(Geosyntec) is pleased to submit this proposal to the Indian River County (IRC) Solid Waste Disposal District (SWDD) to provide professional services to develop a Solid Waste Management Annual System Technologies and Environmental Roadmap (MASTER) Plan for the Class I Landfill at the IRC Landfill (IRCL) facility located in Vero Beach, Indian River County, Florida. The proposal presents the scope of work, schedule, and budget estimate to develop the Solid Waste MASTER Plan. The proposal was prepared in response to a meeting on April 28, 2026 between Geosyntec and SWDD. Geosyntec has prepared this proposal as Exhibit 1 to Work Order No. 3 for the Agreement for Engineering Consulting Services for Landfill Closure, Landfill Gas System Expansion, and Cell Construction dated 4 April 2023 (collectively referred to as the '°Agreement"), by and between INDIAN RIVER COUNTY, a political subdivision of the State of Florida ("COUNTY") and Geosyntec ("CONSULTANT"). The remainder of this proposal presents: (1) project background; (ii) proposed scope of work; (iii) anticipated schedule; and (iv) budget estimate. PROJECT BACKGROUND The IRCL facility is located in southern Indian River County, east of Interstate 95, south of Oslo Road, and west of Rangeline Road in Vero Beach, Florida. The SWDD administers the management and operation of the Class I landfill at the IRCL facility. The Class I Landfill includes the closed Segment 1/Infill/Segment 2 vertical expansion, and active Segment 3 lateral expansion (Segment 3). Additional on -site facilities include an inactive construction and demolition (C&D) debris disposal area, yard waste area, single stream recycling building (clean cardboard and tires), clean concrete and scrap metal yard, Styrofoam and loose film processing, leachate evaporator and CROM tank, small load drop off area, fuel station, maintenance and landfill wash bays, and the SWDD Administration & Operator building. On April 28, 2026, IRC SWDD requested Geosyntec provide a proposal to develop a Solid Waste MASTER Plan. P26115701RC Master Plan Proposal ent!ineers I scientists I innovators Mr. Himanshu Mehta, P. E. 28 August 2026 Page 2 PROPOSED SCOPE OF WORKS This proposal covers professional engineering and planning services anticipated to develop the IRCL Solid Waste MASTER Plan. The scope of work is based on Geosyntec's understanding of the Project based on information provided by the SWDD. For budgeting purposes, the scope of work has been divided into the following phases: • Phase 1— General Consulting/Meeting Support/Project Management; • Phase 2— Landfill Development, Sequencing, and Design Capacity Plan; • Phase 3 — Site Operations Review; and • Phase 4— Capital Recommendations. The scope of work associated with each of these phases is briefly described below. Phase 1: General Consulting/Meeting Support/Project Management Phase 1 consists of three components: general consulting, meeting support, and project management. Geosyntec will provide SWDD with consulting services necessary to initiate the project. Geosyntec will prepare presentation graphics, engineering drawings, and other documents required to support the Project's meetings and coordination activities. A kickoff meeting with SWDD is proposed before the start of project activities so that the specific project requirements can be discussed in person. In addition, monthly online review meetings will be held with SWDD throughout the project duration to discuss progress. Following each meeting, Geosyntec will prepare meeting minutes that document decisions reached in the meetings. Additional project management activities will include: budget and schedule tracking, invoice review, and project communications. For the purpose of this budget estimate. Geosyntec has included one in person kickoff meeting with SWDD and 5 monthly online meetings. Phase 2: Landfill Development, Sequencing, and Design Capacity Plan The IRCL is critical infrastructure that should be maximized to serve IRC residents for as far into the future as feasible. In this Phase, Geosyntec will review relevant historic records and forecast future waste receipt rates to project long-term facility needs. The layout of the existing facility will be reviewed and a conceptual design for on -site expansion will be developed. A final list of documents for review in this Phase will be agreed upon at or following the kick-off meeting, after which Geosyntec will submit a written Request for Information (RFI) to IRC. Geosyntec assumes that all pertinent documents will be provided in electronic format, preferably PDF for document and AutoCAD for any drawing files within two weeks of receipt of the RFI. P2611570\IRC Master Plan Proposal engineers I scientists I innovators Mr. Himanshu Mehta. P. E. 28 August 2026 Page 3 Task 1. Document Review and Stakeholder Engagement This initial subtask will include review of documents that control and govern facility operations and development, including grading plans, permit applications, permit documents and drawing sets, operations plans, facility compliance inspection reports and notices of violation, closure plans, utility easements, maximum observed groundwater elevation maps, and property ownership restrictions. This subtask will also include a review of adjacent IRC-owned and privately owned properties to evaluate their availability and suitability for landfill expansion. A final list of documents for review will be agreed upon at or following the kick-off meeting, after which Geosyntec will submit a written RFI to IRC. Geosyntec assumes that all pertinent documents will be provided within two weeks in electronic format, preferably PDF, within two weeks of receipt of the RFI. In addition to reviewing IRCL documents, Geosyntec will engage stakeholders in the IRCL operation to understand the impacts of the current IRCL layout on their respective operations (e.g., disposal operations, leachate evaporator operations, landfill gas management, or composting) or planning strategies (e.g., rate setting or site development). IRCL stakeholders include Republic Services, Inc.; Kessler Consulting, Inc; Kimley-Hom and Associates, Inc.; Heartland Water Technology, Inc.; Atlas Organics, Inc., and NoPetro Energy Holdings, LLC. Geosyntec anticipates one -hour calls with representatives from each of the stakeholders for this task. Task 2. Facility Utilisation Review and Waste Projection This task will include review and analysis of annual tonnage reports for municipal solid waste (MSW) disposed at the IRCL from the last five years, scalehouse records from the last five years, and volume -density reports from the last five years. Based on the records provided by IRCL, Geosyntec will develop projections for MSW disposal rates for the next 30 years based on historic waste acceptance tonnages, population projections, and tourism or other industry projections. Projections will consider the possible impact of natural disasters, specifically hurricanes, on long- term capacity. The projected MSW disposal rates will inform an estimation of remaining site life for the currently permitted footprint as well as estimated additional service life for expansion options developed in Tasks 3 and 4. Geosyntec assumes that all pertinent documents will be provided within two weeks in electronic format, preferably Microsoft Excel spreadsheets, within two weeks of receipt of the RFI. Task 3. Onsite Expansion Options For this task, Geosyntec will evaluate the current IRCL property to identify opportunities for additional disposal capacity by reconfiguring infrastructure such as roadways, stormwater, leachate management infrastructure, and other structures. This would also include evaluating piggy-backing/lateral and vertical expansion configurations as well as waste mining opportunities in the inactive C&D disposal area. For this task, Geosyntec will evaluate up to two expansion P2611570 \IRC Master Plan Proposal engineers i scientists I innovators Mr. Himanshu Mehta, P. E. 28 August 2026 Page 4 footprint options on the existing IRCL property. For each option, we assume one conceptual site plan with conceptual final cover grading will be generated. Task 4. Adjacent Property Expansion Options For this task, Geosyntec will evaluate surrounding privately -owned properties (that in theory may be available for purchase by the SWDD) that could accommodate siting of a new landfill near current operations. Properties for consideration include the undeveloped properties north and south of the current IRCL. We assume that for this scenario Geosyntec will perform a "desktop" level review of privately -owned properties. Geosyntec will not formally engage property owners concerning expansion opportunities. For this alternative, Geosyntec will evaluate up to three nearby property options. For each option, we assume one conceptual site plan with conceptual final cover grading will be generated. For areas with wetlands, in the absence of a formal wetland delineation, we will use the National Wetlands Inventory (NWI) to identify preliminary buffering constraints. Task S. Offsite Expansion Options This scenario will include evaluating up to two prospective offsite greenfield sites that may meet minimum criteria (minimum acreage, 62-701 siting criteria, environmental, accessibility, etc.). Geosyntec will give priority to IRC-owned greenfield sites and will also conduct a desktop -level search of third party -owned sites if necessary. For each option, we assume one conceptual site plan with conceptual final cover grading will be generated. Task 6. Expansion Options Memorandum The Expansion Options Memorandum will summarize the results of the analyses performed in Tasks 3 through 5. This memorandum will serve as a resource for SWDD to decide on a preferential expansion option to for the Landfill Development and Sequencing Plan to be completed in Task 7. The Expansion Options Memorandum will include: • Site characteristics (e.g., proximity to water bodies, wetlands, floodplains, airports, conservation easements, and domestic and public water supplies; regional geologic and hydrogeologic conditions; utilities) that would affect the design and permitting of a landfill for each of the offsite options. • Estimated site procurement, design, permitting, and construction costs for each option. • A decision matrix comparing the siting alternatives. Task 7. Landfill Development and Sequencing Plan Geosyntec will complete a Pre -Design Study for expansion of IRCL following the Task 6 report that will: (1) address spatial compatibility of the expansion with existing property boundaries, utility easements, and proposed component facility development and other site improvements P261 I5701IRC Master Plan Proposal engineers I scientists I innovators Mr. Himanshu Mehta,. P. E. 28 August 2026 Page 5 under the Solid Waste MASTER Plan, (2) assess the proposed sequence of landfill expansion phasing, including transitions between active cells to allow ramps for truck disposal access and best practices to sequence cell opening and closure to minimize leachate generation, (3) conduct a soil balance calculation based on excavation of landfill cells to assess the availability and usage of on -site soils for landfill cover material and other site projects, including the design requirements for a soil stockpile area outside the proposed landfill limits, and (4) assess the proposed sequence of stormwater management (SWM) system development and construction for the landfill expansion, including preliminary estimates of size and location for SWM features. This study will begin with the current layout of the IRCL facility so that the potential benefits of near -term reconfigurations are considered. Follow-up meetings with the stakeholders listed in Task 1 will be held to gauge how proposed expansion opportunities developed in Tasks 2 through 6 may impact their operations or planning strategies. Task 8. Conceptual Expansion Report The Phase 2 report will include the following: • Projections of MSW quantities for the next 30 years, including estimates of tonnage of waste disposed of annually per person and per household. Projections will be benchmarked in comparison to national averages. • A landfill development plan, including: o Conceptual cell layout and sequencing plan with locations of stormwater infrastructure. o Conceptual bottom grading plan. o Conceptual final grading plan, including stormwater conveyance and controls. o Conceptual fill plan. o Temporary soil stockpile size and location. • Cell development criteria including cell depths, separation from groundwater, waste lift thicknesses, in -place waste densities, total airspace, and elevations of cell low and high points. • Estimated lifespan of the IRCL as currently permitted and with the conceptual expansion. • Discussion of best practices to sequence cell opening and closure to minimize leachate generation. • Soil balance calculation to estimate material available on -site versus daily, intermediate, and closure material needs. • Discussion of proposed accommodations for stakeholders' operations. P2611570',IRC Master Plan Proposal engineers I scientists I innovators Mr. Himanshu Mehta, P. E. 28 August 2026 Page 6 Phase 3: Site Operations Review Optimized site operations can lead to reduced costs, improved safety, and positive public perception for SWDD. In this Phase, Geosyntec will review facilities, traffic patterns, staffing, equipment, and operational practices at IRCL. The operational elements reviewed will be benchmarked against similar facilities and recommendations for improvements will be made. Phase 3 will be completed concurrent with Phase 2 in order to inform expansion and sequencing plans. Task 1. Site Visit Geosyntec's project manager (Tim Copeland) and task lead (Sarah Gustitus-Graham) will perform a two-day site visit to coincide with the kickoff meeting. During the site visit, Geosyntec will review the current layout and operations at IRCL and will meet with and interview facility staff and contractors. The site visit will include a review of the scalehouse, the working face, the small load dropoff area, the yard waste area, the recyclables processing areas, and the concrete and scrap metals area. Task 2. Traffic Study Following the initial site visit, Geosyntec will conduct two days of on -site observations and recording of traffic flow patterns at IRCL for various public and commercial users. These observations will help Geosyntec understand vehicle flow patterns and facility usage and identify traffic bottlenecks, queuing and unloading issues, and potentially hazardous interactions between site personnel and public and commercial users. Scheduling of traffic observation days will be coordinated with the SWDD so that Geosyntec can observe and record the specific challenges associated with busy time periods (e.g.. during special events or busy weekend days). Geosyntec will complete a brief Task Hazard Analysis (THA) in accordance with the firm's health and safety protocols to provide for the safety of the site observation team. The THA will be shared with the SWDD ahead of the site observations. The site observation team will comprise two Geosyntec professionals for two days. Task 3. Review of Staffing and Equipment This task will include a review of current staffing levels for IRCL operations including the scalehouse, recycling, building maintenance, site maintenance, fleet maintenance, litter control, leachate collection, leachate evaporation, and landfill gas collection. Staffing levels will be benchmarked against other similar facilities and industry standards, with a specific focus on facilities that contract disposal management to a third party, similar to SWDD's contract with Republic services, and/or contract leachate treatment to a third party, similar to SWDD's contract with Heartland. P2611570IRC Master Plan Proposal engineers I scientists I innovators Mr. Hirnanshu Mehta, P. E. 28 August 2026 Page 7 This task will also include a review of equipment currently owned by SWDD at IRCL for all onsite operations. The amount, size, and type of equipment owned, as well as current waste densities and airspace utilization factors will be benchmarked against similar sites and industry standards. Task 4. Phase 3 Report The Phase 3 report will include the following information and will clearly define industry best practices: • An assessment of current site operations with respect to industry best practices including recommendations to improve operations. Recommendations may include capital improvements. • An assessment of onsite facilities with recommendations on additions, renovations, or changes in operation. • Results of the traffic study, including an analysis of public disposal and recycling areas with commentary on traffic flows and queuing as well as recommendations to limit public travel into the landfill area without reducing services offered. • A staffing assessment, including benchmarking against similar sites and recommendations on revision to job descriptions to better match work and areas needed. • An equipment assessment, including benchmarking against similar sites. • An analysis of compaction and airspace utilization. Phase 4: Capital Recommendations This phase will serve as a summary of the capital impacts of recommendations made in Phases 2 and 3. Geosyntec will compile recommended capital and operational improvements from the previous phases into a comprehensive 20 -year Solid Waste MASTER Plan for IRCL. The capital improvement plan will include the capital items recommended in previous Phases and the leachate system assessment, including leachate system improvements and landfill expansion, as well as the operational costs and impacts of these changes. The plan will include assumptions related to these capital and operational expenses. The plan will not include annual maintenance items, such as regular equipment replacement due to end of life. The capital improvement plan developed under this task will be compared to the capital improvement plan considered as part of a rate study developed for SWDD by Kessler Consulting in 2023 (2023 Rate Study). The 2023 Rate Study precipitated the Solid Waste rate increases implemented on 1 October 2023. The changes in capital improvement plan from the 2023 Rate Study to the current proposed capital improvement plan will be assessed and Geosyntec will make high-level recommendations on the timeline on which SWDD should reassess rates to cover changes in projected capital expenses. The completed Solid Waste MASTER Plan will be delivered to SWDD as both electronic and. physical copies, with the latter sent to the IRC SWDD office. P2611570\IRC Master Plan Proposal engineers f scientists i innovators Mr. Himanshu Mehta, P. E. 28 August 2026 Page 8 SCHEDULE Geosyntec estimates the total duration of this project to be five months. This estimate assumes that SWDD provides documents requested in requests for information within two weeks of the RFI described in Phase 2 being provided. The kickoff meeting and first site visit can be scheduled within two weeks of notice to proceed (NTP). The following assumptions were used by Geosyntec in developing the budget estimate presented below: • The total project duration will be five months from NTP. • All hours worked on the Project will be invoiced at the rates indicated in the detailed budget estimate with no premium charged for overtime. • Geosyntec will minimize courier fees by exchanging information between SWDD and Geosyntec via e-mail and follow-up by regular mail. However, some express shipments may be unavoidable. Although not included in this budget estimate, all shipping or other similar communication fees incurred will be invoiced at cost plus markup in accordance with the rate schedule. • Geosyntec proposes to provide a rental/company vehicle for use by Geosyntec personnel on site at a daily unit rate of $150. Due to recent volatility in fuels costs, the daily unit rate for this vehicle does not include the costs of fuel and tolls. A budget estimate for the scope of work outlined in Phases 1 through 4 of this proposal is summarized below, with a detailed budget estimate provided as Attachment A. SUMMARY BUDGET Phase 1: General.
