training skill set. ERP training
sessions will consist of the following components:
• Introduction and overview of ERP contents.
• An overview of the National Incident Management System (NIMS), Incident Command System (ICS), and
Chain of Command protocols.
• Command and General Staff positions within the Incident Management Team (IMT). Employee roles and
responsibilities, as well as expectations in disaster scenario.
• IRCDUS response framework, the IMT and Emergency Action Levels (EALs).
• Review of potential threats to the IRCDUS system and employees.
• Incident Specific Response Procedures (ISRPs), and personnel actions.
• Evacuation and shelter -in-place actions, rosters, and accountability.
• Two scenario -specific interactive response action discussions. This activity includes action role-playing that
demonstrates the ICS and encourages personnel to provide suggestions for response activities and actions.
• ERP communication protocols.
• Emergency procurement procedures.
The Training Team will develop training materials including a power point presentation and handout booklet.
These materials will be provided to IRCDUS for review and comment. A 1 -hour meeting will be facilitated remotely
by Arcadis to obtain comments and recommendations. Arcadis will address training material review comments. It
is anticipated that each training session will be approximately 4 hours in duration with up to 20 IRCDUS
participants at each session. Training sessions will be conducted on three consecutive days onsite based on
IRCDUS's shifts and other requirements. Training details and coordination will be conducted via teleconference
calls and emails.
Assumptions:
• IRCDUS will identify personnel to participate in training sessions and coordinate with the Arcadis team
regarding ERP training sessions schedule, participants, invitations, coordination, and logistical needs.
• It is assumed that IRCDUS will provide a training room with sufficient seating and audio-visual equipment for
each training session.
• Arcadis will provide beverages and lunch during sessions that overlap lunch hour.
Deliverables:
• Initial Training Meeting (1 -hour, remote meeting)
• Draft training materials submitted to IRCDUS for review(provided in electronic format for review by
IRCDUS).
• Review meeting facilitated to obtain comments and recommendations (1 -hour, remote meeting).
• Final ERP training materials addressing IRCDUS comments (provided in electronic format).
• Three ERP training sessions provided and attended by three Arcadis trainers.
• Hard copies of training materials (as needed) provided at the ERP training session for IRCDUS training
participants.
• Training session sign -in sheets and participant critique forms will be provided at the conclusion of this task.

Schedule
ARCADIS
Arcadis will commence upon receipt of notice to proceed (NTP). Submittals will be made in accordance with the
project schedule provided below. Arcadis estimates that the overall project through closeout will be completed on
or before April 2026, assuming NTP is issued in August 2025.

Compensation
Arcadis will provide the services described herein for a not to exceed fee of $142,946.68. All work will be billed on
a lump sum basis in accordance with the Exhibit A Fee Estimate. Invoices will be submitted monthly, based on
