HomeMy WebLinkAbout8/7/1934TUESDAY AUGUST. _7th_1034. The Board of County Commissioners in and for Indian River vounty, r'lorida., met at the Court house in Aero Beach, at 10:00 o'clock A. M. Tuesdays August 9th, 1934, with the following members of the Board present: J.J.P.Haamilton, vhaixman; Prank C. Viekere; R. E. ladge; John M. Knight and Edwin A. Heiseth. Also present Were ift W. Frick,Sherl Chas A. Mitchell, .Attorney for the board and Miles warren, Clerk. The minutes of the previous meetings were read and approved. A. R. Martin and Mrs Myrtle .8. Englar, appeared before the Board regarding Road right-of-way from Rim= to the South Uounty line on the peninsular and requested.a description of such right -of -wavy. Wayne P. Bailey appeared before the Board and submitted written application for position as Motorcycle officer. U. Ha.sselgrove appeared before the Board regarding drainage on worth end of farm on which he is residing and requested ditch 150 feet long be made one foot deeper. He was referred to the Drainage District supervisors., Clark a. Rice, former Sheriff appeared before the Board with copy of the audit of Sheriff's office and requested the Ulerk to read the audit, which was done. Mr. mice then explained fully all discrepancies as alleged in the Auditor's report. -Report was received by the Uommissione.rs of all officers of the Uounty as audited, and same was careful7,y checked over and ordered filed as a part of the public records of the Uo unty . Rev. Father pullaley appeared before the Board regarding the condition of Mr & Ers Pat Cleary, Fellemere. it was ordered that they be placed on the pauper list to receive the sum of 412.00 per month instead of 46.00 as heretofore granted. it was ordered that the following persons be stricken from the pauper list: Sam -Redden, negro , Pelle mere-, now on PERA Co H. hatch, Sebastian, removed. it was ordered that Sam Allen, Sebastian be placed on the pauper list to receive the sum of X6.00 per month until the further orders of this Board. M. Mattmueller, appeared before the hoard and protested county trucks being used on PEVA projects. it was ordered that all County tracks be withdrawn from all FSR, projects In the County. Notary Public bond of J. A. Barms, in the sum of ;p5OO.00 with American SWrety Uo., a corporation as surety, was approved. Notary Public bond of Anne Eckhoff , in the sum of 9500.00 with American Surety Uo a corporation as surety, Vas approvede tire. willfred Dubuque appeared before the Board requesting aid for her son. No action was taken. it was ordered that the Attorneys for the Board defend the mand€umus action of A.L. Houston -vs- Dave Shol-tz, as Governor, et als and a fee of 0250.00 be set and approved, for all fees in connection therewith. Same was ordered paid from the general Revenue Fund. the Ulerk read a letter from Ron V. V. Knott 0 Uounty'Treasurer ex -officio, with respect to the cancellation of bonds purchased by the County, through the hoard of Administration with gars taxa, under the provisions of Rouse trill Ho. 30, acts of the 1934 Legislature. .after carefully considering the same, and the law applicable thereto, it was ordered that the Clerk be instructed to advise.mr. Knott that in the opinion of this Board the best interests of the County will be swerved by not cancelling such bonds at this time. Court House or other indebtedness ................................. 5,000.00 TOTAL.............f...........................................$33,990.88 This 5th day of July, 1934. f+ MILES WARREN a the foregoing estimates as made by the board and published in the vero beach 2r Jounnal, a newspaper published in the County in the issues of said newspaper on the 13t; and 20th days of July, 1934, was then taken up, considered, and finally adopted. the Board then proceeded with the matter of fixing the rate of taxation for uounty and 'pec ]district purposes for the year 1934, and after caref'ul3w consideration of the estimates of receipts and the estimates of expenditures it -was determination of the board that th rate of taxation necessary to meet such expenses would be for each of the following mentioned purposes the amounts estimated, declared and levied, Vi se. In order to meet the estimated current expenses of the uounty of Indian River of *22,731.559 it is determined and hereby declared that a tax rate of oeven (7) mills upon the dollar be levied and is hereby imposed upon all of the property lying and bei in the uounty of indian River on the first day of January, 1934, for the GEIW9 L FUND, to meet the current expenses of the county and to provide for the expenditure as eetia mated in the budget hereinbefore set forth* to meet the expenses estimated to be necessary to be paid out of the TUBE FLW9 the sum of 411,302.809 it is determined and hereby declared that a tax rate of Three (3) mills upon the dollar be levied, assessed, and is hereby imposed upon all the property lying and being in the county of Indian diver on the first day of January, 1934s for the irine and Yorfeiture Lund, to meet the current expenses as estimated in th budget. to cover the amount of the estimated expenses for keeping the county Roads in good shape and repair and for the construction and repairing of bridges and other necessary expenses to keep the roads of the county in good condition and provide other roads when necessary of 416,335.61, it is determined and hereby declared that a tax rate of 'Six (6) mills upon the dollar be levied, assessed, and is hereby imposed upon all of the property lying and being in the County of Indian River on the first day of January,19349 to meet the current expenses of the County as estimated in the budget. To meet the interest payments and provide a sinking fund for the ultimate redemptio of County bonds, county Time currants, and pro -rat& debt due �-t Lucie County, Florida, I pursuance of the requirements of the law the -sum of X209451.559 it is determined and hereby declared that a tax rate of Seven (7) mills upon the dollar be levied, assessed, and is hereby imposed upon all the property lying and being in the County of Indian River on the lst day of January 1934, for 1MJ.iE1eWeX & slMiXG injpW. To meet the current expenses incidental and necessary to the operation of the Publi schools of the county, and to pay the salaries of teachers, bus drivers, and repair school houses as estimated by the county board of Public instruction, the sum of *61,488.56, it is determined and hereby declared that a tax rate of ten (10) mills upon the dollar be levied, assessed, and is hereby imposed upon all the property in the County of Indian River on the first day of January, 1934, for the GZAERAL SCHOOL .FUND. Up and in pursuance of the requirements of law, and as estimated by the county board of Public Instructions,it is determined and hereby declared that a tax rete of nineteen one-half (19*) mills upon the dollar, be levied, and is hereby fixed and assessed for the year 1934, on all of the property in the County of Indian River, lying and being within the boundaries of 6pecial Tax behool District jNo. 11, the boundaries of which said Di strict being described above in these minutes. To meet the interest payments and provide a sinking fund for the ultimate redemption of bonds and time warrants of special Tax School District no. 149 and in pursuance of the requirements of law, and as estimated by the county board of public Instructions, it is determined and hereby declared that a tax rate of Five (b) mills upon the dollar be levied, and is hereby fixed and assessed for the year 19349 on all of the property in the County of Indian River, lying and being within the boundaries of special lax School District No. 140 the boundaries of which said Di strict being described above in these minutes. Estimates having been made by the board of Commissioners of the 1IMIAN RIVAR Ma -1 UITO U014-'ROL DISTRICT, and a certified Copy of the resolution filed with this board, as required by law, and as estimated by the board of Commissioners, it is determined and hereby declared that a tax rate of Three (3) mills upon the dollar be levied, and is hereby fixed and assessed for the year 19349 on all of the property in the County, of Indian River, lying and being within the boundaries of said mosquito Control District, the boundaries of said District being described as the entire County as a whole. The Board then proceeded to fix the millage for the VTRO BRIDGE DIS`T'RICT, in accordance with the laws of Florida, as amended by the 1927nLegislature, and it was determined that a tax rate of tour (4) mills on the dollar be levied and is hereby fixed and assessed for the year 1934, on all of the property in the County of Indian River lying and being within the boundaries of said Vero Bridge District for the pur- pose of properly operating said Bridge, and for the purpose of repaying loan now outstanding and unpaid, the total sum estimated in the budget being 05,546.25. The Board then proceeded to fix the millage for the QUAY BRIDGE DISTRICT, in accordance with the laws of Florida, as emended by the 1927 Legislature, and it was determined that a tax rate of Four (4) mills on the dollar be levied and is hereby fixed and assessed for the year 19349 on all of the property in the County of Indian River lying and being within the boundaries of said Vero Bridge District for the pur- pose of properly operating the bridge in said Di strict and the reasonable and usual repairs and maintenance of said bridge and the approaches thereto, the total gram estimated in the budget being 4129998.16. The Board then proceeded to fix and set the millage for the P] in accordance with the laws of Ylorida, as amended by the 1929 Legislature, and it was determined that a tax rate of Eight (8) mills on the dollar be levied and is hereby fixed and assessed for the year 19349 on all of the property in the County of Indian River lying and being within the boundaries of said wabasso Bridge District for the purpose of properly operating said 13ridge, and to pay the interest due on the bonds outstanding and for the ultimate redemption of the said bonded debt, the total sum estimated in said budget being X17,151.45.
