The Board of County Commissioners of Indian River County, Florida, met at the
__Court house in Vero Beach, Florida, on Monday July 6th 1925 at 10 o'clock A. M. with
the following members present: John H Atkin, Chairman; G A Braddock; J W LaBru.ce;
Donald Forbes and 0 0 Helseth. Also present were Miles Warren, Clerk and J VP Knight,
Sheriff.
James T Vocelle, was named as Attorney for the Board of County Commissioners for
the remainder of the year.
Rev A B Cannady appeared before the Board with respect to W S Parsley, a pauper.
After some consideration no action was taken at this time for the reason it had not been
determined what the County ill be in position to do fornsuch paupers.
It was ordered that the County Attorney be instructed to furnish each member of the
Board with a copy of the Act of the 1925 Legislature creating Indian River County.
The Notary Public bond of 0 P Banks, in the sum of $500 00 with Wm Atkins and T. J.
Campbell, as sureties was approved.
The bond of Gordon R Olmstead, as Tax Collector, in the sum of $20,000.00 with the
following:
Thos J Campbell, as surety in the sum of $7500.00
Wm. Atkin, as surety in the sum of $7500.00
A. W. Young, as surety in the sum of $2000.00
A. M. Hill, as surety in the sum df 02000.00
D. C. Cox, as surety in the sum of $1000.00
Total $20,000.00 was approved.
The bond of John T Beugnot, as Deputy Sheriff in the sum of $1,000.00 with H M Sallee
and E B Sembler, as sureties approved.
The bond of Frank P Willis, as Deputy Sheriff in the sum of $1,000.00 with A B Knight
and Miles McNece as sureties, approved.
The bond of Robert C Myers, as Deputy Sheriff in the sum of $1,000.00 with R E Mudge
and P H McEachron, as sureties, approved.
The bond of Elbert W Knight, as Deputy Sheriff in the sum of $14000.00 with E C Walker
and A G Even as sureties,. approved.
It was ordered that Commissioners G A Braddock and Donald Forbes meet with the
Board of County Commissioners of St Lucie County, Florida, on Tuesday July 7th 1925, in
an advisory capacity only, for the purpose of assisting in the equalization of taxes .
and assessments upon all property located in now Indian River County. It was further
ordered that such members of this Board request for a joint meeting between said Boards
for the purpose of making settlement of all assets and liabilities of formerly St Lucie
County, and to have the date set as soon as practicable.
The Clerk of tie Circuit Court having prepared estimates of the revenue and receipts
from sources other than from taxes to be levied, reasonably to be expected from the first day
of October 1925 to the 30th day of September 1926, the said estimated having been pro-
perly verified under oath were ordered spread upon the minutes of the Board and the ori-
ginal to be filed as a part of the records of the Board, a copy forwarded to the State
Comptroller, and is in words and.figures as follows:

The Board of County Commissioners then took up the matter of 'making an estimate
of the necessary expenses and of the special and extra ordinary expenses for the fiscal
year, from October 1st 1925 to the 30th day of September 1925 and saving considered the
receipts estimated by the Clerk and the valuation of the property Of the County as
ascertained From the assessment rolls prepared by the Tax Assessor of St. Lucie
County, and having given full consideration to the needs and necessities of the County
and the requirements for the different purposes to meet the expens s during the said
fiscal year,jhave determined and do hereby declare the following tc be the expenses and
all special and extraordinary expenses contemplated for the fiscal year next ensuing
and for which the revenue for the year 1925 from ad valorem taxation and the estimated
receipts from other souroes will be available:

It was thereupon resolved that the Clerk of the Circuit Court be directed to have t
foregoing estimates as made by the Board published in a newspaper in this County by one
insertion and that a copy thereof properly certified be forwarded to the Comptroller of
the State of Florida.
It was further resolved that at the regular meeting of this Board to be held on
Tuesday, August 4th, 1925, the foregoing estimates shall be taken up and considered and
acted upon and at the same time will be declared as fixed appropriations after approval.
It was ordered that the following banks be designated as official County Depositor-
ies for the remainder of the year: Vero Bank & Trust Company; Farmers Bank of Vero and
Bank of Sebastian, Florida. It was farther ordered that bond in the sum of `c ,000.00
be given by each of the above named Depositories.
It was ordered that the Clerk direct a letter to the Board of County Commissioners
of St Lucie County, requesting a date for a joint meeting of the Boards for the purpose
of effecting a financial settlement between the Counties.
It wasm ordered that the regular meetings of this board be held on the first Tuesda
in each month, and all special meetings be held upon a call by the Chairman of the Board.
The proposition of Joseph H Optner to lease the upstairs of the Seminole Building
to the County for one year at a rental of 00.00 per month Vas ordered accepted.
The following resolution was introduced by Commissioner Donald Forbes, who moved
its' adoption, and was duly seconded by Commissioner J W LaBruce.
Be it Resolved by the Board of County Commissioners of Indian River County, Florida, that
under and by authority of Chapter 10690 of the laws of Florida, Aets 1925, it is hereby
determined that interest bearing time warrants of Indian River County, Florida, in the
aggregate sum of Fifty thousand dollars (;.0,000.) shall be issued as follows:
Said time warrants shall be in the denomination of One thousand Dollars each; shall
be dated August 15, 1925, and: shall be numbered consecutively from 1 to 50 both inclusive'.
The said time warrants shall draw interest at the rate of seven per centum per annum,
interest payable semi-annually.

of the Clerk of the Board of County Commissioners of Indian River County, Florida, in the

The Board of County Commissioners of said County may sell the above time warrants at
private sale, or said time warrantsmay be sold to the highest bidder after advertisement
for two successive weeks in a newspaper published in said Countyl provided, that no sale,
either public or private, of said time warrants shall be for less than ninety-five cents on
the dollar.
The proceeds of the time warrants provided for herein shall be used for the purpose
of: the equipment of the various County offices of said County; the securing of trans-
cription of records from St. Lucie County; the securing of road working machinery and other
equipment for working the public roads of the County; and for any other lawful County
purpose; and the same shall be used in such amounts for each of said purposes as may be
determined by the Board of County Commissioners of Indian River County, Florida.
It shall be the duty of the Board of County Commissioners of Indian River County,
Florida, to assess and levy annually a tax on all the taxable property within said County,
for the purpose of obtaining interest and raising a sinking fund for the payment of the
time warrants provided for herein, which tax shall be levied, assessed and collected in
the same manner as other taxes, and it is hereby made the duty of the said. Board of
County Commissioners to levy such special tax annually at the same time other taxes are
levied, so long as any of the warrants hereby authorized to be issued may be outstanding and
unpaid.
Whereupon the roll was called upon the adoption of the said resolution and resulted

Fort Pierce, Florida Wednesday, July 8,1925
At a joint meeting of the Board of County Commissioners of St Lucie County, Florida,
and the Board of County Commissioners of Indian River County, Florida, held in the Co
House in Fort Pierce, on this date the following members were present: C F Raulerson,
Chairman; W R Hardee and A H Warner, constituting the Board of County Commissioners of
S t. Lucie County, and John H Atkin, Chairman; Donald Forbes; G A Braddock; and J W
LaBruce, representing the Board of County Commissioners of Indian River County. Also
present were P. C. Eldred, Clerk by Deputy and Niles Warren, Clerk.
It was agreed between the respective Boards of County Commissioners that a settle-
ment between the two countieS be made according to a percentage basis based on assesse
valuation of the original County of St. Lucie, as follows:
Indian River County 43.4%
Martin County 3.4%
St. Lucie County 53.2%

It was further agreed that Indian River County assume their porportionate ,amount
of indebtedness and also to receive their porportionate amount of all the assets of
St Lucie County, and that resolution, duly approved by She respective Boards of County
Commissioners would be drawn and submitted.
The Chairman of each Board and County Engineer of St Lucie County and Commissioner
J W LaBruoe were appointed a committee to figure and ascertain value of all road
machinery and other movable equipment and property and report to their respective
Boards for approval and ratification.
It was ordered that the Clerks of the respective Boards figure out the percentage
of funds due Indian River County and submit to attorneys of the respective Boards for t
purpose of drafting an agreement as to settlement.
There being no further business to come before the joint meeting, it was ordered
that same stand adjourned.
