The Board of County Commissioners of Indian River County, Florida, met at the Court House in Vero Beach, at 10:00 o'clock A. M. Tuesday, October 1st 19359 with the following members of the Board present: J. J. P. Hamilton, Chaiaman; Frank C.Vickers; Ro E. Madge and Edwin A. Helseth. Absent E. P. Poole. 'Also present were aim W. Attorney, Frick, Sheriff, Chas. A. Mitchell, and Miles Barren, Clerk. In making distribution of delinquent taxes collected during the month of September 1935, the Clerk was instructed and directed to place all County funds in the Road & Bridge Fund, in order to meet the current expenses as far as possible. Mr. Massey and Hubert Graves of wabasso appeared before the Board regarding road leading to Thr. Ma.ssey's place. `rhe Board agreed to do this work as soon as possible: it vas ordered that Mrs. J. it. Conniff, minter Beach, be placed on the pauper list to receive the sum of X10.00 per month, same to be forwarded to her mother, Mrs. W., H. walker, until the further orders of thi s Board. Miss Florence Etheridge, FERA Nurse appeared before the Board and advised that the mawse health nurse work will continue under Federal supervision until Jan 1, 1936. it was ordered that the pauper allowance of Mrs Lillian Strickland., Vero Beach, be increated from §3.00 to §6.00 per month. It was ordered Mrs. Clifton Loyd, Fellsmere, be placed on the pauper list for 60 days, while her husband is serving a, jail sentence for intoxication. It was ordered that Mrs. Esther Braswell, Sebastian be placed on the pauper list to receive the sum of *5.00 per month for a period of two months only. A petition vas received requesting aid for A. D. PMtevent, Vero.Beach, and after consideration it was ordered that he be placed on the pauper list to receive the sum of $10.00 per month as he is incapacitated and his wife is an invalid. It was ordered that w. H. Bartlett be given the sum of $3.00 for medicine, sm. e to be paid out of the. pauper item of the general Revenue Fund. The Clerk was instructed to write via iA. Gower and advise him that his two soils must contribute and assist him .or the Board will be obliged to call this to the attention of the employers of the sons. The following resolution was introduced and unanimously adopted: WHEREAS in the Budget for the year 193b--1936 in the General Revenue Fund was an item for "Health Unit" the sum of $2900.00' and, WEREAS this item was so placed in the budget contingent upon liartin, St Lucie and Okeechobee Counties likewise placing such item in their budget for the fiscal year, but which each of said Counties failed so to do; M THEREFORE, BE IT RESOLVED, that said budget items be transferred to the following items in said General Revenue Fund for the present fiscal years Advertising fund...... 0 535.30 Gas for Burse car..... 400.00 Incidental expenses... 1664.70 TOTAL....... $2966.60 The Board then proceeded to consider and act upon .the several applications for lice so to sell intoxicating liquors, wines and beer and after thoroughly discussing the same and taking into thnsideration the several applicants, the location of their res- pective places of business and past records the following applications were acted upon ill. M. Kersey, approved Stanley E . Franks , approved E. Vt. Knight, approved Alexander Mact'villiamp approved C. C. Dailey, disapproved The Deputy Sheriff bond of H. D. Hardigree, in the sum of X1,000.00 with Neer costes dram Casualty Compaxrr, a corporation, as surety was approved. Miss Manilla Wells, Rome Demonstration Agent and MISS Anna Bae 'Sykes, State Di strip Agent appeared before the Board and gave an outline of the work to be done by this Department. The following resolution was introduced by Commissioner He lseth who moved its adoption: VBEBM,Homer Pe' Knapp has offend to the Board of County Commissioners of Indian River County $6000.00 in principal mount of general obligation bonds of said: County, now unpaid and outstanding, and the Sum (f $525000 in cash, and the agent's commissions for sale for the conveyance to the said Homer P. Knapp of property owned by IndJan River County, Florida. and situated in said County and ju rticulwrly described as follows to -wits Lot 7 in Block 2 of Edgewood Second Addition to Vero, Florida. (now Vero Beach, Florida) according to plat of said subdivision as recorded on Page 3 of p3M- t Book 4 of the records of St. Lucie County, Florida; together with the furniture, fixtures and furnishings now located in the building on said premises; and, Whereas said property owned by said County was accepted by it in settlement of certain frozen credits in Farmers Bank of Vero Beach and has situated thereon an apart - meat building which requires an immediate 3a rge expenditure of money in order to place the same in good condition and to make the same subject to rental at a reasonable price and, It Appeasing to the Board of County Commissioners of Indian River County, after careful inspection of the above described premises and after careful consideration of said offer, that it is to 't best -interest of said County and the citizens and tax- payers thereof to accept said offer; therefore, Be It Re:solved that upon the receipt by the Clerk, cf this Board of 0525.00 in cash and six thousand dollars in principes]: amount of bonds of Indian RimmerCounty, now ryl validly outstanding and unpaid, and receipt in full of the commission to t1v. agent here -in* namely, Mrs. Helen B. Luly, that the chairman and the Clerk of this Board be, and I., 1 1 1 1 1 1 they are, hereby authorized to execute, in the name of this County, under its seal, and deliver. to the said Homer P. Snapp conveyance of the above described property with said conveyance containing warranty as to persons claiming under Indian River County, and that upon the closing of said transaction possession +f said property shall be delivered to said purchaser; that taxes on said property for the year 1935 be paid by purchaser. This resolution effective for 15 days, otherwise null & void Commissioner Vickers seconded the adoption of the resolution and upon roll call it was adopted by the following votes Ayes Commissioners Hamilton; Vickers; Mudge and He leeth. Nays: None. `t'h..e several bills and accounts against the County, having been audited, were examined and found correct were approved and warrents ordered issued in settlement of ane. The Bills and accounts being on file, in the office of the Clerk Circuit Court. The warrants so is' sued from the respective funds being listed completely in the County Finance record, or supplemental minute book, as provided by the rules and regulations of the State .,Auditor, reference to said record and the list so recorded being made a part of these minutes. The County Depository filed its monthly report of receipts and disbursements of the various funds, whish having been audited was found to be correct. METING OF DELIKQUE11T TAX ADJUSTHEN BOARD The Delinquent Tax Adjustment Board of Indian River County, Florida, met at the Court House in Vero Beach on Tuesday, October let 19359 with- the following member's of the Board present: J. J. P. Hamilton, Chairman; Frank C. Vickers; H. E. Mudge and Edwin A. Helseth. Also W. R. Duncan, Tax As sensor, and ex -off i cio member of this Board present. Also present was Miles warren, Clerk Circuit Court and Secretary of said Board. It was moved, seconded and carried that all tax redemptions made during the month of %ptember 1935, be and the same are ratified and confirmed in every respect. The question of. continuing to adjust taxes on the basis of 50/16 of the total amount of County taxes, without interest, was fully discussed, and after carefully. considering the same, on motion made, seconded and unanimously carried, it was ordered that tax redemptions be made for the months of Ootober, November and December 1935 on the basis of 5% of the total amount of County tax, without interest, with the right to pay all County tax up to and including the year 1931 with bonds (following the original Futch Act) and collect the 1932--1933 and 1934 taxes in dash on the adjusted basis as out lined :.above, using the lowest assessed valuation in computing the taxes, as noir provided by law. It was further moved, seconded and carried, that the distribution of such tax as collected in cash be made on the some basis as heretofore, unless otherwise instructec by the Board of County Commissioners.
