same. Such bills and accounts being on file in the office of Clerk Circuit Court.
The warrants so issued from the respective funds being listed completely in the County
Finance record, as provided by law, reference to -said record and the list so recorded
being made a part of these minutes as fully and completely as if the same were set out
herein in detail.
m The County Depository filed its monthly statement showing receipts and disburse-
ments of the various funds, which having been checked over was found to be correct.
The Board agreed to meet in a body on Wednesday# March 7th 1934, and make a
complete inspection of all the roads and bridges throughout the County.
There being no further business on motion made, seconded and carried the Board
then adjourned until the regular meeting to be held in April 1934.

TUESDAY, . APRIL 3rd 1934..
The Board of County Commissioners in and for Indian River County, Florida, met at
the Court House in Vero Beach, at 10:00 o'clock A. M. Tuesday, April 3rd 19349 with the
following members of the Board present: ,J.J.P.Hamiltonp Chairman; J.D.'Yongue; R.E.
Ridge; John M. Knight and Edwin A. Helseth. Also present were Miles Farren, Clerk and
William Frick, Sheriff.
Henry Read, Roseland, appeared before the Board and presented a petition signed by
citizens in Commissioners District #1, with reference to the construction or repairing
of a bridge in that District. It was moved by Commissioner Mudge, seconded by Com1r.9
might, that the petition be referred back to the committee.
Letter f rom H.E.Ashburner, of Rdselland9 respecting repairs to Hoseland Bridge
was received and read. A request having been made by Mr Ashburner that it be returned
to him, it was ordered that same be so returned.
Joe S. Earman, intangible tax official of the .State appeared before the Board and
advised that he was appearing in the capacity of a State Official. He read letters
from the State Comptroller to the Governor and the Governor's reply thereto respecting
the collection of personal property tax. He requested use of a County truck and two
men to assist the Tax Collector in collecting the personal property tax. The Board
agreed to co-operate in every way possible.
Frank M. Upton, Ft. Pierce, representing the CentmW of Progress Exposition held
in Chicago last year and to be continued this year and requested the County to appro-
priate $378.00 to assist in carrying on the Fair in 1934. Commissioner Helseth moved
that the sum of $300.00 be appropriated out of the Race Track fund surplus for this
purpose. There being no second to the motion the same was lost.
Axel T. Peterson appeared before the Board and requested that repairs be made on
Lateral "A" and other roads west of Vero Beach. He was advised the Board plans to do
this work.
Mrs. Frank Rosbottom appeared before the Bard and requested assistance in fight-
ing woods fires in the urban sections of the County. The Board after carefully con-
sidering this requesting, and taking into consideration the financial condition of the
County deemed it advisable to refer the same to the local Chamber of Commerce with the
recommendation that the matter be taken up with the various packing houses and see what

can be worked out.
Dewey Reams appeared before the Board regarding the ditch through Mrs Nancy HIVeills
place and running Bast to the Iridian. River. W. B. affer, announced the State Road
department will assist
in
deepening this Ditch, and
agreed
to
do the work
with FBR& and
Mosquito control labor
if
the County will furnish 10
cases
of
dynamite on
this project.
Henry Reed, Roseland, appeared before the Board and requested information as to the
reason why the Road Superintendent hauled, with County truck, groceries from west Palm
Beech to Vero Beach. Chairman Hamilton announced he ordered this to be done for the
benefit of th6se receiving relief in this County. He explained that the only groceries
hauled was articles furnished by the Federal Goverment to those in distress and in need
of food and this was the only war it could be conveyed to this point.
Mr Read also requested information regarding bridges burned in the County. He pointe
out that a bridge was burned, by woods fire, near L. Ashburner's place west of Roseland,
and wanted to know should those who set the fire to the woods be made to pay for the
bridge or should the County pay it. He was advised that if there was any way to make
those responsible for the loss pay the damages it would be done that why., and if not the
the County would have to bear the expense of construction of a new' bridge, or the necesse
repairs.
Mrs John Yates appeared before toe Board regarding relief she has received in the
pest and recently dropped from the pauper rolls. No action was taken.
Mrs C. A. Culbertson appeared before the Board regarding turpentine negroes setting
fire to the woods near Fellsmere between Ditch One and the Main Canal. The Board bgreed
to do everything possible to stop this practice.
Commissioner Midge requested use of the Speeder Machine by the ;Mate Road Department
on the Fellsmere Cross State Road District. It was ordered this machine be loaned by the
County, for the usual rental, after getting signed statement that the Road Department
will keep same in good condition, and also let the regular County operator operate the
same.
It was ordered that plats presented by the Indian river islands Corporation be
approved by the Chairman and filed in the public records.
The Clerk was instructed to write the officials of Brevard County and call to their
attention that dim Allen, a resident of that County is in Sebastian, sick, and in need of
assistance.

Race Track Fonds
to
purchase
$29000.00 worth of City of
Sebastian bonds,
and
the sum of §600.00 be appropriated out of the surplus Race Track Funds to purchase
*4 9000.00 City of Vero Beech bonds, same to be used in settlement of the percentage of
road taxes collected within the incorporate limits of the respective municipalities.
It was ordered that *200.00 be placed in the Fine & Forfeiture Fund and 0300.00 in
the Road & Bridge Fund out of surplus Race Track funds of the County.
The application for a Mothers Pension of Mrs Annie Horton, Minter Beach, was recei
and carefully considered, and it was ordered she be placed on such list to receive the
sum of $12.00 per month.
The application for a. Mothers Pension of Mrs Maude Crosby, Vero Beach, was received
and carefully considered, and it was ordered she be placed on such list to receive the
of $8.00 per month.
A letter was received from the City Clerk of Fellsmere, requesting the County forced
to do certain repair work on the streets of Fellsmere. It was ordered this be done by

HE SOLUT ION.
Commissioner Mudge offered the following resolution and moved its adpptions
WHEREAS, certain citizens who are uninformed as to the true facts of the situation
have criticized the work of the County superintendent, Mr. Charles Kersey, and
WHEREAS) this Board has recently made an inspection of the Roads and Bridges of
the County
and finds that considering
the
small
amount of money he has had
to work
with that
our Superintendent has done
his
work
in a splendid and efficient
manner:
THEREFORE, Be it Resolved that we do commend Mr. Kersey for the efficient and
economical mann6m in. Aich he has handled the bridge and road work of the County and
that we do express our unqualified approval of him and his work.
BE IT FURTHER RESOLVED that we direct the attention of the public to the fact that
the Board has paid the bill heretofore presented by Commissioner Yongue about which
the controversy arose because of our desire to extend all possible courtesies to a
fellow member of our Board but not because we believed that it was necessary for the
work to be done as it was.
Upon being -put to a vote the same was duly adopted, Commissioner Yongue voting
against the resolution.
The County Democratic Executive Committee having met and adopted the assessments
to be levied against the candidates for the various offices to be filled this year, -
for party organization, assessments were thereupon made for the purpose of defraying
all expenses in connection with the Primary elections to be held in June 19349 as fo
County Commissioner. ....04.00

and ordered that the respective amounts be paid to the Clerk of this Board as required
by law, by each candidate for office. it was further ordered that the Clerk place the
total amount collected in the General Revenue Fund immediately after the last day to
qualify to become a candidate.
RE'S.0LUT ION.
The following resolution was introduced by Commissioner R. Z. Mudge, who moved its
adoptions
WHEREAS the State Board of Administration has submitted certain proposals of
persons, firms and corporations to sell certain bonds of the County of Indian River and
Special Road & Bridge District bonds. under the provisions of House Bill No. 30 act$ of
the 1933 Legislature, and
WHEREAS, after carefully considering the said proposals, and taking Into con-
sideration the value of said bonds and the amount of funds available for this purpose
it is deemed expedient and advisable to purchase certain of said bonds;
THEREFORE, BE IT RESOLVED, that the State Board of Administration be requested
to purchase the following bonds:
_ Two (2) bonds of Special R & B Dist #i, St Lucie County Florida, now Indian River
County, issue of 1918 due 19449 at a price of 42 flat. Designated *A"
Two (2y bonds of St. Lucie County Public Highway, issue of 1920 due 1940 and
1942 at a price of 45 flat. Designated "DO
The foregoing resolution was duly seconded by Commissioner Knight, and upon being
put to a vote the same was unanimously adopted.
The several bills and accounts against the County, having been audited, were ex-
amined and found correct, were .approved, and warrants ordered issued in settlement of
same. Such bills and accounts being on file in the off ice of the Clerk Circuit Court.

ROMAY, APRIL 16th 1934.
The Board of County Commissioners in and for Indian River County, Florida, met at
Court House in Vero Beach at 9:00 o'clock A.M.Xonday, April 16th 1934, pursuant to call
of the Chairman, with the following members of the Board present: J.J.P.Namilton,Cha.ir-
man; J.D.Yongue; R.E.Mudge; And John R. Knight. Absent Edwin A. Helseth. Also present
were Miles Marren, Clerk and dim. M. Frick, Sheriff.
It was ordered that Deputy Registration officers in the several precincts be paid
the sum of .96.00 each, and where more than 24 names we placed on the Registration books,
such Deputies be paid at the rate of 25¢ per name.
Jas. W. Copeland, appeared before the Board regarding an appropriation to assist in
carrying on the Fair in Chicago during the year 1934. After considerable discussion, anc
taking into consideration the benefits derived from the Fair in 1933, the following
resolution was unanumously adopted.
RE'S0LUT I0 N.
WEERM, an opportunity is offered Indian River County to exploit, publicize, ad-
vertise and otherwise advance the horticultural, agricultural, industrial and commercial
interests of Indian River County, thru the display of agricultural products, dioramas
and other display materials by a public showing at a leading fair or exposition to be
held in the State of Florida during the tourist season of 1934-35; and
MHEHEAS, the agency best fitted to properly display and operate said exhibits for
said county is th&to de. Commission of A Century of Progress as appointed by the
Governor of Flori&C r.the I d's Fair of 1934, said Commission being also known as
the "Florida World's Fair Com,rlttee" of the Florida State Chamber of Commerce; and
CRUS, the Florida Exhibit at a Century of Progress in 1933 did, with the coopera-
tion of the State of Florida, exploit, publicize, advertise and advance the agricultural,
horticultural, industrial and commercial interests of the State of Florida during the
period of June 1 to November 19 19339 and as a result of said exhibit this state did
receiver more than 5-j miles, or 333,000 column inches, of"free newspaper and publica-
tion publicity and did deliver 294 radio broadcasts and did secure a registration of
Florida, prospects in excess of one-quarter million names, addresses and other valuable
date for use of civic organizations and the business interests of this state in develop-
ing tourist patronage, and did bring to this state during the winter season of 1933-1934
many thousands of people who had never before visited Florida as the result of said ex-
hibit in Chicago; and
WHEREAS, the World's Fair will again be held in Chicago during the period June 1 to
November 1, 19349 and an opportunity will be offered this county to advance the agricul-
tural, horticultural, industrial and commercial interests of the county thru the loan of
the exhibits herein provided for, to the Florida Exhibit at the World's Fair; and
YIHEREAS, racetrack and gasoline taxes accruing to this county have been greatly in-
creased as a result of Florida's participation in the World's Fair of 1933;
NOW, THEIMPORE, BE IT RESOLVED, that we, as and constituting the Board of County
Commissioners of Indian River County, do agree to employ as our agents, the Florida
Worl.db Fair Commission for 19341, as appointed by Governor David Sholtz, to act as our
agents in designing, preparing, exhibiting and operating the aforementioned exhibits for
display at a leading fair or exposition to be held within the State of Florida during
the winter season of 1934-19359 and that we provide the cost of said exhibits thru in-
clusion in either the publicity or agricultural fund of the Indian River Cdunty budget
for 1934-1935 an amount equal to five and five -eights cents (6-5/8g) per capita of
population as determined by the 1930 Federal Census; and
BE IT. FURTHER RESOLVED, that the exhibits herein provided for shall be loaned to the
Florida, Exhibit of A Century of Progress to be held in Chicago, Illinois, during the
period June 1 to November 19 1934 for display purposes; and -
BE IT FURTHER RESOLVED THAT WE, as and constituting the Board of County Comnissione3
of Indian River County, on this date do .hereby subscribe and pledge for the foregoing
purposes, and hereby agree and promise to pay to the Florida, World's Fair Commission, as
appointed by Governor David Sholtz, thru its treasurer, James D. Ingraham, of Jackson-
ville, Florida, the sum of Three hundred seventy eight dollars (1378000), to be paid as
f ollowss Out of next proceeds of Rice Track Fonda.
