1. Franchise Agreement with Waste Management for Solid Waste and
Recyclables Collection

Director of Utilities Vincent Burke, through a PowerPoint
Presentation, provided background and an overview of the new
Franchise Agreement for Solid Waste & Recyclables Collection
Services with Waste Management Inc. of Florida (Waste
Management). He stated that the agreement will go into effect
on October 1, 2015, and outlined key changes as follows:
1. Once -a -week universal single -stream recycling - Carted
2. Once -a -week subscription garbage pickup - Carted
3. One exclusive franchise area for solid waste, including the
City of Fellsmere; excluding Sebastian, Vero Beach, Orchid,
and Indian River Shores, who have their own solid waste
contracts
4. One exclusive franchise area for universal recycling
Director Burke relayed that consumer costs for subscription
trash service will decrease to $9.68 per month and increase to
$2.55 per month for recycling, and that Waste Management will

supply the recycling and waste carts. He presented staff's
recommendation for Board approval of the Franchise
Agreement, and invited the Town Manager of Indian River
Shores (the Town) to discuss its recent contract extension with
Republic Services, Inc. for solid waste and recycling services.
Robert Stabe, Town Manager, discussed the Town's Franchise
Agreement with Republic Services for solid waste and recycling,
and relayed that a three year extension was signed in January
2015. He asked the Board to give him time to discuss this
matter with the Town Council, Republic Services, and Waste
Management.
County Attorney Reingold noted that Waste Management has
offered to provide the Town similar service levels to what they
have been receiving from Republic Services.
Continued discussion ensued between the Board, County
Administrator Joseph Baird, and Mr. Stabe about the Town's
agreement with Republic Services. It was noted that if the
Town is able to opt out of the recycling portion of its contract,
Republic Services could still provide its solid waste services.
Discussion ensued about whether the Board's decision on the
Franchise Agreement could be deferred until the Town resolves
this matter.
Public Affairs Manager Dina Reider-Hicks, Waste
Management, stressed that it was critical for her company to
order equipment no later than May 1, 2015, to have everything
ready for service on October 1, 2015. She also confirmed that
Waste Management would provide the Town with its existing
level of recycling service at no additional charge.
Government Affairs Director George Geletko, Waste
Management, echoed Ms. Reider-Hick's concerns about
ordering the equipment, and reiterated that Waste
Management would meet the recycling needs of the Town.
During further discussion, it was disclosed that Mr. Stabe would
meet with the Town Council on Thursday, April 23, 2015.
MOTION WAS MADE by Vice Chairman Solari, SECONDED
by Commissioner Flescher, to: (1) approve and authorize the
Chairman to execute the Franchise Agreement for Solid Waste
and Recyclables Collection to Waste Management, Inc. of
Florida; and (2) authorize staff to determine by April 30, 2015,
the number of carts that will be needed.

Bob Johnson, Coral Wind Subdivision, sought and received
information on the Radio Frequency Identification readers that
will be on the carts, and regarding the transition to the new
solid waste subscription service.
Stephen Sczurek, 945 37`h Avenue, sought and received
information on the handling of yard waste.
The Chairman CALLED THE QUESTION and the Motion
carried unanimously.
ADJOURNMENT
There being no further business, the Chairman declared the meeting adjourned at 12:17 p.m.
